EXECUTIVE SUMMARY
Recommendation to reappoint two members to the Collier County Citizen Corps.
OBJECTIVE: To reappoint two members to the Collier County Citizen Corps, to four year terms
expiring on November 5, 2025.
CONSIDERATIONS: This 9 member committee was established by Ordinance No. 02-56, as amended,
to advise the Board of County Commissioners on all hazards preparedness and other related issues; to act
as a coordinating agency for activities that support an all hazards approach to threats and hazards that
pose the greatest risk to Collier County; to assist in the recruitment of volunteers by publicizing and
expanding existing community programs; to assist in achieving and maintaining accreditation through the
Emergency Management Accreditation Program; to facilitate communication between Collier County &
State & Federal agencies on all hazards activities, as well as to enable Collier County to identify outside
resources such as grants, training opportunities and equipment. The committee members represent
various community organizations. Each member shall be considered a liaison between their respective
organization and the committee, and shall be recommended by their organization to the Board of County
Commissioners for consideration for appointment to the committee for a four year term. A list of the
current membership is included in the backup.
There are three seats on this committee which will expire on November 5, 2021. Michael Dalby,
President and CEO of the Greater Naples Chamber of Commerce, has recommended that Reginald
Buxton be reappointed as the Chamber’s liaison to this committee. Commodore John Tyson of the Coast
Guard Auxiliary has recommended that Commodore Walter Jaskiewicz be reappointed as the Coast
Guard Auxiliary’s liaison to this committee.

ATTENDANCE: During the past two years Mr. Buxton has had perfect attendance, and Commodore
Jaskiewicz has had one absence. Attendance records are included in the backup.
COMMITTEE RECOMMENDATION: That the Board of County Commissioners reappoint Reginald
Buxton, representing the Chamber of Commerce, and Commodore Walter Jaskiewicz, representing the
Coast Guard Auxiliary, each to a new term expiring on November 5, 2025. Written recommendations for
each are included in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and authorizes the Chair to execute the attached resolution confirming the
reappointments.

This committee was established on November 5, 2002 by Ordinance No. 02- 56, as amended by
Ordinance No. 16-21, to advise the Board of County Commissioners on all hazards
preparedness and other related issues; to act as a coordinating agency for activities that support

assist in the recruitment of volunteers by publicizing and expanding existing community

The committee shall consist of 9 voting members, one from each of the following organizations:
Community Emergency Response Team; Collier County Medical Reserve Corps.; Collier County
Fire Chiefs Association; Civil Air Patrol; Coast Guard Auxiliary; American Red Cross; Salvation
Army; Retired Senior Volunteer Program; and Collier County business/industry. Each member
shall be considered a liaison between their respective organization and the committee, and shall
be recommended by their organization to the Board of County Commissioners for consideration
for appointment to the committee for a four year term.
Expert consultants from private and governmental emergency services agencies as listed below
are strongly encouraged to attend on behalf of their employer, in a non-voting capacity: City of
Naples, City of Marco Island, Everglades City, Collier County Emergency Medical Services,
Collier County Health Department, District 20 Medical Examiner, law enforcement/neighborhood
watch, Collier County Emergency Management, Naples Community Hospital (NCH) Healthcare
System, Physicians Regional Healthcare System; Collier County Sheriff's Office.

RESOLUTION NO. 2021 - ____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, REAPPOINTING REGINALD BUXTON
AND WALTER JASKIEWICZ TO THE COLLIER COUNTY CITIZEN
CORPS.
WHEREAS, Collier County Ordinance No. 2002-56, as amended, established the Collier
County Citizen Corps as an Advisory Committee to advise the Board of County Commissioners
(Board) on a wide range of hazards preparedness and other related issues; and
WHEREAS, Ordinance No. 2002-56, as amended, provides that this Advisory
Committee shall consist of nine voting members representing the Community Emergency
Response Team, Collier County Medical Reserve Corps, Collier County Fire Chiefs Association,
Civil Air Patrol, Coast Guard Auxiliary, American Red Cross, Salvation Army, Retired Senior
Volunteer Program, and Collier County Business/Industry; and
WHEREAS, there are three seats on this committee which will expire on November 5,
2021; and
WHEREAS, the Greater Naples Chamber of Commerce and the Coast Guard Auxiliary
have provided the Board with their recommendations for reappointment of their liaisons.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that REGINALD BUXTON,
representing Collier County Business/Industry (Chamber of Commerce), and WALTER
JASKIEWICZ, representing the Coast Guard Auxiliary, are each hereby reappointed to their
seats on this committee, to four-year terms which will expire on November 5, 2025.
