EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment in the amount of $1,277,800 utilizing
Infrastructure Surtax to fund the design and construction of Emergency Medical Services (EMS)
Station 412 North Naples. (Project 55213)
OBJECTIVE: To authorize a budget amendment in the amount of $1,277,800 to fund EMS Station 412-
North Naples, Project 55213, an Infrastructure Sales Surtax Project under the EMS Substations category.
CONSIDERATIONS: Voters approved an additional penny sales tax in November 2018. Collection of
the surtax began on January 1, 2019. Projects outlined in Exhibit A within County Ordinance 2018-21
are eligible to receive funding from the Surtax. Projects must also be compliant with Section 212.055(2),
Florida Statutes. In Exhibit A, there are 3 main categories of projects identified: Transportation Projects,
Facilities & Capital Replacements, and Community Priorities. The following project falls within the
Facilities & Capital Replacement category under line -item EMS Substations and has been validated by
the Infrastructure Surtax Citizen's Oversight Committee.
On September 22°d, 2021, the Infrastructure Surtax Citizen's Oversight Committee validated partial
funding of $1,277,800 for the EMS 412 North Naples (Project No. 55213) agenda item 8.13.3. This
project encompasses the design and construction of a new EMS station that meets the current Annual
Update and Inventory Report (AUIR) requirements for the North Naples area. The new EMS station will
enhance cooperation with local Fire districts through a coordinated operation. This project will add EMS
coverage to the North Naples area to maintain the current level of advanced life support (ALS) response
travel time to 8 minutes or less in urban areas and 12 minutes or less in rural areas, 90% of the time.
FISCAL IMPACT: A budget amendment is necessary to allocate funding in the validated amount of
$1,277,800 from Reserves within Infrastructure Sales Tax Fund (318) to the EMS 412 North Naples
Project (Project No. 55213). Estimated total cost is $2,900,000, staff will request Surtax Committee
validation for the balance of funding at the time of construction solicitation.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
RECOMMENDATION: That the Board of County Commissioners authorizes a budget amendment in
the amount of $1,277,800 to partially fund EMS Station 412-North Naples, Project 55213, an
Infrastructure Sales Surtax Project under the EMS Substations category.
