EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign a one-year
extension to the Memorandum of Understanding between the Collier County Board
of County Commissioners and the Early Learning Coalition of Southwest Florida
Inc., to provide local match funding in the amount of $75,000 in Fiscal Year 2022.
OBJECTIVE: To approve a Memorandum of Understanding ("MOU") between the
Board of County Commissioners and the Early Learning Coalition of Southwest Florida,
Inc. ("Coalition").
CONSIDERATIONS: This is the tenth year that the Board has budgeted funds for
the Coalition. The Coalition provides the following services to families, children
and child care providers in Collier County: resources and referral services,
eligibility and enrollment, reimbursement to child- care providers, child developmental
screenings, provider monitoring, inclusion, and training.
By linking families to child care and Pre-K services, the Coalition supports parents'
ability to work and helps prepare children for success in school. The MOU supports
policies to strengthen and diversify our local economy by providing services to aid
employees or job seekers with child care needs and continue the provision of Early
Learning Child Services to eligible families in Collier's School Readiness Program. The
Coalition leverages the County's funding to obtain federal grant funds.
The terms covering this funding commitment, including requirements for both the County
and the Coalition, are contained within the original MOU, along with modifications that
have been included in subsequent extensions. This extension incorporates previously
approved changes and provides for updated dates for Fiscal Year 2022.
FISCAL IMPACT: The total cost of the agreement will not exceed $75,000 in FY2022.
Funding is included in the FY22 Business and Economic Development budget within the
General Fund (001).
GROWTH MANAGEMENT IMPACT: This request is consistent with Objective 3 of
the Economic Element of the Collier County Growth Management Plan, which states:
"Collier County will support programs that are designed to promote and encourage the
recruitment of new industry, as well as the expansion and retention of existing industries
in order to diversify the County's economic base."
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires
a majority vote for Board action. - JAB

TENTH EXTENSION OF MEMORANDUM OF UNDERSTANDING
BETWEEN
THE COLLIER COUNTY BOARD OF COUNTY COMMISSIONERS
AND
THE EARLY LEARNING COALITION OF SOUTHWEST FLORIDA, INC.
This Tenth Extension of Memorandum of Understanding (also referred to as the "Extension") is
entered into this day of , 2021 between the Collier County Board of County
Commissioners, hereinafter referred to as "COUNTY" and the Early Learning Coalition of
Southwest Florida, a Nonprofit Corporation registered under the laws of Florida Chapter 617,
operating under the laws of the State of Florida and, hereinafter referred to as the "COALITION".
The Memorandum of Understanding, previously extended, a copy of which is attached hereto as
Exhibit A, is hereby extended to September 30, 2022. The COALITION will invoice the
COUNTY for monthly expenditures incurred beginning October 1, 2021 through September 30,
2022, for the preceding month's expenditures in a form acceptable to the COUNTY. All other
terms and conditions of the Memorandum of Understanding, as previously extended, shall
continue in full force and effect.
