16.C.6 10/26/2021 EXECUTIVE SUMMARY Recommendation to approve the selection committee's ranking for Request for Professional Services ("RPS") No. 21-7911, "Design Services for Collier County Mental Health Facility" and to authorize staff to begin contract negotiations with the top ranked firm RG Architects P.A, so that a proposed agreement can be brought back for the Board's consideration at a future meeting. OBJECTIVE: To obtain professional design services for Collier County Mental Health Facility CONSIDERATIONS: On July 12, 2021, the Procurement Services Division released notices for Request for Professional Services (RPS) 21-7911 Design Services for Collier County Mental Health Facility. The County received nine (9) proposals by the August 12, 2021 submission deadline. All proposals were found to be responsive and responsible. The Selection Committee convened on September 9, 2021 as described in step 1 of the solicitation documents, the committee scored each of the nine proposals and shortlisted four (4) of the firms to move to Step 2 - Studio Plus LLC, Jacobs Engineering Group, Inc., Bessolo Design Group, Inc., RG Architects P.A. The evaluation criteria used in scoring the proposals included: the ability of professional personnel, whether the firm was a certified minority business enterprise, past performance/references, project approach, willingness to meet time and budget requirements, location, and recent, current, and projected workloads of the firm. Each firm provided at least three references from clients on projects of a similar size for which the firm had provided services similar in scope and complexity. Staff recommends that the board approve the selection Committee's ranking of the top four firms and authorize it to begin contract negotiations with the top -ranked firm, RG Architects P.A. in accordance with the Consultants' Competitive Negotiation Act, Florida Statutes § 287.055. In the event that an agreement cannot be reached with RG Architects P.A., staff will continue negotiating with the remaining ranked firm in an effort to bring a proposed agreement back for the Board's consideration. FISCAL IMPACT: The Collier County Mental Health Facility is a Community Priority project funded by the Infrastructure Surtax in the amount of $25M. The project was validated by the Infrastructure Surtax Citizen Oversight Committee on June 23, 2021. GROWTH MANAGEMENT IMPACT: None. C-2 Naples, FL 34112 All proposals shall be submitted online via the Collier County Procurement Services Division Online Bidding System: hLtps://www.bidsyne.com/bidsync-cas INTRODUCTION As requested by the Facilities Management Division (hereinafter, the "Division"), the Collier County Board of County Commissioners Procurement Services Division (hereinafter, "County") has issued this Request for Professional Services (hereinafter, "RPS") with the intent of obtaining proposals from interested and qualified Consultants in accordance with the terms, conditions and specifications stated or attached. The Consultant, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated. Collier County is pursuing design services and eventually construction for the Collier County Mental Health Facility (MHF). The new Facility will be approximately 54,000 square feet with a potential of 5,000 square feet future expansion. The MHF will be located on existing land adjacent to the main campus of David Lawrence Center (DLC) located on Bathey Lane in Naples. BACKGROUND Design and construction of the MHF will be financed by funding from the Surtax. The Surtax collection began January 1, 2019. Projects outlined in County Ordinance 2018-21 are eligible to receive funding from the Surtax so long as the expenditure occurred after January 1, 2019, this project meets the requirements of F.S. 212.055, conforms to the definition of Infrastructure, and is in line with County Ordinance 2018-21. There are three main categories of projects identified in Ordinance 2018-21: Transportation Projects, Facilities & Capital Replacements, and Community Priorities. The design and construction of the MHF was specifically identified within the Community Priorities category. Additionally, the design and construction of the MHF were included in the ballot language within the ordinance. The design and construction of the MHF fulfills the definition of infrastructure as outlined in F.S. 212.055, which defines Infrastructure as: "Any fixed capital expenditure or fixed capital outlay associated with the construction, reconstruction, or improvement of public facilities that have a life expectancy of 5 or more years, any related land acquisition, land improvement, design, and engineering costs, and all other professional and related costs required to bring the public facilities into service." Starting in 2016, an informal "Behavioral Health Workgroup" began convening to discuss challenges, gaps and opportunities within the local system of mental healthcare for adults. The Board of County Commissioners (BCC) held two community workshops in 2017 and 2018, as well as engaging two strategic planning sessions with University of South Florida's Mental Health Institute. In December 2018, the Board established the Collier County Mental Illness and Addiction Ad Hoc Advisory Committee. The Committee included a diverse variety of stakeholders that developed a five-year strategic plan that was presented and adopted by the BCC in December 2018. The top priority of the committee and BCC was to "Build and Operate a Central Receiving Facility/System to Serve Persons Experiencing an Acute Mental Health or Substance Use Crisis." Site studies were conducted, and at the May 25, 2021, Board meeting, the BCC ultimately selected a parcel. In the same meeting the BCC also approved an agreement with David Lawrence Mental Health Center, Inc., to operate and lease the mental health facility to be constructed by the County. Collier County is seeking a Design Firm with extensive and proven experience in the design of Healthcare/Mental Health facilities. This firm is expected to have a knowledgeable team of medical planners that can successfully navigate the complex healthcare requirements dictated by Federal and State regulations. The selected design firm will be expected to work with Collier County staff and coordinate as necessary with partner organizations such as David Lawrence Mental Health Center, Inc. The property is located in the Collier County, Florida legally described as Tract 66, Golden Gate Estates, Unit No, 30, being a 5-acre parcel, more or less, as recorded in Plat Book 7, Page 58, Public Records of Collier County, Florida, which land was granted by Lessee to the County on or about the date hereof for the purpose of a County -owned mental health facility with behavioral and mental health services furnished to the public and available regardless of income to all people of Collier County MFH. ti T N ti N M O N C O M 2 0 CD ti T N c m E t M .r Q Packet Pg. 999 County reserves the right to modify this scope during negotiations for budgetary reasons. The contract term, if an award is made, is intended to be for the full duration of the project and it will commence on the date of the Notice to Proceed and end upon acceptance and approval of the final payment. Prices shall remain firm for the term of the awarded contract. Surcharges will not be accepted in conjunction with this award, and such charges should be incorporated into the pricing structure. DETAILED SCOPE OF WORK This project encompasses the Design and Construction Administration Services of a new Mental Health Facility that will be larger than the DLC Center at the Bathey Lane location and will greatly increase crisis support, inpatient and addiction treatment capacity and will function as the Central Receiving Center (CRC) for those receiving services under both the Baker and the Marchman Acts. This new facility will serve the mental health needs of Collier County's expanding population, now and for years to come, and it will also reduce some of the costly demands currently being placed on the Collier County Jail. The estimated cost for design, construction and build out is $25 million. The Consultant shall provide the full scope of design, permitting, bidding and contract administration services necessary to complete the Mental Health Facility Project as described including but not limited to the following: 1. Provide all programming and preliminary design documents for use in establishing the basis for the final design of the site and buildings. These documents will include site plans, floor plans and building elevations in sufficient detail to illustrate the program of spaces, convey general building and site design and generate a project budget. 2. Provide all geotechnical, topographical, traffic, environmental and species surveys, reports and studies necessary to fully permit and complete the project. 3. Prepare and submit for all permits related to the project, including the building permit, and ensure necessary permitting is completed to facilitate project schedule. Coordinate with the Construction Manager as necessary during the submission of the building permit. 4. Facilitate required public outreach and meetings necessary to complete a project of this size and scope in this specific location. CD ti 5. Coordinate with Collier County Real Property Management on all necessary easements and/or encumbrances. N ti N 6. Coordinate with County staff to develop an effective and efficient program, acquire all necessary permits in a timely N manner, provide a design suitable for the intended use incorporating best design practices for efficient and resilient building. o M 7. The design shall comply with all required current codes along with all current health guidelines and standards. Scope of Architectural/En in�,g Services 1. Preliminary Site and Building Design: A. Generate schematic floor plans and site plans to illustrate: B. Generate three-dimensional and BIM/Rivet models. C. Review the design options along with the preliminary cost estimates with the County and the David Lawrence Center (DLC) team and implement any changes and/or modifications to the preliminary design documents. D. Schedule and attend Site Development Plan (SDP) pre -application meeting with Collier County Growth Department, Collier County Facilities Management Division PM and DLC team. E. Provide Architects/Engineers opinion of construction cost for use in establishing the project budget at 30%, 60%, 90% and 100% of the design phase. 2. Final Design: A. Site Development Plan (SDP) modification submittal. B. Provide 30/60/90/100 percent drawing submittals for review by Collier County and DLC Team. Document and track the disposition of all County/DLC comments and feedback to ensure full and complete capture of stated needs. C. Provide evaluation of Construction Manager's value engineering report and coordinate with Collier County to incorporate the desired items. D. Provide construction documents including drawings and specifications to comply with the current Florida Building Code, in sufficient detail for bidding, permitting and construction. E. Meet all appropriate codes and standards for the design of government buildings including all federal, state and local requirements. F. Conduct a 30%, 60%, 90% and 100% completion stage project peer review to provide QA/QC of the contract documents and cost estimate prior to submittal to the County. This review will be conducted by experienced personnel not involved in the day-to-day design of the project to ensure a "fresh eyes" review. G. Provide detailed designs relating to ADA accessibility to ensure all requirements are clear and detailed. H. Provide Material/Finish & color selections. Coordination needs to take place with the stakeholders at each phase. I. Provide all civil, architectural, structural, mechanical, plumbing, electrical, landscape, low voltage/IT, furniture & equipment, fire alarm, and fire protection designs to ensure a complete design for a "turn -key" type of project. Ensure full coordination of design documents between trades and design disciplines. J. Include all low voltage and technology designs as part of the design package. Coordinate with County's Information Technology (IT) Division, contract vendors, Facilities Management, and other appropriate specialties to provide a full design package that includes all low voltage systems. K. Coordinate with the County and Construction Manager to provide detailed layout drawings of the furniture, fixtures, and equipment, as necessary. L. Submit all documents on behalf of the County for building permit review, provide any support during that process to achieve a permit status of "Ready for Issuance". M. Produce a complete "For Construction" package of drawings and specifications, in preparation for bidding. Coordinate with the Construction Manager to support the bidding process of each phase. 3. Pre -Construction Phase: A. Coordinate with the Construction Manager during bidding for each phase of the project. B. Attend pre -bid conference. C. Respond to contractor/subcontractor questions within three (3) business days. D. Prepare written addenda, if applicable. E. Assist with pricing analysis. Coordinate with Construction Manager to provide owner with pricing analysis. F. Review bids and alternates and coordinate with Construction Manager to provide bidder reference checks and bid evaluation. G. Recommend award based on bid results and references. 4. Construction Contract Administration Phase: A. Attend preconstruction conference. B. Attend on -site OAC progress meetings and have consultants attend specific on -site meetings when their presence and feedback are required (minimum 3 on -site meetings per trade). OWNER HuntonBrady designers had the opportunity to create a floor plate and structural layout that would allow all programs to stack harmoniously, Orlando Health while providing flexibility to convert the upperfloors into inpatient bed units as the future needs of the community and the health campus grow. The solution included designing the building with a structural grid that would allow the Emergency Department layout to work as well as the PROJECT SCOPE clinical modules in the upper floors to work in flexible pods. We continue our coordinated use of this blended tool palette during subsequent design development, construction doc- We have extensive experience leveraging BIM (Revit) via Autodesk BIM 360 (BIM 360, BIM Collaborate and BIM Collaborate Pro) starting in early schematic design. Throughout subsequent production and con- struction administration phases we continue leveraging this BIM/BIM 360 palette for project administration, real-time cloud hosted design team model coordination and clash detection. This strategic blended approach utilizing targeted design/analysis software, "appropriate BIM modeling," BIM (Revit) and BIM 360 makes the overall design schedule more fluid and efficient by: appropriately informing design in early phases (without inappropriate early deci- sions), optimizing production and construction by minimizing system clashes, and facilitating real-time communication for all project stake- holders across project phases. B. WILLINGNESS TO MEETTIME Understanding the time frame required for this project is empirical to its success as a whole. It is necessary to allocate the right amount of time for each phase to capture and create information as needed, and to have a good understanding of what milestones are important to keep track of. Project scheduling has to be done in the context of the specific project type and its location. It is for this reason RGA has assembled a team of professionals in -tune with all aspects of Collier County processes and with specific experience in Mental Health Facil- ities to ensure a smooth, effective and on time process from planning Section 4. Willingness to Meet & Budget Requirements to construction. Specific to this type of project, it is important to spend the right amount of time to inform the community and conduct open public meeting to share with them the benefits this facility is bringing to them. Multiple meetings throughout the process might be the best ways to engage the community and get buying. In assembling the team, RGA has also ensure proper resources are in place for all team members to be able to fully engage this project. C. BUDGET REQUIREMENTS RGA and its team members have a long-standing practice in SWFL, giving the team expertise in the local construction market which would benefit this project to properly plan and design with in budget. Our team relies on its large pool of pass project for historical cost data, as well as on feedback from our local pool of contractors and subcon- tractors. Our most recent experience for keeping projects in budget is Florida Golf Coast University Water School. A highly sophisticated 114,000sf, four story and $49,500,000 facility. Many factors played a role in getting this project like the design team specific project experience, providing options, and anticipating potential conflicts. Having pre - construction services performed by a construction manager was very valuable too, this allowed the design team to pair their budget esti- mates with that of the CM and compare cost and scope. It was also critical to this process to have the design team and CM openly discuss building systems and constructibility. Most notably was the selection of the structural system, where the design team provide (2) options, pre -cast concrete and steel to evaluate and choose the most cost ef- ficient. At the time, in early 2020 steel provided the best value, which now, in 2021 is not the case. This is a good example of having real time knowledge of the marker. Another way in which this project was kept on budget was by responding to the estimates provided by both the design team and CM in all phases of pre -construction, especially at design development (60%). Here is where the thought compromises can be handled with time to thoughtfully come up with design solution which do not diminish the program and functions, and to avoid painful and costly value engineering during bidding which in the context of no time to implemented them, creates in many cases unfortunate though scenarios forthe entire team. RG Architects, P.A / Huntonl3rady Architects RIPS 21-7911 Architectural Services - Design Services for Collier County Mental Health Facility Our firm has broad experience with the full range of construc- tion procurement strategies ranging from traditional design bid contracts, construction management at risk, design build, and integrated project delivery. A large majority of our projects utilize construction manage- ment because it provides the ability for project teams to balance speed, flexibility and control over the project design, cost and schedule. Optimally the CM is part of an open and transparent management structure working to achieve the projects goals and objectives. An integrated CM relationship can help avoid an adversarial relationship between the owner, the design team and the contractor. While we understand Collier County preference has been to us- ing the traditional design bid delivery method, it is important to recognize the value of pre -construction services provided by a construction manager, most notably in these times of construc- tion pricing volatility. This can be done in this delivery method by engaging a pre -construction services contract and then bidding the project to multiple construction managers. A Construction Manager can support a sequentially tendered implementation strategy that allows for an overlap of design and construction. This collaborative approach can reduce the overall project delivery time and provide critical inputs into both construction cost and constructibility issues during the pre -con- struction phase. The best construction managers can advise the project team on construction cost estimation, construction scheduling, constructibility review, material suitability review, and sustainable construction practices. This approach can allow the project team to proactively manage the interrelated risks of scope, budget, and schedule. Our team has extensive experi- ence with construction management on many post -secondaries and performing arts projects. We believe that it is a highly effec- tive methodology to deliver the highest quality building on time and on budget. Our approach to engaging with the construction manager evolves through the various phases the project. During the design and documentation phases we work to foster a col- laborative environment. Once the project moves into the bid and con- struction phases we continue to work in a collegial and collaborative manner structured around the contractual framework. We find it most beneficial to engage the CM at the earliest phase possible in orderthat they are part of establishing the project vision and objectives. While it can be argued that this is not essential, in our experience it allows the team to work collaboratively through the evolution of the design and delivery of the project. When inevitably there are tough decisions that need to be made regarding the balance of scope, budget, and schedule, it is critical that all parties are working to achieve the projects core objectives. In absence of this alignment, there is a riskthat each of the parties will have conflicting agendas that compromise the team's ability to make the right decision. For example, as opposed to finding unique solutions that balance function, durability, efficiency, and cost, the team will become engaged in a process of adversarial cost cutting. For us, the collaboration of the CM throughout each phase is essential. The following are a series of examples of key inputs for each phase of the work: Design Phases: We engage the Construction Manager as a key mem- ber of the core consulting team during the design phases. Their scope of responsibilities includes advising on constructability issues, the project schedule, cost estimation, and risk analysis. Providing critical input from key sub -trade expertise assists the project team in making decisions regarding systems and assemblies availability in the market influencing the detailed design and specifications for the project. Cost management is an integral part of the design process and relies on the collaboration of a professional cost estimator and the construction manager. As part of the team, we look to the construction manager to provide true value engineering - key opportunities to save money while enhancing the overall look and quality of the project. In addition, the CM assists in identifying alternative strategies to enhance quality, speed of construction etc. for the good of the project. These strategies include design assist procurement of specialized element, prefabrica- tion of building components, pre -qualification of high priority trades, pre -purchase of long lead elements, and alternative solutions, systems and assemblies. Lastly their input on the overall siting approach relative to constructability issues such as access, shor- ing, dewatering, staging, phasing etc. are all critical inputs at the early design phases when fundamental shifts to the projects design concept are still viable. Section 4. Budget Requirements Construction Documents: The construction documents phase marks the critical step where the design intent is being transcribed into a set of parameters that will be used by contractors to build the design in- tent. As such it marks the beginning of the transition of responsibility from the consulting team to the construction team making an integrated approach critical. In most projects, we work closely with the construction manager to establish and refine the basic construction details of the building. Through this approach all details are conceived in terms of product availability, economy of construction, trade availability and construc- tion, tolerance and sequencing. This process ensures that details are drawn correctly the first time and that minimal re -work or revisions are required during construction. Secondly through the review of the draft construction documents the Construction manager begins their process of developing the bid packaging strategy. Harmonizing the CM's strategy with the construc- tion documents results in tighter bid documents. Better drawings, specifications and schedules result in more complete scope docu- ments for sub -trades resulting in better and cleaner bids. Many projects encounter key technical challenges that require a con- certed effort by the project team to work collaboratively to find the best solution for the project. For example, projects that have complex ground water issues need the consultant team and specialist con- sultants to work directly with the construction manager and industry experts such as shoring, dewatering, and waterproofing sub -trades. Solving complex design issues relies heavily on real world expertise and technique. During the permit application process, we find it beneficial to meet with the authorities having jurisdiction as an integrated team. Presenting the project jointly as the architect and contractor both expedites the approvals process and ensures that the construction manager is fully aware of the logistics behind the approved set of permit documents. As there are often discrepancies between the approval of a plan's exam- iner and the interpretation of a site inspector it is extremely valuable for the construction manager to be fully versed in the approach to fire and life safety submitted to building plan examiners. As a part of the team the construction manager provides key inputs both into the front end of the specification as well as the integration of means and methods requirements into trade sections. This is particu- larly important in ensuring the success of sustainability objectives such as the use of recycled materials, reduced VOCs, local manufactures and the sorting and reduction of construction waste. As we typically are responsible for pay- ment certification during construction, the transparency of the bid packages aligns with this approach. This approach includes direct involvement with the prequalification process, and the re- view of both the list of bidders, and the bid packages that are issued. Secondly as the authors of the construction documents our approach is to be completely involved in the bid analysis and award process. Construction: During construction we provide construction ad- ministration services largely the same as those provided under a stipulated price contractwith a general contractor. As the pay- ment certifier we approach the construction phase in a struc- tured manner aligned with the terms of the contract. In this re- gard we play the key role as the conduit of communication with the Construction Manager. Lessons Learned from Past Experiences Working with a CM Based on our previous experience with the delivery of projects utilizing Construction Management, we see four possible strate- gies thatwould supportthe delivery of an exemplary Performing Arts Complex. These include: alignment with the project vision, early engagement of the CM, third party cost reconciliation, and consideration of alternative procurement strategies for unique project elements. Alignment: The most important aspect of a successful project is the alignment of all parties with the projectvision and objectives. It is critical to avoid contractual arrangements where the CM is incentivized to solely reduce cost or meet aggressive timelines in the absence of a balanced decision -making process. Incentives such a bonusing for cost reduction or penalties associated with strict schedules result in polarized team dynamics and typically undermine the end product. Engagement: For us it is critical that the CM is engaged at an early stage of the project so that they are attuned and aligned with the project's overall goals and objectives. When this does not happen in a timely fashion their inputs are often fragmented and not supportive of the overall project. When inputs are simply out of sequence or too late in the process the consequences of making changes outweigh the value of the idea. Timely input is key to getting the best solutions. Cost Reconciliation: During the design phases of the project, we rec- ommend that our clients engage both an independent cost estimator and the construction manager to prepare cost estimates. While this could be seen as providing redundant services, our experience has shown that each provides unique checks and balances to provide the project team with the best information. The construction manager pro- vides valuable insight into market forces via direct input from trades. The challenge with this especially at the earlier design phases is that sub -trades tend to provide conservative estimates based on schemat- ic documents as a means of managing their risk. In our experience this results in inflated early estimates. In contrast the cost estimator bases their numbers on historical unit rates tuned to the project at hand. Pro- viding the project with a structured process that engages both parties initially in independent analysis and subsequent reconciliation at each phase of the project gets the best of both worlds resulting in a bal- anced estimate. Procurement Options: In many projects there are components that warrant non-traditional procurement strategy. The motivation forthis could be driven by schedule, budget, or quality objectives. One of the key benefits of the construction management process is that it supports a strategy to deal with elements separately to the benefit of the project. Section 4.
