She says they would consider a quit claim to transfer the property and that the County owns Plot B and are trying to get ownership of Plots W and N. At April HAPB, it has been determined that County Attorney is comfortable moving forward with a quit claim deed. Museum Director stated their next task is to create a business plan for the County Manager's review. At May HAPB, Museum Director reported the existence of a cemetery now largely developed and under private ownership. The County owns Unit B (Plot W) and is trying to obtain title to Units W and N. The last historical record was a survey conducted in 1966. At August HAPB, this item was continued to the next meeting. At September HAPB, Ms. Townsend reported they are moving forward with building a case for the acquisition of the property and discussed funding for property surveys, fencing, and repair of headstones. 2 Indian Hill Site on Marco Island N/A N/A N/A N/A N/A N/A N/A 3/19/21 4/16/21 5/21/21 8/20/21 N/A In March, The HAPB indicated that this site is a good example of why an interlocal agreement would be helpful. Chair stated they are attempting to organize what they can do with the status. It is a burial ground which has had many disturbances. There is a lot of activity and it is getting bigger. The damage is done and now they need to decide how to proceed with preservation. Will attempt to have conversations with nonprofits about how to preserve it. At April HAPB, Mr. Erjavec noted why the site is of historic significance. Mr. Bellows suggested to contact the City to see what can be done from a growth management standpoint. Mr. Erjavec agreed to do this and suggested the Board pursue it at next HAPB. At May HAPB, Chairman Erjavec provided an update, noting a 2,000 year old burial site as well as other sites with historic relics. HAPB will wait on City of Marco Island's response to the agreement letter before pursuing preservation. At August HAPB, Mr. Erjavec noted he visited the site with representatives of Audubon of the Western Everglades. He remarked that City of Marco Island has recognized the need to preserve the area. At September HAPB, Mr. Erjavec noted the site has been proposed for acquistion through the Conservation Collier program. At August HAPB, Mr. Bell noted a letter (attached in this meeting's packet) had been sent from the Marco Island Historical Society to the Marco Island City Council providing alternatives for the assessment of Marco's historical resources, specifying the benefits of an agreement. Mr. Erjavec mentioned the meetings he had with Marco Island staff and City Council regarding preservation. Mr. Bellows elaborated on the procedures supporting such an agreement. At May HAPB, Board Chair reported he visited the preserve site last week located on Old Tamiami Trai in the Horse Creek development. Noted in discussion was its natural beauty, status as a tortoise sanctuary, compliance with HOA for preservation, and interest in retaining it as a walking trail. Rosemary Cemetery (Plot W) historic designation Ms. Townsend reported they are moving forward with building a case for the acquisition of Plot W of the Rosemary Cemetery. One issue to be investigated is to determine how the costs for property surveys, fencing and repairs of headstones (estimated at $40,000) will be funded. Donations may be required for the work and the acquisition requires approval by the Board of County Commissioners. B. Indian Hill Site on Marco Island Chairman Erjavec reported there is a renewed interest on Marco Island for preservation. The Indian Hill site has been proposed for acquisition through the Conservation Collier program. The City Council supports the application, and a determination on the County’s interest in the purchase will be made by the Conservation Collier Land Acquisition Advisory Committee at their property ranking meeting in December. C. HAPB endorsement of Bank of Everglades (BOE) Chairman Erjavec reported he signed the letter of support for the Bank of Everglades project and the Board noted the letter was authorized at the August meeting. D. Interlocal Agreement with the City of Marco Island Mr. Bellows reported he reached out to the County Attorney’s office for guidance on an Interlocal Agreement and it is anticipated the process will include participation by the County Manager’s Office. He will provide updates as they become available. E. Discussion of member appointments Mr. Bellows reported Mr. Erjavec and Mr. Thompson were re-appointed to serve on the Board. Chairman Erjavec noted it may be beneficial for Staff to schedule a review of the Member’s responsibilities under the Sunshine Law. F. Approval of January and August, 2020 minutes Mr. Thompson moved to approve the minutes of the January 17, 2020 and August 21, 2020 meeting as presented. Second by Ms. Perdichizzi. Carried unanimously 6 – 0. 6. New Business September 17, 2021 3 A. Discussion of Election of Officers Mr. Bellows reported the annual Election of Officers for the Board will take place at the October meeting. 7. Review of Project and Activity Log The Board reviewed the “Collier County Historic and Archaeologic Preservation Board Project & Activity Tracking Log (Revised on 9/7/21).” Ms. Townsend provided the following updates: Mar Good Cottages - Collier County applied for a Division of Historic Resources Special Category Grant for the restoration of the fishing cottages at Mar-Good Harbor Park. The Review and Ranking Committee meets the last week of September and she and another staffer plan to travel there to represent the project. Roberts Ranch - Work is underway on the stabilization of the Roberts Home, also under a Division of Historic Resources Special Category Grant. Naples home restoration Historical Society video - The Naples Historical Society produced a video with interviews with homeowners, architects, and contractors demonstrating how a historic home can be updated to modern standards while still preserving its historic character. The goal is to encourage property owners to do restoration rather than demolition. 8. Public Comment None 9. HAPB Comments The Board noted the next meeting is scheduled for October 15, 2021 and the meeting for November will be cancelled due to the Thanksgiving holiday.
