Approval of Minutes – July 22, 2021 Ms. Lowry moved to approve the minutes of the July 22, 2021, Lely Golf Estates Beautification M.S.T.U. as presented. Second by Ms. Jorgensen. Carried unanimously 3 - 0. V. Chairman’s Report – Tony Branco A. Community Assessment Chair Branco reported on observations made during the monthly drive through:  Medians and community entrance plantings look good.  Traffic sign on Median #1, St. Andrews Boulevard, is down.  An automobile damaged plants on Median #10.  Duckbill cable bracing has not been installed on four (4) new trees.  Reclaimed Water Sign height adjustments started but not completed.  The Clusia hedge at Tuscany Villas was trimmed too low in violation of the generator screening requirements. Mr. Schumacher has notified the Tuscany Villa landscape property manager that the hedge needs to screen to the top of the generator. 27.A.2 Packet Pg. 750 Attachment: 0-Agenda-09.16.21-LY (20235 : Lely Beautification MSTU - September 9, 2021) MINUTES August 19, 2021, LELY GOLF ESTATES MSTU 2/5 B. M.S.T.U. Monthly Traffic Statistics –St Andrews Blvd. Two (2) Traffic Logix SafePace 100 speed monitoring signs are functioning on Saint Andrews Boulevard, eastbound by the Lely Presbyterian Church (Radar 1) and westbound at Pine Valley Circle (Radar 2). Chair Branco distributed a daily vehicle report for data from July 17th to August 17th..  Radar 1 (110 St Andrews Blvd) recorded 46,365 vehicles averaging 1,449 vehicles per day. Maximum speed was 50 mph.  Radar 2 (255 Saint Andrews Blvd) recorded 48,307 vehicles for an average of 1,510 per day. Maximum speeds were 78 mph and 77 mph. The Committee discussed the following:  Installing additional STOP signs at another Saint Andrews Boulevard intersection to deter vehicular speeding.  Setting a meeting with the Traffic Operations Division, the MSTU, and the Lely HOA to discuss speed control measures.  A quote for a code-compliant “Keep Right” replacement sign for the St Andrews entrance at US-41 has been received from Lykins-Signtek Inc. at an estimated cost of $800.00. Mr. Schumacher is investigating speed strips placed on St. Andrews Boulevard and inquired with Traffic Operations Division if a plan was in process to install speed bumps. Findings to be provided at the September meeting. VI. Contractor Reports A. Landscape Architect’s Report – McGee & Associates (M&A) Mr. McGee summarized the “Lely Golf Estates Landscape Observation Report FY20-21” dated August 5, 2021, noting “recurring” items have been completed. All Locations  Items highlighted in yellow are a priority for safety issues and potential plant damage.  Pull mulch away from all Holly trees to expose the tree root flare and eliminate contact with the trunk.  Re-install or remove any tree bracing that is not functional. Saint Andrews Blvd.  Two (2) irrigation valve box lids damaged by a mower need to be replaced by Superb Landscaping.  Replace Bougainvilleas damaged by an auto accident on Median #10. Forest Hills Blvd.  Median #11, address 550: Remove mature Holly tree due to trunk/root rot and replace with a ‘Natchez’ Crape Myrtle, White. Irrigation Zero pressure noted at the Warren Street pump station was result of valve replacement in progress. The HydroPoint system benefits irrigation distribution as it monitors rain, sun and hydration to determine and evenly distribute water amounts as demonstrated by the graph included with the landscaping report. 27.A.2 Packet Pg. 751 Attachment: 0-Agenda-09.16.21-LY (20235 : Lely Beautification MSTU - September 9, 2021) MINUTES August 19, 2021, LELY GOLF ESTATES MSTU 3/5 Water Usage July 2021  Warren Street Reuse Water Use 161,815 gallons; potable water 29,650 gallons.  Valley Stream’s meter indicated 8,160 gallons of potable water use. B. Landscape Maintenance Report – Superb Landscape Services (SLS) Mr. Gorden reported: Tree Braces  Four (4) new trees on Valley Stream Circle and Pebble Beach Circle will be secured with “screw in” type anchors for hurricane/storm protection.  Mr. Kindelan expressed concern Duckbill model 68 cable bracing would damage underground utilities or irrigation piping.  Utility locate flags will be placed in the area surrounding the trees in the event “screw in” anchors are not effective, and Duckbill must be installed. Maintenance  A hole on Valley Stream Circle was filled with dirt.  The Podocarpus hedge on Rattlesnake Hammock Road was trimmed.  Herbicide will be applied for weed control week ending August 28th.  Status of valve box lid installation will be remedied week ending August 28th. Mr. Gorden will confirm installation of new tree bracing to Chair Branco next Monday. VII. Project Manager’s Report – Dan Schumacher A. Budget Report Lely MSTU Fund Budget 152 dated August 19, 2021 FY-21 Ad Valorem property tax revenue budget is $306,100.00, an increase of 6.29% over FY-20.  Total revenue FY-21 is $659,639.37 including investment interest, transfers, and contributions (minus a 5% reserve of $15,400).  The FY-21 Millage rate remains constant at 2.000%.  Current Operating Expense Budget is $275,229.37 of which Commitment’s total $60,469.27; $167,450.81 is expended.  Uncommitted Operating Expense funds available are $47,309.29.  Line items recorded in “red” indicate Purchase Orders that have been closed, either upon completion or a determination not to proceed with the expenditure at this time.  Line 17, McShea Contracting, Budget Remainder reflects a negative $17,460 because this purchase was directed to be reclassified as an Operating expense, versus a Capital expense.  Transfer to Fund 111, Line 40, is for Staff salaries.  Budget Transfers under the headings Appraiser and Tax Collector, Lines 41 and 42, are fees billed by the respective entities.  Capital Outlay Fund, Line 39, available balance is $171,710.00 will fund the Paver Crosswalks and Entryway Monument projects.  Reserves for Insurance and Catastrophic/Hurricane funds total $150,000.00.  Total available balance, less committed expenses, is $369,856.62.  Unexpended funds will roll over to the FY-22 budget. The Lely MSTU FY-22 budget is finalized. Lighting Inspection Report  Red in the report indicates current lamp outages; previous outages are noted in gray.  Three (3) Luminaire outages on Pebble Beach Boulevard and Doral Circle were noted on the August 2, 2021, report.  No LED replacement lamps have failed. Warranty for LED lamps is two (2) years from date of purchase.  Six Lumec LED retrofit lamps at a cost of $4,036.50 have been ordered from Hart’s Electric. Mr. Schumacher will order six additional Lumec LED retrofit lamps upon receipt of the six currently on-order for anticipated future lamp failures. VIII. Ongoing Business A. St. Andrews Entryway Monuments Refurbishment Chair Branco and Mr. Schumacher met with Mr. McGee to review design options to reduce signage cost. Mr. Schumacher will confirm structural and permitting requirements with the appropriate entities. A Scope of Work (SOW) document will be prepared for a full BidSync Solicitation, open to all interested contractors. B. Thermoplastic Crosswalks – Paver Style A bid solicitation for six (6) to eight (8) decorative crosswalks in EndurablendTM Polymer Cement Surfacing with twelve (12) inch solid white traffic stripes, to coordinate with the crosswalks installed at St. Andrews and Pebble Beach Boulevard will be advertised in September 2021. St. Andrews Crosswalk A cross walk on St. Andrews Boulevard for school “bus stop” access, may be considered. Traffic Operations has jurisdiction of the area and would be contacted with the proposal. The project would be undertaken on completion of the decorative crosswalk project. C. Pinehurst Sign, left entry side monument 1. Super quote – (a) Refurbishment and (b) Weekly Maintenance. Superb Landscape Services, Inc. (SLS) submitted a proposal to remove plant material and install sod at the Baltusrol/Pinehurst Sign entrance in the amount of $2,550.00. 2. Obtain Hibiscus GC acceptance – (a) Appearance and (b) Irrigation Supply. Mr. Schumacher will meet with Hibiscus Golf Club management to convey the MSTU’s objective of opening the view to the left Pinehurst sign, seeking their agreement. Chair Branco motioned to accept Superb Landscaping Services, Inc., Estimate #E1105678, dated July 24, 2021, in the amount of $2,550.00, to remove plant material and install sod at the bed at Baltusrol, subject to the approval of the Hibiscus Golf Club. Second by Ms. Lowry. Carried unanimously 3 – 0. D. Committee Member Terms Three (3) advisory committee seats of the Lely Golf Estates Beautification MSTU are to be motioned at the September 16 monthly meeting for the upcoming 4-year terms commencing October 2021.
