Agenda 10/12/2021 Item #16C5 (Fire Alarm Replacement Project Funding)10/12/2021 EXECUTIVE SUMMARY Recommendation to authorize the necessary budget amendment from the Infrastructure Sales Tax Fund (318) to fund the Jail Buildings J1/J2/J3 & Parking Garage 1 (PG1) Fire Alarm Replacement project (Project No. 50237). OBJECTIVE: To provide the necessary funding for the design and construction of the J1/J2/J3 & PG1 Fire Alarm Replacement and to authorize the necessary budget amendment. CONSIDERATIONS: Voters approved an additional penny sales tax in November 2018. Collection of the surtax began on January 1, 2019. Projects outlined in Exhibit A within County Ordinance 2018-21 are eligible to receive funding from the Surtax. Projects must also be compliant with Section 212.055(2), Florida Statutes. In Exhibit A, there are 3 main categories of projects identified: Transportation Projects, Facilities & Capital Replacements, and Community Priorities. This project falls within the Facilities & Capital Replacement category under line-item HVAC, Roofing and Capital Equipment Replacements at Sheriff’s & County Facilities and has been validated by the Infrastructure Surtax Citizen’s Oversight Committee. The original Jail (J1) was expanded between 1982 & 1983. The Jail administration wing (J2) was constructed between 1999 and 2000. The additional wing (J3) and Parking Garage (PG1) were constructed in 2005. Through various expansions and remodeling, the existing proprietary Johnson Controls (JCI) Fire Alarm System has become fragmented and non-compliant with current Fire Codes. After consultation with the Greater Naples Fire District, it was determined that a full replacement is required. The proposed replacement system will incorporate state of the art non-proprietary devices, sensors, and annunciator panels; resolve nuisance alarms; rectify inconsistent system performance and bring structures into current Fire Code compliance. On September 22, 2021, agenda item 8.B.2, the Infrastructure Surtax Oversight Committee validated the funding of $1,300,000 for the J1/J2/J3 & PG1 Fire Alarm Replacement FISCAL IMPACT: A budget amendment is necessary to allocate funding from Reserves to the J1/J2/J3 & PG1 Fire Alarm Replacement project (Project No. 50237) in the amount of $1,300,000 within the Infrastructure Sales Tax Fund (318). LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for approval. - CMG GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. RECOMMENDATION: To authorize the necessary budget amendment from the Infrastructure Sales Tax Fund (318) to fund the J1/J2/J3 & PG1 Fire Alarm Replacement.
