EXECUTIVE SUMMARY
Recommendation to review and approve the Fiscal Year 2022 Capital Improvement Plan of the
Big Cypress Basin (BCB), a part of the South Florida Water Management District (SFWMD).
OBJECTIVE: To continue coordination between the Big Cypress Basin and Collier County
Stormwater Management for the operation and maintenance of the watercourses and water control
structures located in Collier County.
CONSIDERATIONS: The first agreement made between Collier County and the Big Cypress Basin/
South Florida Water Management District (BCB/SFWMD) provided a mechanism for assigning
operation and maintenance responsibilities for portions of the primary canal system and the water control
structures was on February 19, 1991, Agreement C91-2158. Upon its expiration, the same parties entered
into a subsequent agreement on October 13, 2000. This agreement, agreement C -11759, has been
amended three (3) times since 2000 for various purposes including agreement duration
extensions and operation and maintenance responsibility adjustments. This agreement is currently
valid until September 30, 2024.
Provisions in the current agreement address cooperative and shared system responsibilities including
planning, operation, maintenance, and capital improvements. Section 10 of the agreement specifies that
BCB capital improvements and capital improvement schedules shall be subject to review and approval
by both the Big Cypress Basin Board (BCB) and the Collier County Board of County
Commissioners (Board).
The Fiscal Year 2022 Big Cypress Basin Capital Plan was heard and approved by the Big Cypress Basin
Board at their regularly scheduled August 26, 2021 meeting.
Attached are the fiscal year 2022 Big Cypress Basin Capital projects including planning budget amounts
and brief project descriptions.
FISCAL IMPACT: The BCB Fiscal Year 2022 Capital Projects Plan is specific to, and/or associated
with, canals and water control structures currently assigned to BCB by the agreement. The plan has no
fiscal impact to Collier County budget appropriations for County operated and maintained canals and
water control structures.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved
as to form and legality and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: Planning, operation, maintenance, and capital improvements
of the entire canal system and all associated water control structures throughout Collier County is in
accordance with the goals, objectives, and policies of all applicable sections of the Stormwater
Management and the Conservation and Coastal Management elements of the Growth Management Plan.
RECOMMENDATION: To approve the Fiscal Year 2022 Capital Improvement Plan of the Big
Cypress Basin (BCB).

BCB Projects

Funding Project Description
SCADA
Replacements $660,000
Work will include the installation of new canal stage recorders at the northern Airport Road structure
(AR2) by Pelican Marsh Elementary school and at the CR951N structure which is located along Collier
Boulevard at Vanderbilt Beach Road. A new stage recorder will be installed along Immokalee Road at
Camp Keais Strand. Also, an old stilling well and platform at Henderson Creek Canal (HC1) will be
rebuilt and new/upgraded equipment will be installed. These stage recorders provide instantaneous
information on canal levels which provides better decision making for gate operations resulting in
enhanced flood control operations. In an effort to assist Corkscrew Swamp Sanctuary in studying the
hydrology in that area, four monitoring wells will be installed to provide additional data for future
modeling.
Communications
Tower $117,000
The Basin’s flood control communication is via cell phone towers back to the District control room. The
use of cell phone towers is unreliable, especially following tropical storms and hurricanes. By building
a new communications tower for flood control, it will harden the operations and communications during
critical times. This phase of the Basin’s communication enhancement project is for the path analysis
and design for a new self-supporting communications tower. This is the first year of funding for an
anticipated 3-year project. The total cost for the new tower is estimated at $3.9M.
Cypress Canal
Structure #1
Replacement
$3,900,000
The existing structure is part of the original drainage system from the 1970’s and is currently under
construction to be upgraded which will improve flood control in the area. This work is being done in
conjunction with the Vanderbilt Beach Road extension project. This is a 4-year project with modeling,
design, and permitting completed in FY20. Construction began in FY21 and is anticipated to be
completed in FY23. Total construction costs will be $4.3M.

Funding for this project will include construction of a generator building as well as underground fuel
tanks at the Faka Union-5 (FU5) structure. This is a multi-year project which will provide an alternate
power source to the structure during power outages and allow for easier gate operations and improved
flood control. Funding will also include equipping the Corkscrew Canal-2 (CORK2) structure with full
remote-control operations. This is the furthest structure in the system that requires daily gate
movements. The project will reduce staff visits to the site and allow them to focus on additional flood-
protection needs. Construction kicked off in FY21 ($250,000) and will be complete just before wet
season begins next summer. Total construction cost is $2.1M.
Canal
Improvements $350,000
This year’s funding is to continue to evaluate options for preliminary design to canal improvements along
portions of the Faka Union canal for possible bank stabilization and consider additional options. The
Canal Bank Improvement project is an ongoing project.
