Commissioner Solis, It has come to my attention that a 234 unit apartment complex is being considered for the south side of Immokalee Road, and a 1000 feet west of Juliet Boulevard. This “amendment” to the County’s Growth Management Plan must be stopped, Immokalee Road is already under much stress with all the new construction going on east of Interstate 75, the traffic going east and west is terrible. The Transportation Planning Section is conducting the Immokalee Road Corridor Congestion Study, from Livingston Road to Logan Boulevard, to try to enhance traffic operations and safety concerns based on current and future travel demands. The addition of this apartment complex and the approximate 400 additional cars is going to be an added detriment to this area. It will not only add more traffic but also add more noise, density, and pollution! Thank you for your consideration. Ladies and Gentlemen: I have owned a condominium at the Strand for 15 years, and in 2020 was taken by ambulance to the emergency room. I’m much appreciative and protective of the hospital, and in making your deliberations please consider the importance of speedy access to a hospital. I respectfully suggest that you consider how the construction of these proposed units and the extra traffic generated will affect ambulance service to Naples Community Hospital and the other hospital and medical facilities nearby. I object to the proposed 234-unit apartment complex across from the Strand and Carlton Lakes. Additional dense housing on Immokalee Road work against the plan and effort as the large effort and large sums of money invested in I-75 and in Immokalee Road work against the vision to enable traffic to flow smoothly from the I- 75 highway to Route 41. The proposed 234-Unit housing project belongs on the western side of Route 41. The area between I-75 and Route 41 along Immokalee Road is already overburdened with cars and trucks, and the side streets and stores on Immokalee are already overburdened with inadequate parking spaces for the facilities they accommodate. The goal of a pleasant and comfortable life is inconsistent with traffic jams, getting onto or off a major highway. Such traffic jams are even more dangerous for the 6-lane highways in existence. Immokalee Road is abutted by banks, gas stations, shopping centers, restaurants, office buildings, discount stores, and facilities that attract high- volume traffic. The volume is already severe. We don’t need even worse traffic jams on Immokalee Road that will cause more back- ups as cars seek to get off the I-75 highway. We don’t need more accidents, more police cars, more ambulances near highway exits. Immokalee Road is already crunched with excessive traffic, pollution, noise, and the incessant roar of trucks and cars. Vehicles should be able to proceed at a normal pace, and not bumper to bumper traffic, street after street after street with delays in getting to the hospital. The hospital and more congestion on Immokalee are not compatible. The health and safety of residents and visitors mandate an easy flow of traffic to the hospital. The new construction should take place far away from the intersection of Immokalee Road and Exit 111 off I-75. The new construction belongs west of highway 41. The amount of development on immokolee and the surrounding area in the past 22 years is stunning, and not in a good way. And, now, A 234 Unit Apartment Complex is proposed to be constructed across from the Strand and Carlton Lakes on Immokalee. Estimated to bring an additional 400 cars to Immokalee Road at Livingston … not including the approximate 600 additional cars from the Allura Apartments at Livingston and Veterans. This is another “amendment” to the County’s Growth Management Plan to allow more density resulting in more traffic where there is no road capacity It is up to the Board of County Commissions to approve, or NOT. I would like to request that each of you vote NOT to approve this amendment, and there by this new development. We already have too much traffic and density in this area. If you are to consider this, you will also need to approve, design and build, noise and pollution barriers, traffic abatement measures, setbacks, perimeter landscape buffers, etc. Please include these items in your pricing and other considerations before you vote to approve this amendment. Thank you for you attention to this very important issue. I look forward to hearing that you have addressed this appropriately. Commissioner Solis, We live in the Strand complex located at Immokalee and Strand Blvd (just west of I75). You are probably very well versed in traffic issues in this area and the current evaluations/proposed intersection changes being considered by the county. Residents in our community have become aware of plans to build a 234 unit apartment complex on Immokalee across from Carleton Lakes and The Strand. Perhaps the County can invent a new road system, like a two story tract, to handle the additional traffic from this development, the Allura complex under construction and the traffic which will be generated by the three new villages being built in East Collier. It would be very re-assuring to all of us in the Strand if we can count on your support in opposing this new apartment complex. Thank you. Our community can not handle the additional traffic that this will bring to Immokalee Rd. The traffic is already very congested and this will cause even more congestion. It already takes me 10 minutes to get from Seed to table into my community at the Strand, only a few blocks away. Allowing this type of large development in an already congested will cause property values to decrease. In the long run it will also impact tourism to this wonderful community. No one wants to vacation, or live in a community that has too much traffic. I understand that the public hearing will now take place in September. This provides you with much time to get feedback from other residents in the surrounding areas. I urge you to vote against this development. Please let me know your thoughts. The Greater Naples Chamber has long supported efforts to increase the inventory of housing that is affordable to our workforce. This project is in line with that mission, providing rent-restricted housing to essential service personnel in our community. Over the last several years we have seen too many high density projects affecting our way of life and making vehicle traffic a quagmire. Once again The Strand has to suffer from arbitrary land use changes. We want you to oppose the amendment to the land use for the Blue CoraL Apts project. At a minimum we want a lower density level as Immokalee Road is already snagged with traffic, as is Livingston. I became a full time resident in 2012. Over the last eighteen years I have seen a lot of change to the North Naples area. This is what has changed in the 2 to 3 mile radius that surrounds the development I live in at The Strand. Our front gate is on Strand Blvd., opposite Juliet Blvd, just off Immokalee Rd. Our back gate is on Veterans Park Blvd. I have witnessed : The creation and extension of Livingston Road as a through roadway to Bonita Beach Blvd. The building of Walmart on Juliet Blvd The building of the hotel, car wash, bank, and other outparcels on Juliet Blvd The planned Infiniti auto dealership on Immokalee Rd The building of Target and adjacent outparcels on Immokalee Road east of exit 111 of I75 Numerous developments on Immokalee Rd on the east side of I-75 On Livingston Rd - Verona Pointe Milano Mediterra’s expansion Tuscany Reserve’s growth and transition to Tali’s Park with more residential units built The Enclave Ardena Camden Lakes On Veterans Park Blvd Barrington Cove Allura Apartments A planned school on the west side with Road widening and plans to go thru to 41 Talis Park’s rear gate and condo development This is addition to Immokalee Road being the main feed artery to I 75, exit 111. In addition are the traffic problems caused by the Seed to Table complex at Immokalee and Livingston roads. That business is packed with cars coming and going morning till night. Traffic is unbearably congested now. With the addition of the proposed apartments on Immokalee Road, near Livingston Rd, odds are it will take longer than 5-8 minutes just to exit Strand Blvd and get out on the parking lot that will be Immokalee Road. I understand that a North-South overpass at Immokalee, similar to the one at Golden Gate is planned for Livingston. This will do little or nothing to change the east-west traffic flow situation. This additional building is an amendment to the County’s Growth Management Plan to allow more density. How much density can one already over-developed area withstand? There is no capacity for an additional 400 or so cars that will add themselves to the Immokalee Road burden. I urge you to reconsider allowing this project to proceed. And if can not be stopped,, please require lower density, noise and pollution barriers, setbacks, perimeter landscape buffers, and though I can’t imagine how anything will change the parking lot conditions that already exist in our neighborhood - whatever traffic abatement measures are possible to reduce the awful impact of yet another complex in our neighborhood. In the words of Joni Mitchell: You don’t know what you’ve got till it’s gone. Pave paradise, put up a parking lot. The decisions of this Board of County Commissioners have led to thousands of cars being added to the already over burdened roadways in this small area. When does it end? Dear Commissioner Solis, I recently heard about the proposed apartment complex near Immokalee Rd and Juliet Blvd. I implore you to vote against this development! The area of Immokalee Rd between Livingston Rd and Logan Rd is a traffic nightmare. I live at The Strand, and I'm starting to get a feeling of entrapment between Immokalee Rd (out our front gate,) and Livingston Rd (out our back gate) with the addition of 300 units at Allura. Surely there must be some standard, for fire safety reasons, to limit additional residences in this very congested area! Please use common sense and vote against this apartment complex. What has happened to zoning laws? A car dealership next to an apartment complex looks like poor planning. Regarding the proposed lane change from right-turn-only onto Strand Blvd from Immokalee Rd to a through lane to Livingston Rd, I think that would make that intersection very dangerous. If there is anyone of the Collier County Commissioners concerned about climate change in Naples, they should consider what they are doing by stripping our land of trees and replacing it with asphalt for more and more development. Dear Commissioners, This message is to express our concern and opposition to the proposed development of the 234-unit Blue Coral apartment complex on Immokalee Road. As residents of the nearby The Strand community in District 2, we are very aware of the already heavy and increasing volume of automobile traffic on Immokalee Road in the vicinity of Livingston and I-75. The recent addition of the Seed to Table grocery store and the new Allura apartment complex now under construction have substantially increased and will continue to add to vehicular traffic and noise pollution. We do not wish to see major arteries like Immokalee Road become built up wall-to-wall with commerce and high density housing projects. We trust you will vote on this matter to moderate growth in this vicinity and throughout the metropolitan areas of Collier County. Respectfully yours, MURRAY E. Confirm this is a trusted sender and use extreme caution when opening attachments or clicking links. Andy, I Find it hard to believe that this project has gotten this far. Since we built in The Strand 22 years ago, the exit/entry has become more and more difficult. Immokalee Road is already over capacity. To add 234 units of this type would greatly add to the problem. I feel that rentals appeal to younger couples, or roommates, who will be working and/or have kids in school. To put 300 to 400 cars out onto a road without a light is irresponsible. All exits from the property will have to be eastbound with a lot wanting to go west. The result is a pileup of u-turners at Strand Blvd. To add to that they will have to cut across three lanes of slow or stopped east bounders. The same thing will happen during the evening rush hour when those coming from the east will have to do a u-turn at Livingston and work across three lanes of slow or stopped traffic to enter their property. This whole project puts a heavy burden on this stretch of road, is an inconvenience to residents already established and certainly a disservice to unsuspecting people looking for a rental. In addition to the inconvenience, there is a safety issue. In ‘07 I had a major heart attack at 5:00 pm on a Friday night in January. I don’t know how long it took for the EMS to get to me, but I’m sure it would be longer today. Is it worth putting lives at risk to allow this project to proceed? I think the best use of that property would be low car traffic and not during rush hours. I thank you for your service and any consideration you will give to my letter. Dear Mr Solis, How can you and the other commissioners ignore the impact of this development on the traffic nightmare that currently exists on Immokalee Rd???!!! Squeezing this in between I-75 and Livingston Rd is outrageous! Juliet Blvd is the only exit for TownPlace Suites, Summer Lakes apartments and Walmart shoppers heading west. Is any consideration given to safety with increased population density in this already congested area? Vehicles making U-turns on Immokalee Rd at Strand Blvd and at Livingston Rd pose a risk, as does the traffic egress from Seed to Table. It is unconscionable that this complex would be approved by anyone representing the best interest of the residents in 34110. Due to the increased traffic resulting from this development, you will create a more hazardous situation for all drivers in this area. They spoke strongly in favor of the final proposal with their recommended changes, and then voted unanimously to recommend approval to the Board of County Commissioners. Here is a list of the requirements they had for that unanimous vote to recommend approval: That the density be decreased from 30 units per acre to 25 units per acre; That the allowable building height be reduced to 50 feet; That the buffer between the apartments and their Bermuda Palms neighbors be enhanced, with both more and more mature landscaping materials; That the number of affordable units be doubled, from 35 to 70, with the further restrictions: that 35 of those units be reserved for essential service personnel (as defined by the state) with household incomes below 80% of the Area Median Income (AMI, which for this year means below about $67,000 for a family of 4 – AMI is adjusted each year), that the other 35 units be reserved for residents with household incomes between 80 - 100% of the AMI (currently less than about $84,000 for a family of 4), and the rent associated with these 70 units cannot exceed the thresholds established for those respective income levels as updated each year in the Board-approved Table of Rental Rates; and That those 70 affordable units would be offered for rent exclusively to essential service personnel for at least 45 days initially, and anytime there are less than 70 rent-restricted units occupied, the next available unit will be offered with the rent restriction for at least 45 days. Commissioners, You are scheduled to consider a zoning change at your July 13, 2021 meeting in regard to the project and property mentioned above in the Subject line. I urge you to vote “NO” on the proposed change. If you spend any time in the area of the proposed change, you will find that the two nearby intersections: (1) Immokalee Road and Livingston Road, and (2) Immokalee Road and Strand Blvd/Juliet Blvd. are already overly stressed with traffic congestion. Adding a 234 unit multi-family housing project to this area will significantly degrade what is already a significant traffic problem. One of the major public use businesses in the area is the Publix supermarket located inside the intersection at Immokalee Road and Strand Blvd. The traffic attempting to leave the Publix and reenter Immokalee Road is often backed up so badly that it takes three traffic signal changes to exit Publix and get back onto Immokalee Road. Adding a new residential property in the area will only add to that problem. I appreciate your “NO” vote in order to keep a bad traffic situation from getting worse. Donald C. Confirm this is a trusted sender and use extreme caution when opening attachments or clicking links. Dear Commissioners: We are writing to you to express our opposition to the proposed re- designation of the property located on the south side of Beck Blvd near the corner of Collier Blvd and adjacent to the Forest Glen Golf and Country Club community. The property in question has previously been designated as "commercial" with a limited buildable area of approximately 100,000 square feet (as we understand it). This would limit the users to that number required to operate small businesses, and hence, limit the vehicle traffic accordingly. The property has been for sale (at a higher than market price) ever since we have owned our home located in Forest Glen, a period of over 16 years. It has failed to sell. Now a developer is petitioning to have the property re-designated to include "residential" so that a proposed development of multi-story apartment buildings accommodating 280 multi-family residential dwellings can be constructed. The proposed "footprint" of buildable area would need to be expanded to 250,000 square feet. This would significantly increase the vehicle traffic flow at the very same time that the proposed "flyover" access to I75 from Collier Blvd would strain the the accessibility and egress for the residents of Forest Glen to and from their community, which currently includes a front gate on Collier Blvd and a back gate on Beck Blvd (already heavily utilized and adjacent to the subject property). It would also seriously impact the wildlife habitat and aesthetic beauty of our golf course, while raising safety (hurricane evacuation), security (no wall or fence included in the proposed design), and environmental (water drainage) concerns, as well. This entire proposal is, very plainly, a bad idea. Please do not let it go forward! Thank you for your consideration of this request, and for your service to Collier County. Confirm this is a trusted sender and use extreme caution when opening attachments or clicking links. Hello commissioners, First of all, my name is Athanasios Apostolidis and I live at 3597 Canopy Cir. I have been actively involved in this project from the very beginning. I would like to state my opinions as far as the new Soluna development goes since that new rezoning of the property affects our community at Canopy. With the recent rainfalls, I have noticed standing water around the east boundaries of Canopy. The management of the water retention and drainage needs to be looked at very closely. In addition, the chainlink fence location and height is not adequate for securing Canopy and Soluna. This has to be enhanced with extra vegetation (attached picture below Natural_Fence) or by making this a 8 foot fence as we all know how easy it is to break or jump over a six foot fence. It also needs to be moved back either with a 20 foot Type C buffer or by relocating the buildings further to the East. I agree that the mature Pine Trees should be left alone and the natural beauty of this land should be preserved. We have seen the demolition of countless trees last year and we do not want to be another Florida city with limited trees and cut down vegetation. This will help the developer sell easier as it will be more aesthetically pleasing to the potential buyers. The size of the community that it is planned for the acreage that it is planned to be built on is way too big. I have already seen the proposals for limited narrower streets, no sidewalks and way too many people living there. I would like to see a smaller amount of units, and more space for the development. Less units should be allowed to be on the size of that lot. Please consider those suggestions and thank you for taking the time for my email. The six foot security chain link fence that was agreed to at the planning and zoning meeting should be set back several feet from the property line. A screening hedge, such as Clyusia, should be planted on the border side of the fence to visually screen the fence and provide an additional visual and acoustical barrier between the developments. The mature Pine trees along the western border should not be cut down. Collier County prides itself on it's trees and we should strive to keep as many as possible. There is enough bulldozing going on already. The Soluna association governing CC&Rs should include a rule that no garbage or recycling cans shall be stored behind or on the sides of the buildings. Good afternoon, Commissioners, I would like to voice some concerns I have regarding the Soluna PUD proposal you will be discussing tomorrow morning, September 28, 2021. 1. The number of units along the western perimeter is too many. The number of buildings should be reduced and the remaining buildings in that area should be reduced to four units at the maximum instead of six. 2. The stormwater retention areas should be required to have regular treatment with insecticide to prevent mosquito larvae from developing . The pond should be adequately aerated so the water doesn't stand still. 3. The county should require a twenty-foot-wide Type C buffer instead of the fifteen-foot Type B buffer along the entire western border, with trees a minimum of sixteen feet tall spaced at no more than twenty-five feet. 4. The six-foot security chain link fence that was agreed to at the planning and zoning meeting should be set back several feet from the property line. A screening hedge, such as Clusia, should be planted on the border side of the fence to visually screen the fence and provide an additional visual and acoustical barrier between the developments. 5. Thank you for your consideration in this matter. As residents of Canopy on the Western perimeter to the proposed new development Soluna Townhomes, we are concerned about the 108 townhomes to be built on the 18.5 acre parcel. This space is not conducive to the amount of townhomes to be built. We feel this number of townhomes should be reduced and contain four units instead of six. The County should require a 20 ft. wide type C buffer instead of the 15 ft. type B buffer along the entire western perimeter of the Canopy community. The six foot security chain link fence that was agreed to at the Planning and Zoning meeting should be set back several feet from the property line. A screening hedge of some type should be planted on the border side of the fence to visually screen the fence and provide an additional visual and acoustical barrier.
