EXECUTIVE SUMMARY
Recommendation to approve the electronic submittal of the 2020/2021 Federal Highway
Administration Flexible Funds Grant Award (Section 5307) in the amount of $500,000 in the
Transit Award Management System for the purchase of a 40 ft. fi xed-route bus and authorize the
necessary Budget Amendment.
OBJECTIVE: To obtain grant funds to make day-to-day operations more efficient and provide enhanced
customer experience.
CONSIDERATIONS: On April 27, 2021, the Board of County Commissioners (Board) approved the
submittal of a grant application for the purchase of a forty-foot (40 ft.) fixed-route bus to expand the
existing fleet. The new vehicle will allow for an existing vehicle to be used as a spare. The awarded
grant funding will not be used to expand any routes. The grant requires a twenty percent (20%) match of
the total project cost, the total project cost is $625,000. Collier County has requested and received
approval from the Florida Department of Transportation (FDOT) to use transporta tion development
credits in the amount of $125,000 as a soft match for the grant.
On August 9, 2021, County staff received notification of award from the Federal Transit Administration
(FTA). Following Board approval, execution of the grant is processed through the FTA Transit Award
Management System (TrAMS) by the Collier County Growth Management Deputy Department Head,
who serves as the Board of County Commissioners’ appointed designee.
FISCAL IMPACT: A Budget Amendment is required in the amount of $500,000 to recognize federal
grant revenue within Collier Area Transit (CAT) Grant Fund (424) Project 33773. Collier County has
received approval from FDOT for the use of transportation development credits in the amount of
$125,000 as a twenty percent (20%) soft match to the Capital Grant Program. The purchase of the bus
will increase the overall current Fleet size used for operations. Ongoing maintenance for the vehicle is
provided by the Fleet Management Division and is paid for by existing FTA 5307 grant funding.
GROWTH MANAGEMENT IMPACT: This Item supports the goals and objectives of the
Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. - JAB

This is in response to the correspondence dated March 23, 2021
authority to grant a request by Collier County BOCC to use state toll revenue credits in the
amount of $125,000.00 as soft match for the capital portion of their Section 5307 grant
application for FTA FFY20. In accordance with Title 23 United States Code Section 120(i)(1) and
capital and planning projects, we concur with your determination of eligibility and hereby
authorize for Collier County BOCC to use $125,000.00 in State of Florida toll revenue credits as
soft match for this FTA project.
Use of the toll revenue credits as soft match will effectively allow for FTA funding of capital
projects at a 100% federal share. When providing a copy of this authorization to Collier County
BOCC, please ask them to reference the use of this credit in their project budget sheets of their
FTA application and send a copy of this authorization letter to their FTA Project Manager. Also
include the item number reference where these projects are included in the STIP. FDOT will
work with the Federal Highway Administration to ensure that the use of the toll revenue credits is
properly accounted for and recorded.
