I. Call to Order
The meeting was called to order by Vice Chairman Sullivan at 1 :00 PM.
II. Roll Call
Roll Call was taken and a quorum established.
III. Changes and Approval of Agenda
Under "Old Business" add Item I-a after Item 1.
Mr. Mr. Tucker moved to approve the Agenda as amended. Seconded by
Mr. Minarcini. Motion carried nnanimous1y 6-0.

Public comments will be held below.
V. Approval of CAC Minutes
1. May 10, 2007
Page 6, correct spelling of "John Finley" should be "John Findley." Page 3, Line
3, "John" Tucker should read "Glenn" Tucker. Page 4, under Item b, Line 9
should read five "total" employees rather than five "new" employees. Page 5,
Line 3, for clarification it should be noted that only a portion of the Collier
County sea turtle program is contracted out to the Conservancy.
Ms. Kulpa moved to approve the minutes of May 10, 2007 as amended.
Seconded by Mr. Tucker. Motion carried unanimously 6-0.
VI. Staff Reports
1. Revenue Report - Mr. McAlpin
Mr. McAlpin presented the Revenue Report for May 2007. (See attached)
. Revenue for May 2007 was $100,000 above what was projected
. Year-to-date tourist tax collected is approximately $500,000 over
projection
2. Project Status Report - Mr. McAlpin
Mr. McAlpin presented the TDC Category "A" Beach Maintenance Projects
report. (See attached)
. Most projects will be closing out at the end of this fiscal year
VII. New Business
1. Small Sand Source Survey Results - Steve Keehn and Melanie Larenas
Melanie Larenas, P.G., Coastal Planning and Engineering, gave a slide
presentation outlining the findings of the small sand source survey. (See
attached)
. Purpose of the review was to identify sand sources available to be used
in the event of an emergency
. Alternative dredging technologies were investigated

. Review criteria included sediment quality, distance of sand source
from shore, review was limited to 10 miles offshore
. As a result of the study, a map was generated showing areas
previously investigated, areas already utilized and areas that were
recommended for additional investigation
· Enough information was previously collected so that a desktop study
could be done to determine volumes, grain size and quality of material
to determine whether the sand is beach compatible
. Other areas would require a reconnaissance level investigation
· Recommendation was to do a two-phase investigation starting with the
collection of geophysical information, identify deposits and take
selective cores to determine the quality of material in those deposits
Steve Keehn, Coastal Planning and Engineering, continued with the
presentation.
. FEMA would pay for sand costs necessitated by an emergency
· Traditional dredging practices could not be used to bring the sand to
the beach
. It is technically feasible to dredge the sand and bring it to shore
. Likely sand sources have been found that should be investigated
. Two-day investigation was recommended
. Eleven sources of sand have been proposed
2. Small Sand Source Investigation/Testing/Documentation - Gary McAlpin
(See attached)
Mr. McAlpin requested approval from the Coastal Advisory Committee to have
Coastal Planning and Engineering conduct the next step of the sand source
offshore investigation on a time-and-material not-to-exceed Work Order for
$122,624. The following items were discussed:
. Attempt would be made to match the quality of sand on the beach to
the quality of sand of the sand source
. Too much silt would make the sand of unacceptable quality for beach
sand
. County works closely with FDEP regarding requirements for sand
source
Ms. Kulpa moved to approve a Time and Material Not-To-Exceed $122,624
Work Order with Coastal Planning and Engineering to conduct offshore
sand source investigation. Seconded hy Mr. Minarcini. Motion carried
unanimously 6-0.
3. WO-CPE-FT-07-061st Annual Biological Monitoring of Near Shore Hard
Bottom - Mr. McAlpin (See attached)
Mr. McAlpin requested the Coastal Advisory Committee approve Work Order
CPE-FTO-07-06 under Contract 06-3902 with Coastal Planning and Engineering
for the first annual biological monitoring of the near shore hard bottom and the
post construction biological survey of the artificial reef for time and material not
to exceed $349,837.55 (Project No. 900331).

. Biological monitoring is required during years one, two, three, skip
year four and monitoring is required in year five.
. FDEP believes beach will equilibrate after three years
. Collier County contracts with Conservancy of Southwest Florida when
shore bird monitoring is needed
Mr. Tucker moved to approve Work Order CPE-Ffp-07-07 under Contract
06-3902 with Coastal Planning and Engineering for time and material not to
exceed $349,837.55. Seconded by Mr. Minarcini. Motion carried
nnanimously 6-0.
4. FDEP's Beach Management Program for Collier Connty
Mr. McAlpin presented the program as follows: (See attached)
. Consolidation of what has been done in Collier County and is an
update ofFDEP's strategic plan
. FDEP is seeking Collier County's input
. Goal for Collier County is to get critically eroded beaches identified in
order to participate in the matching fund program with the State
. Collier County must continue to integrate sand bypass in the inlets into
the beach renourislunent program
. Focus this year should be consolidating the monitoring programs
. Established goals would be integrated into the Strategic Plan for the
State
. Requested Vince George to talk to the Coastal Advisory Committee
IX. Old Business
1. Update/Presentation on the Wiggins Pass Modeling Program - Ken
Humiston
Ken Humiston, Humiston & Moore Engineers, discussed the Wiggins Pass
Modeling Program.
. 2004 feasibility study was completed and erosion problem was
examined on Barefoot Beach
. Two-phase approach was recommended, to look at non-structural
alternatives and structural alternatives
Mohamed Dabees, Ph.D, P.E., Humiston & Moore Engineers, gave a slide
presentation regarding the Wiggins Pass Modeling Program.
. Goals of the study were to find a way to improve navigation safety and
lessen the number of dredges
. Goals would be achieved with the aid of erosion control structures
such as those used in North Captiva or South Naples
. Humiston & Moore's study is ongoing
. Depth of inlet was historically seven feet
Public Comment
Captain John Findley, ECA, stated there is shoaling where there was none in the
past, boats are getting smaller, and depth of the channel has decreased.

Dick Lydon, Vanderbilt Beach, asked if the closing of the counection between
Wiggins Pass and Clam Pass in the '70s has any bearing on the current situation.
Mr. Keehn responded there was no impact on the system.
Dick Lydon asked if dredging on Turkey Bay and South Chaunel had an impact
on the system.
Mohamed Dabees responded the volume of water that went in and out from
Wiggins Pass increased
Mr. Lydon suggested DEP might agree to build a jetty.
I-a. Engineering Request - Mr. McAlpin (See attached)
Mr. McAlpin requested approval of the Work Order under contract 06-3902
with Humiston & More to proceed with the engineering and permitting activities
for temporary erosion control structures at Wiggins Pass for time and material not
to exceed $100,000.
Public Comment:
Joe Moreland, President, ECA, stated the boating community does not desire an
increase in the three-foot depth of the inlet and that the size of draft of boats is
decreasing. Large boats have relocated elsewhere in Collier County.
Valinda Subick, District Burean Chief for Southwest Florida, stated she, as a
Wiggins Pass property owner, appreciated the opportunity to participate in the
planning for solutions.
Mr. Tucker moved to approve the requested Work Order. Seconded by Mr.
Minarcini. Motion carried unanimously 6-0.

2. Update on Tigertail Vegetation Removal Project - Gary McAlpin
Mr. McAlpin gave a slide presentation and update on the project. (See attached)
. Collier County was required by State regulation to stay IS feet away
from leading edge vegetation line when raking, area was originally
over 200 feet wide
. Access area is now 20 feet
. Area needs to be restored for South Seas Condominium
. Marco Island should decide where vegetation should be
. Collier County is committed to move forward with the project to the
extent Marco Island continues to move forward with the project
The following discussion took place:
. Issue is a Collier County issue rather than a South Seas Condominium
Issue
. Collier County is losing a man-made beach, there would be no Sand
Dollar Island without beach renourishment

· Planting project is a minimal project, plantings are attractive and do
not inhibit use of the beach
Public Comments:
Debbie Roddy, Friends of Tigertail, spoke in opposition to the vegetation
removal project due to concern about shore birds. Area is part of the Great
Florida Birding Trail. Sea Oats or sea dunes may not be protected.
Mr. Tucker commented that the area in question is not natural habitat and that
the human species needs to be considered, area is a County park.
Linda Colombo, Friends of Tigertail, spoke against ripping out the grasses,
stated a 20- foot walkway is large enough for a pathway and the dune area
stabilizes the area during storms.
Mr. Tucker commented that the walkway was originally 140 feet wide and has
been allowed to narrow over the years.
Mr. McAlpin stated that as part of the permit application the State will be
petitioned for a variance to allow Collier County to rake up to the vegetation line
and to void the IS-foot requirement to stay off the vegetation.
Nicole Ryan, Conservancy of Southwest Florida, commented that the shoreline
is dynamic, is a natural system and the vegetation there is natural. Collier County
should look at the Growth Management Plan for consistency. The area is an
important part of the dune system. Collier County acting as an applicant to
remove beach vegetation is inappropriate and the County should reconsider
setting such a precedent.
Nancy Richie, Environmental Specialist, City of Marco Island, stated in the
course of notifying the residents regarding the planned project it was noted that
many residents are opposed to the project.
Mr. Tucker stated the matter should be considered by the City Council.
Mr. Sullivan stated there are many differing opinions regarding the proposed
project.
Mr. McAlpin stated the permit application is on hold until direction on how to
proceed is provided; input is needed from all the involved parties.
Ken Kubat spoke regarding preservation of birding on Tigertail.
XI. Announcements

XII. Committee Member Discussion
Ms. Kulpa commented Rookery Bay is hosting a Coastal Zone Management
Workshop on June 22, 2007, and Mr. McAlpin will attend and share the
information with the Coastal Advisory Committee.
Mr. Buser expressed his appreciation of public input.

Mr. Sullivan commented he was disappointed that mention of Collier County
being one of seven areas in the US selected for a national award for the work done
on beach restoration was on Page 37 of the Naples Daily News and an opportunity
for good public relations was lost.
There being no further business for the good of the County, the meeting was adjourned by
order of the Chair at 3 :50 PM.
