Agenda 09/28/2021 Item #16C 3 (Resolution - Solid Waste FY22 Fee Schedules)09/28/2021 EXECUTIVE SUMMARY Recommendation to approve and adopt the FY22 fee schedules established in the 2021 Solid Waste Rate Study and Financial Forecast Report approved on July 13, 2021 and escalation of contracted Franchisee fees. OBJECTIVE: To adopt the FY22 recommended fee schedules established in the annual rate resolution to support the Solid Waste collection and disposal needs for Collier County and provide best service values. CONSIDERATIONS: On September 14, 2021, Agenda Item 17.A., the Board approved Resolutions No. 2021-183 (District I) and No. 2021-184 (District II), establishing residential assessment rates for the Fiscal Year 2022. For District I the residential annual assessment is $226.29 per unit and it is $220.97 per unit in District II; an average increase of $5.67 per unit from last fiscal year. The residential assessment provides the following best value service levels, a garbage and recycling container for use at the assessed address, twice a week collection of garbage, once a week col lection of recycling, yard waste, and bulky items, and on demand collection of electronics, tires, and household appliances. Tonnage rates at the landfill and transfer station will increase in accordance with the Solid Waste Rate Study and Financial Forecast Report approved on July 13, 2021 - Agenda Item 11.F. On average, this will increase rates by 3.25% and align tipping fees across the Districts over a three -year period. This fee structure approach allows for free collection from residents at the County’s recycling drop-off centers. These centers provide proper disposal of hazardous and recyclable materials, thereby safeguarding our fragile environment and preserving our County’s pristine paradise. There are no other notable fiscal impacts. These rates provide the revenue necessary to support the cost associated to collect, process, recycle, and/or dispose of the wide range of waste generated in the county including, municipal solid waste, biomass (yard waste), construction and demolition materials, white goods, bulky material, tires, electronics, household hazardous wastes, and recyclable materials such as paint, cardboard, scrap metal, glass, and plastics. Furthermore, the rates incorporate sustainable and long - term strategic planning to maintain a revenue-based cash flow that aligns with the Integrated Solid Waste Management Strategy’s Guiding Principles to sustain environmental and growth management, airspace preservation, operational excellence, and best service values. FISCAL IMPACT: The proposed landfill tipping fees and recycling center fees will provide estimated FY22 revenues of $26,437,400 (Collier County Landfill $23,751,800; Immokalee Transfer Station $2,455,100; recycling drop-off centers $230,500); for the Solid Waste Disposal Fund (470). The mandatory solid waste collection and disposal assessments will provide estimated FY22 revenues of $29,894,400 for the Mandatory Trash Collection Fund (473). GROWTH MANAGEMENT IMPACT: This rate resolution is in compliance with the Growth Management Plan, which provides for increased recycling and reuse of the solid waste stream. Each Residential Unit is provided an initial standard cart and a recycling cart at no charge to the unit owner. All carts must remain with the Residential Unit regardless of change of unit ownership. Unserviceable carts must be presented for exchange.  Replacement of standard or recycle roll carts, due to loss or negligence of the residential unit, will be paid by the customer in an amount equal to the franchisee’s actual cost for the cart, plus a $12.49 delivery fee.  Each customer is entitled to one change of cart size at no additional cost. A delivery charge of $12.49 will be paid by the customer for additional changes in cart size.  Collier County replaces standard or recycle roll carts that are stolen.  96-gallon bear-resistance standard roll carts are currently available for purchase on a first served basis at a subsidized cost of $115. These carts are owned by the residents after purchased and therefor any losses such as theft or damaged outside of the manufacture warranty will be the responsibility of the residents. Multi-Family Dwellings: Defined per Ordinance 2015-38: A group of three or more Dwelling Units within a single building, attached side-by-side or one above another, wherein each Dwelling Unit may be individually owned or leased on land which is under common or single ownership.  Multi-Family dwelling residences that do not receive residential curbside waste collection qualify for commercial service fees, refer to Schedule F & G for commercial waste collection and disposal fees. Recycling services for those multi-family residences that receive commercial waste collection are also subject to the following rate below.  Recycling services for clubhouses in areas where residential curbside collection is received shall be charged at the multi-family recycling rate as identified below. Neighborhood Cleanups Neighborhood Clean-Up provides an opportunity for neighborhoods to partake in beautification activities by ridding their Community of waste and litter at no cost, pursuant to the Board of County Commissioners direction, July 31,2001, Agenda 16C (3). Artificial Reef Program Materials that qualify for the Artificial Reef Program are subject to inspection. The Florida Department of Environmental Protection (FDEP) will only allow clean concrete or rock, clean steel boat hulls, other clean, heavy gauge steel products with a thickness of ¼-inch or greater and prefabricated structures that are a mixture of clean concrete and heavy gauge steel to be used as artificial reefs in state waters. This eliminates fiberglass hulls, cars, tires, refrigerators, and many of the other previously used materials as possible reef candidates. Coastal Clean Up & Bay Days Collier County participates in the International Coastal Cleanup along with over 900 other sites in Florida. Adopt – A – Road The Collier County Adopt-A-Road Program is an environmental program of public/private partnership that is dedicated to providing safe and clean roads through removal of roadside litter, managed by the Growth Management Division. Household Hazardous Waste Program Collier County owns and operates five Recycling Drop off Centers, located strategically throughout Collier County for the collection and proper disposal of household hazardous waste materials and other common recyclables.
