EXECUTIVE SUMMARY
Recommendation to approve a Second Amendment to the long-term lease and operating agreement
for the Golf and Entertainment Complex between CCBSG Naples, LLC (“BigShots”) and Collier
County to include an updated exhibit of the leased area for the BigShots facility, and the remaining
portion of the golf course redevelopment project.
OBJECTIVE: To amend the long-term lease agreement with BigShots for the golf course
redevelopment project at the former Golden Gate Golf course by including an updated exhibit that more
specifically identifies the portion of the property being leased, and other available uses on the future
redeveloped golf course property.
CONSIDERATIONS: On May 25, 2021, the Board approved a long-term lease and operating
agreement (the “Lease”) with BigShots. The Lease included an exhibit of a legal description and sketch of
the leased area encompassing the entire golf course property that did not provide sufficient specificity
regarding the other available used of other portions of the property not subject to the lease, and which are
subject to and available for development of other identified uses.
County Staff has identified several development areas within the golf course property for various site uses
through the Intention to Convert process. Uses identified consist of an essential services housing
development, State Veterans Nursing Home, County Offices, and golf course/driving range facilities. The
amendment to the leased area exhibit will clearly reflect and allow the County to establish future lease
agreements for those other uses on the remaining available portions of the property, while allowing for
the ongoing development of the BigShots facility and golf course.
The attached Second Amendment not only takes into consideration the area that is required for the golf
developments but also considers the right of way (“ROW”) that will be required for the eventual widening
of Collier Boulevard. When the County purchased the property one of the immediate uses of the property
was the provision of ROW for the eventual Collier Boulevard widening project. The eastern side of
Collier Boulevard is flanked by the Golden Gate Canal and a weir that was recently updated by the South
Florida Water Management District. Utilizing land on the Golf Course will allow for the road widening to
occur without the need to remove and replace the recently constructed weir and allows for a less invasive
routing of the canal. If the leased area is not amended to incorporate the required ROW, the County would
either have to amend the Lease at a later time or potentially find that the planned roadway realignment
would not have the required ROW or have structures built within the desired ROW.
FISCAL IMPACT: There is no fiscal impact associated with this item.
GROWTH MANAGEMENT IMPACT: There are no growth management impacts associated with
this item.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
