Agenda 09/28/2021 Item #16F 6 (Short Term Lease for Antibody Therapy)09/28/2021 EXECUTIVE SUMMARY Recommendation to authorize the County Manager to enter into a short -term lease for commercial and/or industrial space for the purposes of offering monoclonal antibody therapy delivered by the Florida Division of Emergency Management in cooperation with the Florida Department of Health Collier County and authorize any necessary budget amendments. OBJECTIVE: To provide a safe and appropriate location for the State-run monoclonal antibody treatment site for COVID-19 patients. CONSIDERATIONS: Monoclonal antibody treatments can prevent severe illness, hospitalization, and death in high-risk patients who have contracted or been exposed to COVID-19. Treatment is free, and vaccination status does not matter. Monoclonal antibodies help the immune system recognize and respond more effectively to the COVID-19 virus. Monoclonal antibodies are a treatment authorized by the U.S. Food and Drug Administration (FDA) under an Emergency Use Authorization (EUA) for use in adult and pediatric patients (12 and older) who have either been diagnosed or exposed to someone with COVID-19 and are at high risk for progression to severe illness, hospitalization, or death from COVID- 19. The Florida Division of Emergency Management (FDEM) has deployed medically qualified contractors to over 28 locations across the State to administer monoclonal antibody treatment to help reduce hospitalizations due to COVID-19 and opened a site in Immokalee in August 2021. Since that time, approximate 1,100 patients have been treated. The site is currently operating at a vacant shopping center on Lake Trafford Road on a temporary lease. The lease expires on October 18, 2021, with no renewal options. The Bureau of Emergency Services and Emergency Management and DOH-Collier were recently tasked by the State to continue that operation with the State’s desire to relocate to a more central area in Collier County. Staff recommends that a medical therapeutic operation of this type be situated as a stand -alone location so as not to interrupt normal county operations and service to patrons for such an extended period of operations. The County’s Real Property Division is working with DOH-Collier and the County’s Emergency Management Division to find a suitable commercial or stand-alone industrial location with approximately 16,000 sq. ft to increase the number of daily therapies offered. Due to the short suspense of this relocation effort, DOH-Collier and Emergency Management request the Board authorize the County Manager to enter into a 90-day lease agreement with up to three (3) 90-day renewals for an appropriate location to continue and expand the monoclonal therapy offering. LEGAL CONSIDERATIONS: This item has been reviewed by the Count Attorney, is approved for form and legality and requires a majority vote for Board approval. -JAK FISCAL IMPACT: The cost for up to 16,000 sq. ft. of industrial/commercial space is estimated at $20,000 to $30,000 per month plus utilities and associated occupancy costs. GROWTH IMPACT: There is no growth management impact from this action. RECOMMENDATION: To authorize the County Manager to enter into a short-term lease for commercial and/or industrial space for the purposes of offering monoclonal antibody therapy delivered by the Florida Division of Emergency Management in cooperation with the Florida Department of Health - Collier County and authorize any necessary budget amendments.
