Agenda 10/12/2021 Item #16F2 (Grant Agreement w/FDEM)10/12/2021 EXECUTIVE SUMMARY Recommendation to approve the Federally Funded Subaward and Grant Agreement with the Florida Division of Emergency Management in the amount of $2,650 under the Federal Emergency Management Agency Fire Assistance Program in the response to the 36th Avenue Fire in May 2020 and authorize the County Manager to execute subsequent modifications. OBJECTIVE: To reimburse the County for expenditures made in assisting the local fire district in their response to a wildfire occurring in May 2020. CONSIDERATIONS: On May 13, 2020, the Greater Naples Fire Rescue District was dispatched to reports of a wildfire on 36th Avenue SE in the Golden Gate Estates area off Everglades Blvd south of Golden Gate Blvd. Due to windy and dry weather conditions the fire quickly spread requiring response from numerous fire districts within the County and nearby Counties. By May 22, 2020, the fire, which consumed over 8.000 acres and at least ten structures, was 95% contained. During the response to this fire incident, Collier County Emergency Management and EMS provided resources to assist the firefighters in their duties. Expenditures made for this purpose during this declared disaster are reimbursable under FEMA’s Fire Management Assistance Grant (FMAG) program administered by the Florida Division of Emergency Management (FDEM). Collier Emergency Management obtained and provided portable toilets for use by responders during this mission. Collier EMS positioned a unit to provide medical response to responders for heat, smoke or other related injuries. EMS was on scene from May 13 through May 22. The County initially filed for reimbursement of its expenditure of $2,650 for portable toilet service, which was approved by FDEM, but subsequently modified its request to include EMS staff and equipment in the amount of $15,586. FDEM requested that the County process a funding agreement in the initial request amount prior to amending the request for additional funds. Staff recommends moving forward as per FDEM’s direction and requests the Board delegate signature authority to the County Manager for any additional documentation required to process the amended request. LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board. - JAB FISCAL IMPACT: The total estimated eligible cost for the 36th Avenue Wildfire is $18,236. The County anticipates FDEM to amend the current award amount of $2,650. Generally 75% of eligible expenditures or approximately $13,677) is the reimbursable federal share. Since these costs are incurred from a prior fiscal year, no budget amendments are necessary. GROWTH IMPACT: There is no growth management impact from this action. RECOMMENDATION: To approve the Funding Agreement in the amount of $2,650, authorize the Chair to sign all necessary documentation, and delegate signature authority to the County Manager for subsequent modification of the agreement to include additional funding up to $15,586 for EMS response.
