This"amendment"to the County's Growth Management Plan must be stopped, Immokalee Road is already under much stress with all the new construction going on east of Interstate 75,the traffic going east and west is terrible. The Transportation Planning Section is conducting the Immokalee Road Corridor Congestion Study, from Livingston Road to Logan Boulevard,to try to enhance traffic operations and safety concerns based on current and future travel demands. The addition of this apartment complex and the approximate 400 additional cars is going to be an added detriment to this area. Ladies and Gentlemen: I have owned a condominium at the Strand for 15 years, and in 2020 was taken by ambulance to the emergency room. I'm much appreciative and protective of the hospital, and in making your deliberations please consider the importance of speedy access to a hospital. I respectfully suggest that you consider how the construction of these proposed units and the extra traffic generated will affect ambulance service to Naples Community Hospital and the other hospital and medical facilities nearby. I object to the proposed 234-unit apartment complex across from the Strand and Carlton Lakes. Additional dense housing on Immokalee Road work against the plan and effort as the large effort and large sums of money invested in I-75 and in Immokalee Road work against the vision to enable traffic to flow smoothly from the I- 75 highway to Route 41. The proposed 234-Unit housing project belongs on the western side of Route 41. The area between I-75 and Route 41 along Immokalee Road is already overburdened with cars and trucks, and the side streets and stores on Immokalee are already overburdened with inadequate parking spaces for the facilities they accommodate. The goal of a pleasant and comfortable life is inconsistent with traffic jams, getting onto or off a major highway. Such traffic jams are even more dangerous for the 6-lane highways in existence. Immokalee Road is abutted by banks, gas stations, shopping centers, restaurants, office buildings, discount stores, and facilities that attract high- volume traffic. The volume is already severe. We don't need even worse traffic jams on Immokalee Road that will cause more back- ups as cars seek to get off the 1-75 highway. We don't need more accidents, more police cars, more ambulances near highway exits. Immokalee Road is already crunched with excessive traffic, pollution, noise, and the incessant roar of trucks and cars. Vehicles should be able to proceed at a normal pace, and not bumper to bumper traffic, street after street after street with delays in getting to the hospital. The hospital and more congestion on Immokalee are not compatible. The health and safety of residents and visitors mandate an easy flow of traffic to the hospital. The new construction should take place far away from the intersection of Immokalee Road and Exit 111 off I-75. The new construction belongs west of highway 41. You are probably very well versed in traffic issues in this area and the current evaluations/proposed intersection changes being considered by the county. Residents in our community have become aware of plans to build a 234 unit apartment complex on Immokalee across from Carleton Lakes and The Strand. Perhaps the County can invent a new road system, like a two story tract,to handle the additional traffic from this development, the Allura complex under construction and the traffic which will be generated by the three new villages being built in East Collier. Our community can not handle the additional traffic that this will bring to Immokalee Rd. The traffic is already very congested and this will cause even more congestion. It already takes me 10 minutes to get from Seed to table into my community at the Strand, only a few blocks away. Allowing this type of large development in an already congested will cause property values to decrease. In the long run it will also impact tourism to this wonderful community. No one wants to vacation, or live in a community that has too much traffic. I understand that the public hearing will now take place in September. Our back gate is on Veterans Park Blvd. I have witnessed: The creation and extension of Livingston Road as a through roadway to Bonita Beach Blvd. The building of Walmart on Juliet Blvd The building of the hotel,car wash,bank,and other outparcels on Juliet Blvd The planned Infiniti auto dealership on Immokalee Rd The building of Target and adjacent outparcels on Immokalee Road east of exit 111 of I75 Numerous developments on Immokalee Rd on the east side of I-75 On Livingston Rd- Verona Pointe Milano Mediterra's expansion Tuscany Reserve's growth and transition to Tali's Park with more residential units built The Enclave Ardena Camden Lakes On Veterans Park Blvd Barrington Cove Allura Apartments A planned school on the west side with Road widening and plans to go thru to 41 Talis Park's rear gate and condo development This is addition to Immokalee Road being the main feed artery to I 75,exit 111. In addition are the traffic problems caused by the Seed to Table complex at Immokalee and Livingston roads. That business is packed with cars coming and going morning till night. Traffic is unbearably congested now.With the addition of the proposed apartments on Immokalee Road,near Livingston Rd,odds are it will take longer than 5-8 minutes just to exit Strand Blvd and get out on the parking lot that will be Immokalee Road. I understand that a North-South overpass at Immokalee,similar to the one at Golden Gate is planned for Livingston. This will do little or nothing to change the east-west traffic flow situation. This additional building is an amendment to the County's Growth Management Plan to allow more density. How much density can one already over-developed area withstand? There is no capacity for an additional 400 or so cars that will add themselves to the Immokalee Road burden. I urge you to reconsider allowing this project to proceed. And if can not be stopped„please require lower density, noise and pollution barriers,setbacks,perimeter landscape buffers,and though I can't imagine how anything will change the parking lot conditions that already exist in our neighborhood-whatever traffic abatement measures are possible to reduce the awful impact of yet another complex in our neighborhood. In the words of Joni Mitchell: You don't know what you've got till it's gone. Pave paradise,put up a parking lot. The decisions of this Board of County Commissioners have led to thousands of cars being added to the already over burdened roadways in this small area. When does it end? The area of Immokalee Rd between Livingston Rd and Logan Rd is a traffic nightmare. I live at The Strand, and I'm starting to get a feeling of entrapment between Immokalee Rd (out our front gate,) and Livingston Rd (out our back gate) with the addition of 300 units at Allura. Regarding the proposed lane change from right-turn-only onto Strand Blvd from Immokalee Rd to a through lane to Livingston Rd, I think that would make that intersection very dangerous. If there is anyone of the Collier County Commissioners concerned about climate change in Naples, they should consider what they are doing by stripping our land of trees and replacing it with asphalt for more and more development. Since we built in The Strand 22 years ago, the exit/entry has become more and more difficult. Immokalee Road is already over capacity. To add 234 units of this type would greatly add to the problem. I feel that rentals appeal to younger couples, or roommates, who will be working and/or have kids in school. To put 300 to 400 cars out onto a road without a light is irresponsible. All exits from the property will have to be eastbound with a lot wanting to go west. The result is a pileup of u-turners at Strand Blvd. To add to that they will have to cut across three lanes of slow or stopped east bounders. The same thing will happen during the evening rush hour when those coming from the east will have to do a u-turn at Livingston and work across three lanes of slow or stopped traffic to enter their property. This whole project puts a heavy burden on this stretch of road, is an inconvenience to residents already established and certainly a disservice to unsuspecting people looking for a rental. In addition to the inconvenience, there is a safety issue. In '07 I had a major heart attack at 5:00 pm on a Friday night in January. I don't know how long it took for the EMS to get to me, but I'm sure it would be longer today. Is it worth putting lives at risk to allow this project to proceed? The property in question has previously been designated as "commercial" with a limited buildable area of approximately 100,000 square feet(as we understand it). This would limit the users to that number required to operate small businesses, and hence, limit the vehicle traffic accordingly. The property has been for sale (at a higher than market price) ever since we have owned our home located in Forest Glen, a period of over 16 years. It has failed to sell. Now a developer is petitioning to have the property re-designated to include "residential" so that a proposed development of multi-story apartment buildings accommodating 280 multi-family residential dwellings can be constructed. The proposed "footprint" of buildable area would need to be expanded to 250,000 square feet. This would significantly increase the vehicle traffic flow at the very same time that the proposed "flyover" access to I75 from Collier Blvd would strain the the accessibility and egress for the residents of Forest Glen to and from their community, which currently includes a front gate on Collier Blvd and a back gate on Beck Blvd(already heavily utilized and adjacent to the subject property). It would also seriously impact the wildlife habitat and aesthetic beauty of our golf course, while raising safety (hurricane evacuation), security (no wall or fence included in the proposed design), and environmental (water drainage) concerns, as well.
