EXECUTIVE SUMMARY
Recommendation to approve the submittal of the FY21 Program of Projects grant application to
the Federal Transit Administration 49 U.S.C. 5307/ 5339 FY21 for grant funds to support the
transit system capital and operating costs in the amount of $3,387,188 through the Transit Award
Management System and accept the award and authorize any necessary Budget Amendments.

OBJECTIVE: To obtain grant funds for the management of the Collier Area Transit (CAT) System.
CONSIDERATIONS: Each year the Public Transit & Neighborhood Enhancement (PTNE) Division
receives federal grant funds for the management of the CAT system under Urbanized Area Formula Grant
Programs (49 U.S.C. 5307/5339) to be used predominately for transit capital projects as defined by the
Federal Transit Administration (FTA).
FTA published the annual apportionment formula on January 19, 2021. Collier County is located within
the Bonita Springs/Naples Census Urbanized Area; therefore, a portion of the 5307 funding is shared with
Lee County. The amount of 5307 funds allocated to the Bonita Springs/Naples Urbanized Area is
$3,364,229. The 5307 apportionment designated for CAT is $3,019,597 and $344,632 for Lee County
Transit. The 5339 apportionment is $367,591 and is not shared with Lee County.
Staff prepared the proposed Program of Projects based on Collier's total allocation for 5307 and 5339
funding $3,387,188. The Program of Projects has gone through the Public Involvement Process, including
receiving the endorsement from the Public Transit Advisory Committee (PTAC) at the May 18, 2021
PTAC meeting.
Proposed projects include:
1. Transit enhancement projects including bus shelter rehab, bus wraps, and onboard bike racks
2. Security enhancements that include replacing portable radios and recorder
3. Provision of Americans with Disabilities Act (ADA) paratransit services
4. Rolling Stock Expansion (fixed route electric bus and charging stations)
5. Preventative Maintenance of Rolling Stock
6. Consulting Construction Grants Compliance Services
7. Operating Assistance* Grant Administration requires fifty percent (50%) local match

A grant application must be entered into the Transit Award Management System (TrAMS) to utilize these

funds. The application has been prepared and attached for the Board of County Commissioners' (Board)
consideration. The grant requires a twenty percent (20%) match. Collier County has requested approval
from the Florida Department of Transportation (FDOT) for the use of $827,925 transportation
development credits as a soft match for the grant.
After review and approval by FTA, the grant award is electronically executed in TrAMS by the Growth
Management Deputy Department Head, who serves as the Board -appointed designee. PTNE and the
Office of Management and Budget (OMB) grants compliance staff will also use the electronic system to
manage the project and submit all required reports.
As noted in the attachment, staff is requesting pre -award authority from the Board to create the required
budget appropriations for the new fiscal year as it is essential for funds to be budgeted in time for the
beginning of FY22.
FISCAL IMPACT: A Budget Amendment is required in FY22 in the amount of $3,387,188 to recognize
grant revenue within CAT Grant Fund (424), Projects 33767 and 33368. Collier County has obtained
approval from FDOT for the use of transportation development credits in the amount of $827,925 as a
soft match for the twenty percent (20%) capital match requirement. Ongoing repair of the maintenance
building is incurred by the Facilities Management Division. The annual preventative maintenance costs
for the Bus Facility are outlined in the table below:

The total fiscal impact for the maintenance of the Bus Facility by year 2026 is $41,000 and will be
budgeted accordingly in the annual budget.
Vehicles are replaced through the Fleet replacement schedule with preventative maintenance funded
through the annual FTA 5307 apportionment.
Operating costs in the amount of $75,490 will be used for administrative staff time. Administrative costs
are an eligible expense under the FTA 5307 Grant program.
A cash match of fifty percent (50%) is required for the operating assistance portion of the award and is
available within CAT Match Fund (425) Reserves in FY22 supported by an annual transfer of General
Fund (001) Revenue. A Budget Amendment in FY22 is required within CAT Match Fund (425), Project
33767 in the amount of $75,490.
GROWTH MANAGEMENT IMPACT: Transit capital and operations support goals and objectives of
the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote

As designated recipient of the Federal Transit Administration (FTA) Section 5307 Grant funds for• the
Bonita Springs — Naples, Florida Urbanized Area (UZA #123610), Collier County consulted with all
potential grantees in the urbanized area and is writing to the FTA Regional Office, through the Florida
Department of Transportation, to inform FTA of the intent and decision to transfer a part of the
apportionment to the FTA direct recipient Lee County (UZA#122430). The following is the 10.244%
allocation of the Section 5307 Large Urban Apportionment for FY 2021 that will be transferred to Lee
County.
FY 2021 FTA Section 5307 Split Amount of $344,632
As identified in this Split Letter, the Designated Recipient, Collier County, authorizes the
assignment/allocation of section 5307 funding to the Direct Recipient, named herein. The undersigned agree
to the Split Letter and the amount allocated/assigned to each Direct Recipient. Each Direct Recipient is
responsible for its application to the Federal Transit Administration to receive Section 5307 funds and
assumes the responsibilities associated with any award for these funds.
These allocations are consistent with Resolution 2004-190 which was executed by the Collier County Board
of Commissioners on June 8, 2004. The resolution remains in effect and has not been amended or rescinded.

Project Description
The Collier County portion of the FY21 5307 funding for the Bonita Springs/Naples UZA. ($3,019,597)
will be utilized for several projects that will maintain and/or enhance the Transit system for the
Community. A portion of the funds will be utilized to improve security by replacing portable radios that
have met their useful life. The funds will also be used to cover a portion of the cost to provide
complementary ADA paratransit services to the community. Transit enhancements such as bus shelter
rehab/repairs; purchase and installation of new bus wraps; and the purchase and installation of onboard
bike racks will be funded. Other budgeted items include preventative maintenance of rolling stock and
operating expenses for grant/project administration. Collier County was awarded the Bus & Bus
Facilities Grant (FL 2021-033) for the reconstruction of the transit maintenance building and purchasing
electric buses with associated charging station, however those grant funds are not sufficient to cover the
costs, therefore, the 5307 FY 21 funds will be combined with the Bus & Bus Facilities Grant to
supplement the cost for those items.
Transportation Development Credits in the amount of $827,925 will be utilized as the soft match for the
capital grant projects in this grant. Collier County will follow all 3rd party procurement policies as defined
in C4220.1 F (Third Party Contracting Guidance). Collier County will ensure that contractors procured
will not be on the FTA Suspension and Debarment list. The overall start and end dates are 10/1/2021-
03/30/2026.

efficiency of the Collier Area Transit System.

Collier County will purchase one electric bus with state- of- the- art devices including bus wrap to
expand the existing fleet. The electric bus will be ADA accessible and have a useful life of seven years
or 250,000 miles (see attached useful life chart from FDOT). The vehicles are owned by Collier County
and maintained by Collier County's Fleet Management Division and operated by the operating vendor.
The operating vendor, MV Transportation Inc. was selected through an RFP process. MV
Transportation Inc. provides the drivers for all of Collier County's fixed route and paratransit vehicles.
Collier County will follow all 3rd party procurement policies as defined in C4220.1 F (Third Party
Contracting Guidance) and ensure that contractors procured will not be on the FTA Suspension and

Debarment list. Long term maintenance costs per mile is $0.04 based on costs provided by PSTA who
is sponsoring the statewide Electric vehicle consortium solicitation. Funding for the electric bus will be
used in conjunction with the bus and bus facilities grant (FL-2021-033-00) awarded to Collier County.
The cost estimates show that the Bus and Bus Facilities grant cannot cover the costs for both electric
buses, so it is prudent to allocate the additional funding to purchase the electric buses utilizing the state
procurement that is underway.
Collier County came to these conclusions for various reasons: Consultation with procurement expertise
of larger agencies; participating in the consortium will not require staff time to develop scope and grant
requirements; the buses included in the consortium solicitation includes buses with extended battery
power as a result of the volume of buses being purchased from Florida Agencies.

Use of the toll revenue credits as soft match will effectively allow for FTA funding of capital
projects at a 100% federal share. When providing a copy of this authorization to Collier Area
Transit, please ask them to reference the use of this credit in their project budget sheets of their
FTA application and send a copy of this authorization letter to their FTA Project Manager. Also
include the item number reference where these projects are included in the STIP. FDOT will
