EXECUTIVE SUMMARY
Recommendation to appoint three members to the Black Affairs Advisory Board.
OBJECTIVE: To appoint three members to the Black Affairs Advisory Board, to four-year terms
expiring on June 25, 2025.
CONSIDERATIONS: This nine -member board was created in 1991 to identify and evaluate problems
unique to the black community, review and recommend ways to ensure open communication between
minorities and Collier County government, and provide periodic reports to the Board of County
Commissioners. Terms are four years. A list of the current membership is included in the backup.
There are currently three vacancies on this advisory board. The vacancies were advertised and

STAFF RECOMMENDATION: This board has been unable to have a quorum for several months, and
so has been unable to make a recommendation on these applications. Staff recommends that Darnell
Johnson, Deborah Williams, and Jean Paul be appointed the Black Affairs Advisory Board, to four-year
terms expiring on June 25, 2025. A recommendation memo is included in the backup to this item.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Staff Recommendation,
and authorizes the Chair to execute the attached resolution confirming the appointments.

I started my career over 25 years ago in nonprofit in Collier County. One of my first jobs was to create
and implement and afterschool program in the River Park Community. I became connected and ve
involved with the community center, children and families in the community. I worked for tha
organization for 7 years and continued to work in that community until 2015. For a short while I also
served on the Black Affairs Advisory Board prior to leaving my employment in 2004.1 also worked at the
regional level with the Southwest Florida Workforce Development Board from 1997-2004 to implementl
campaign that supported a wholistic approach to working with disadvantaged youth and communiti
o identify needs and make those communities stronger. For two years, I was the Director of Trainin
or a workforce development organization in New York City. This agency served the five boroughs with
transitional work initiatives, job training, certification programs and other support services for a divers
population. Currently I am the Executive Director for a local nonprofit. However, I will be leaving thi
position to go back to training for another nonprofit. My nonprofit career has provided me th
opportunity to work within healthcare, education, and human services to assist in providing access to
services, resources and support. I am also currently an adjunct professor at Florida Gulf Coa
University. In addition, I serve on the board of my church. My congregation has a social justicel
committee, works very closely with NAACP and other local groups that bring issues to the forefront t
identify challenges and work toward solutions. My experience with youth and adults, combined with
_ s,vorking within diverse communities, I feel, makes me an
xcellent candidate to serve.

RESOLUTION NO.2021 -
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA APPOINTING DARNELL JOHNSON,
DEBORAH B. WILLIAMS, AND JEAN PAUL, TO THE BLACK AFFAIRS
ADVISORY BOARD.
W EREAS, Collier County Ordinance No. 91-38 established the Black Affairs Advisory
Board to provide periodic reports to the Board of County Commissioners that identify and evaluate
problems unique to the black community and recommend ways to ensure open communication
between minorities and Collier County Government; and
W EREAS, Ordinance No. 91-38, as amended, provides that the Advisory Board shall consist
of nine members; and
W EREAS, there are currently three vacancies on this Advisory Board; and
W EREAS, the Board of County Commissioners previously provided public notice soliciting
applications from interested parties; and
W EREAS, staff has provided the Board of County Commissioners with its recommendation
for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that DARNELL JOHNSON, DEBORAH
B. WILLIAMS, and JEAN PAUL, are hereby appointed to the Black Affairs Advisory Board, each to
serve a four-year term expiring on June 25, 2025.
THIS RESOLUTION ADOPTED after majority vote on the 26t' day of October, 2021.
