Agenda 10/26/2021 Item #16A 9 (Contract #20-7710 Change Order No. 1 w/Atkins North America)10/26/2021 16.A.9 EXECUTIVE SUMMARY Recommendation to approve Change Order No. 1 to Contract Number 20-7710, "Plantation Island Waterways Pre -Design Study" with Atkins North America Inc. (Project Number 60238), to extend the length of the contract by 95 days. OBJECTIVE: To extend the length of the contract to allow additional time due to additional surveying required necessary via the grant to complete the goals of the "Plantation Island Waterways Pre -Design Study" Project and, to promote the most efficient use of time and resources and proceed in a fiscally responsible manner. CONSIDERATIONS: On January 12, 2021, the Board approved Contract Number 20-7710 (Agenda Item 16A30) for $423,404.00, with Atkins North America Inc. Change Order No. 1 is requesting additional 95 days to the complete the contract scope. A stop work order was issued on September 7, 2021. This change order is necessary to allow for additional surveying of the waterways. The existing vegetation required a Florida Department of Environmental Protection permit for trimming in order to complete the contracted scope. This time extension will allow for the survey to be completed and incorporated into the pre -design plans of this project. FISCAL IMPACT: This change order will not increase the cost of the project GROWTH MANAGEMENT IMPACT: This project is consistent with the goals and objectives of the Stormwater Element of the Growth Management Plan. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality and requires majority vote for Board approval. -JAK RECOMMENDATION: To approve Change Order No. 1 to Contract Number 20-7710, "Plantation Island Waterways Pre -Design Study" with Atkins North America Inc. The reason for this request is to be sure we meet the County's grant expiration date after allowing for additional mangrove trimming (not known during project scoping) within the project area which is being conducted as part of a separate County project. This project is as important to us as it is to the County and this extension will allow Atkins to assist the County in successfully meeting the grant requirements while creating a pre -design study for the citizens of Plantation Island that has the best opportunity to move forward.
