10/12/2021 EXECUTIVE SUMMARY Recommendation to award Request for Professional Services (“RPS”) No. 20-7749, “Domestic Animal Services Facility Design Services,” to ADG Architecture, LLC in the amount of $578,508, authorize the Chair to the sign the attached Agreement, and authorize the necessary budget amendments (Project No. 50145). OBJECTIVE: To obtain design and engineering services by ADG Architecture, LLC, for a new Domestic Animal Services (“DAS”) Facility. CONSIDERATION: A new DAS Facility will be constructed in the City Gate area that will permit expanded program opportunities by building a larger, more compatible facility consistent with the animal shelter’s mission. On March 6, 2019, the Surtax Oversight Committee validated $6 million in funding for the DAS facility. On December 8, 2020 (Agenda Item 16.C.6), the Board approved the selection committee’s ranking of the consultants for RPS No. 20-7749, “Domestic Animal Services Facility Design Services,” and authorized staff to begin negotiating an agreement with the top-ranked firm, ADG Architecture, LLC. ADG Architecture, LLC, is an engineering consulting firm based out of Fort Myers, Florida and specializes in architectural design for public facilities. ADG Architecture, LLC is currently working on other projects under the separate Architectural Category of the County’s current Professional Services Library, Agreement No. 18-7432-AR. Staff negotiated and reached the attached proposed agreement with ADG Architectural, LLC, for engineering design, post-design, and other bid-related services in a contract amount not to exceed $578,508. The scope of work for this project includes architectural, engineering, and mechanical design, surveying, and post design services for a new DAS facility to be located in the City Gate area near the Paradise Coast Sports Complex. FISCAL IMPACT: On March 6, 2019, the Infrastructure Surtax Citizen Oversight Committee validated $6 million towards this project. On March 26, 2019 (Agenda Item 16C.7) the Board approved a $300,000 budget amendment. A budget amendment is necessary to fund up the balance of the project in the amount of $5.7 million. The funding is needed for the land purchase, to fund the ADG Architecture contract, for construction and any other project related expense. The budget amendment will reduce Reserves in Infrastructure Surtax Capital Fund (318) and increase the DAS Facility project budget (Project No. 50145). LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan associated with this Executive Summary. RECOMMENDATION: To award RPS NO. 20-7749, “Domestic Animal Services Facility Design Services,” to ADG Architecture, LLC, in the amount of $578,508, authorize the Chair to sign the attached Agreement, and authorize the necessary budget amendment.
