Agenda 09/28/2021 Item #16E 2 (Resolution - Pay & Classification Plan)09/28/2021 EXECUTIVE SUMMARY Recommendation to approve and authorize the Chairman to execute a Resolution adopting the Pay and Classification Plans for the County Manager’s Agency and County Attorney’s Office effective October 1, 2021; to provide a general wage adjustment to eligible employees; and to approve the creation of new classifications, modification and/or deletion of classifications, from July 1, 2021 forward, using the existing point-factor job evaluation system. OBJECTIVE: To administer a system of compensation based on principles of public accountability, external competitiveness, internal equity, relative complexity and responsibility between classifications, market economic conditions, County financial policies, and appropriate federal, state and local laws. CONSIDERATIONS: Attached to the proposed Resolution approving the pay and classification plans for the County Manager’s Agency and the County Attorney’s Office, including a general wage adjustment, are three exhibits: Exhibit 1 is the County Manager’s Agency Pay and Classification Plan; Exhibit 2 is the County Manager’s EMS Pay and Classification Plan; and Exhibit 3 is the County Attorney’s Pay and Classification Plan. The proposed Resolution shall apply to all regular full - and part- time employees under the administration of the County Manager and the County Attorney, except those employees under contract or who are subject to a Collective Bargaining Agreement. Such employees shall continue to be paid and receive increases in accordance with the appl icable contract or governing Collective Bargaining Agreement. The effects of the COVID-19 pandemic continue to have an impact in the Southwest Florida economy. While the region still has a long road to recovery, there are some positive indicators. The unemployment rate for our region fell below the State and National rates in July 2021. Other areas of improvement include increased single-family home sales, increased single-family building permits and an increase in median home prices. These increased prices continue to influence our area’s high cost of living, which impacts our ability to attract and most importantly, retain, high-quality employees. On June 1, 2021, the County engaged Evergreen Solutions, LLC to perform a Classification and Compensation Study for the County Manager’s Agency and the County Attorney’s Office. Evergreen is expected to provide recommendations in the first quarter of FY2022 after they complete their analysis. Any potential changes resulting from the study will be reviewed and analyzed, and recommendations for modifications to the pay plans brought back to the Board for consideration and approval. These could include early or mid FY2022 adjustments, as well future pay range or base pay adjustments to comply with increases to the Florida minimum wage. On July 13, 2021 the Board of County Commissioners approved an amendment to Article 20 of the Collective Bargaining Agreement between Collier County and the Collier EMS/Fire Bargaining Unit, Southwest Florida Professional Firefighters and Paramedics, Local 1826, International Association of Firefighters, Incorporated. Employees covered by the Collective Bargaining Agreement will move into a step compensation plan effective October 1, 2021; new hire starting pay in EMS will also be increased. Article 20 specifically restricts collective bargaining unit employees from receiving additional raises that County employees receive; as such they will not be eligible for the general wage adjustment. To manage pay compression between the bargaining and non-bargaining unit, the County will move non-bargaining EMS job classifications to their own pay and classification plan effective October 1, 2021. Personnel in non-bargaining unit EMS classifications will continue to be eligible for general wage adjustments. Through analysis of local market data, and in consideration of approved budgetary guidance and possible enhancements to the County’s compensation program during the coming fiscal year, the FY2022 Pay and Classification Plan provides regular full-time and part-time employees a general wage adjustment of $1,000, allowing for marginal differences for hourly rates due to system rounding, effective on October 1, 16.E.2 Packet Pg. 1279 09/28/2021 2021, and where necessary, pro-rated based on full-time equivalency (FTE). Individuals whose base pay is within $1,000 of the pay range maximums will receive an increase to their base rate up to the maximum of the pay range. There will be no adjustments to the minimum or maximum pay rates for the County Manager’s Agency or the County Attorney’s Office. Pursuant to Ordinance No. 13-40, the Board of County Commissioners has authorized the County Manager to make additions, modifications and deletions to the Pay and Classification Plan. The proposed Resolution seeks continued authorization from the Board to do so, as well as to assign pay ranges using the existing point-factor job evaluation system from the pay ranges set forth in the proposed Pay and Classification Plans, subject to a quarterly report to the Board. It also authorizes the County Manager and County Attorney to hire or move employees within the pay plan and classification plan to promote the recruitment and retention of a highly qualified and professional workforce. FISCAL IMPACT: The results of these actions will have a fiscal impact to the County in salary adjustments and have been accounted for in each department’s FY2022 budgets, consistent with the parameters approved by the Board during the FY2022 budget guidance presentation. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for approval. - CMG RECOMMENDATION: To approve and authorize the Chairman to execute the proposed Resolution and general wage adjustment effective October 1, 2021, and authorize changes from July 1, 2021 forward, including the creation of new classifications, modification and/or deletion of classifications, and assignment of pay rates from within the approved Pay and Classification Plans, subject to a quarterly report to the Board, if actions warrant.
