Florida (the 'Board") beautify and improve various rights of way by landscaping within Collier
County;and
WHEREAS, the Board wishes to approve and authorize its Chairman to execute a
Florida Highway Beautification Council Grant, Landscape Construction, and Maintenance
Memorandum of Agreement between Collier County, Florida and the Florida Department of
Transportation.
NOW,THEREFORE,BE IT RESOLVED by the Board:
Section 1. The Board hereby authorizes its Chairman to execute a Florida Highway
Beautification Grant, Landscape Construction, and Maintenance Memorandum of Agreement
between Collier County,Florida and the Florida Department of Transportation.

GENERAL INSTRUCTIONS: Statutory requirements for the Beautification Grant Program are found in Section 339.2405, Florida
Statutes. Within Rule Chapter 14-40,Florida Administrative Code,are sections dealing with the grant application process,grant award
process, and funding, construction, and maintenance of beautification projects. These documents can be reviewed on the FOOT
website,http://www.fdot.gov/designsupport/highwaybeautification/.
When a decision is made to apply for a Beautification Grant, please immediately notify the District Grant Coordinator. A directory of
Grant Coordinators is posted on the program website. The Grant Coordinator will provide guidance, and help ensure that no
Department projects are in conflict with the grant project. Grant applications for landscape projects in conflict with other Department
projects will not be accepted.
SUBMISSION: Please complete all items in this application. A complete grant application includes digital copies of the following:
• 1)One illustrative plan proposal.The illustrative proposal can include existing site photos,sketches or renderings,and
any narrative and labels to accurately describe the project.The plan must be legible when printed at 11"x17"size.Only one
page will be accepted.

Collier County Growth Management Department — Road Maintenance Division is requesting
authorization from the Department to proceed with a Beautification Grant for the year 2021-2022 for
the proposed landscape improvements on Davis Boulevard, The project limits on Roadway ID 03001000
[SR 84/Davis Blvd.] are from Mile Post (MP) 4.005 (Davis Boulevard; Santa Barbara Intersecting Road) to
MP 6.464 (Davis Boulevard; Collier Boulevard Intersecting Road). At the July 13, 2021, Board of County
Commissioners meeting, the Board directed the County Manager or his designee to apply for
construction grant funding opportunities with the Florida Department of Transportation (FDOT). The
further authorized the County Manager or his designee to collaborate with the Naples Botanical Garden,
Inc. regarding the installation of plant material on Davis Boulevard to increase plant resiliency, while
reducing water consumption and fertilizer usage.
Please examine District One's five-year Work Plan to identify any potential conflicts with the proposed
beautification project.
Upon determination of`no conflict' please issue a Letter of Authorization to allow Collier County Growth
Management Department — Road Maintenance Division to proceed with their Beautification Grant
Application for the year 2021-2022.

The approximately 2012,2013 widening of Davis Blvd.between Santa Barbara and Collier Blvd.has turned into wonderful road
that is now an easy corridor to thousands of apartments,residential condos homes,conunercial properties,and recreation areas
and evan Amazon distribution depot.
This is now one of the main travelled roads to North and South entrances to 175 rind south Marco Island,
The expansion was designed for Median landscaping which needs to completed,similar to other road widening projects in the area.
Landscaping from route 41 to Santa Barbara on Davis Blvd has been completed.
We are excited to support the Grant application for funding to design and Landscape Davis Blvd between Santa Barbara and Collier
Blvd.

The purpose of this letter is to ask for your support to landscape the Davis Blvd medians
between Santa Barbara and Collier Blvd in Naples, Florida. This area is in Collier County
and has experienced tremendous growth since we purchased our home in the Naples
Heritage community almost ten years ago. This growth has provided increased tax
revenues and has attracted many new voters to the district.
This area is no longer on the edge of development in South-west Florida. As such, it should
have a consistent look expected of a well-planned county. The Davis Blvd medians appear
to have been ignored and are inconsistent with the landscaping just west of Santa Barbara.
The recently approved sports complex will bring many more people to the area, Hence, the
decision to improve the Davis Blvd medium landscaping is even more compelling.
As a member of the Naples Heritage Board of Trustees, I have received many comments
from our 799 owners regarding the appearance of the Davis Blvd medium. Many in our
community would like the landscaping improved. It is the right thing to do for our
community. It will also increase the property values of the area, Increased property values
will also increase property tax revenues.

We have been residents of Naples Heritage Golf and Country Club for 11 years. It
is a beautiful and friendly community with 799 residences. We especially enjoy
the vast amount of preserve that adds to its beauty and the various wildlife that it
attracts.
Naples is a beautiful city and what has always amazed us is how beautifully the
medians are landscaped and maintained throughout Naples. The void in this
beautiful picture has always been evident when we enter or leave Naples
Heritage either from Davis or Collier Boulevards. It seems that this stretch of road
has fallen through the cracks in the master plan to beautify the Naples roadways.
We have witnessed major development in the last 11 years. The new $ 105
million Paradise Coast Sports Complex will draw thousands of people to Collier
County, along with the currently approved $ 234 million Great Wolf Lodge. The
quickest way to get to the beaches and downtown Naples from these venues is
down this corridor. This corridor has increased by more than 3,500 residences
over the past 25 year, which represents the entire growth of housing on Davis
Blvd.
Naples Heritage, Cedar Hammock, Madison Park and Firano represent 2,153
homeowners who share a passion for this beautification project. Over the last 2
years new developments have added another 779 homes or apartments. In total
the current estimated population is approximately 6,000. This increased tax
revenue could certainly be applied to help fund this last piece of the
beautification project.
In summary, we strongly feel that the completion of the of the David Boulevard
enhancement should be completed and is long overdue.

It has been overly apparent over the past ten years that the residential development in this same area has blossomed with

Exit 101 has always been the exit for both Marco island and downtown Naples.Davis Boulevard continues to serve many first-

We moved to Naples Heritage located on Davis Blvd in 1997. At that
time our community was the only one located on Davis Blvd between
Santa Barbara and Collier Blvd, Since then the development ha been
incredible. Three new home developments and three new apartment
complexes account for over 3,000 doors. There is also a now strip
mall and a newly opened Amazon Distribution Center on our section
of Davis.In addition it remains one of the major roads connecting 176
and Downtown Naples.
Over the years this state road has been widened and beautifully
landscaped from SR41 to Santa Barbara Blvd. However the
landscaping was never completed for the last two and a half miles to
Collier Blvd. Not only was it never landscaped but our medians are
now just mowed weeds.This has become an eye soar at best to our
residents and all who travel this section of Davis.
We are most pleased that the Collier County Commissioners have
realized that this project should be pursued. Hopefully both the State
and County will get together and complete this work which is long
over due.

My wife and I have lived in the Naples Heritage community since 2010 and enjoy
the Naples area for recreation, restaurants and the Arts. We have been very
pleased to show off the Naples and Collier County area to our visiting family
members and friends.
All have said how beautiful the area is and in fact many have moved here within

The one area that we as residents would like to see enhanced is the Davis Blvd.

The County Commission has done a magnificent job with many other median
areas throughout the county. With the new Sports Complex and the possible

I represent the East Naples community of Firano at Naples, located on the south side of
Davis Blvd., just east of Santa Barbara. We are 112 single-family homes, built between
2007 and 2015. About 60% of our owners are Florida residents.
We are all excited to hear that, at long last, the median of Davis between Santa Barbara
and Collier Blvd, is being considered for landscaping. All of us have been disappointed
that the Davis median was only landscaped from Ninth St. to Santa Barbara, instead of
continuing the landscaping all the way to Collier Blvd. This is peculier since nearly all
the housing growth along Davis for the past 20 years has occurred in this very section
of Davis.
We understand Collier County and the State of Florida will work together to make the
landscaping extension on Davis a reality. This is exciting news. The project is long
overdue and will certainly enhance the beauty of Davis Blivd, a major connection
between 1-75, Collier Blvd and the downtown Naples business dictrict.

My wife and I have owned a home in Naples Heritage for the last 23 years.
We have witnessed the transformation of East Naples from a fringe area of
Collier County into a major growth area. For the most part the road structure
has kept pace with the growth. Certainly extending Santa Barbara Blvd.
from Davis Blvd. to Rattlesnake Hammock and expanding Davis Blvd. from
Santa Barbara to Collier Blvd have gone a long way in supporting
development.
We have, however, been bewildered to see that the stretch of Davis Blvd.
between Santa Barbara and Collier Blvd. was never landscaped. It was
particularly vexing to see Santa Barbara between Davis and Rattlesnake
Hammock get landscaped at a time when there was little evidence of
development on either side of the roadway. In stark contrast, literally
thousands of residential units have been built and more are being
constructed along Davis between Santa Barbara and Collier.
We are grateful to hear that Collier County and the State of Florida have the
wherewithal to solve the oversight. Thank you for agreeing to initiate
this project.

the first impression of Naples that residents and visitors view as they exit 175 and head
west on Davis Blvd. The median between Collier and Santa Barbara is unappealing and
not representative of the lush landscaping and beautiful trees and flowers that Naples is
known for. The median often looks as if the grass needs to be cut and the curbing edged-
very often litter is noticed on this strip of Davis Blvd. As a major entryway to Naples,
Downtown and the beach one would think that this area would be properly landscaped and
maintained as the rest of Davis Blvd. is.
Therefore, I am very pleased to learn that progress in this direction is finally being made!
My sincere hope is that the State of Florida and Collier County can quickly make some
decisions on how to proceed and begin this long overdue project. I commend and thank the

We purchased our home In Naples Heritage, which is located on Davis Blvd, back
in September of 2000. The growth we have witnessed over that twenty one year
span has been incredible!
There has always been a feeling that the short distance on Davis Blvd. from Santa
Barbara east to Collier Blvd was never completed and still under development. The
fact is, that now thousands of people live in that area, and just about all the
buildable land has been developed, or will be developed soon. The medians along
this stretch of Davis Blvd. have never been landscaped.
The new $105 million Paradise Coast Sports Complex that is so vital to the area,
will be drawing thousand of people, as will the newly approved $234 million 550
room Great Wolf Lodge. The shortest route to get to the beaches and downtown
Naples from these two venues will be to go south on Collier Blvd and turn west onto
Davis Blvd which takes people down to 5th Avenue, 3rd Street and the Naples
beaches.
Right now Davis Blvd, beginning downtown at Hwy 41 and going East all the way
out to Santa Barbara, is beautifully landscaped. Landscaping the median on Davis
Blvd from Santa Barbara to Collier Blvd will finally complete the look for the
thousands of residents who now live there and the thousands of visitors that will be
enjoying our bit of paradise.
We are very pleased that our stretch of Davis Blvd. is now being considered for the
median landscaping that will complete the look of Naples from downtown all the

I am full time resident of Naples and a homeowner in Naples Heritage Golf and Country Club.
I am thrilled to learn that our County Commissioners approved moving forward in the process of
developing a plan to landscape the overlooked portion of median on Davis Blvd, between Santa
Barbara and Collier.
In recent years Davis Blvd has experienced extensive growth between Santa Barbara and Collier
including the addition of three new developments in Just the last two years. This corridor is
completely developed and is a major road way from Collier to downtown. A large number of
residents as well as visitors to our area use this portion of Davis Blvd to travel from 1-75 and
Collier Blvd to downtown Naples and Beaches.
Currently Davis Blvd has beautifully landscaped medians from Hwy 41/downtown east to Santa
Barbara Blvd, however the corridor from Santa Barbara to Collier on Davis simply looks
ff incomplete.
The commitment that Naples has to roadway beautification sets it apart from other cities.
Landscaping this long overlooked 2.5 mile stretch is much needed and will complete the
enhancement of Davis Blvd. It will give all of Davis Blvd the same signature appearance Naples is
known for.
I whole heartedly believe that the completion of this project will greatly improve the appearance
of our corridor and enhance the south side of Naples.
Much appreciation to all those working towards making sure this stretch of Davis Blvd finally
receives the attention it deserves for the betterment of our community as a whole.
