EXECUTIVE SUMMARY
Recommendation to award Request for Quotation No. 21-1010 to Ajax Paving Industries of
Florida, for the “Barefoot Beach Roadway” project, authorize staff to open a Purchase Order in the
amount of $486,231.36 and make a finding that this expenditure promotes tourism.
OBJECTIVE: To make improvements to Barefoot Beach Park Facility Roadway and Access.
CONSIDERATIONS: The Public Services Department maintains the roadway in the preserve area of
Barefoot Beach Park, a Collier County beach park facility and public access point located at the Northern
coast of Collier County. Barefoot Beach Preserve is a 351-acre natural beach park with an annual
visitation of more than 300,000 visitors. The two (2) lane-roadway within the park and two (2) paved
parking lots need to be re-sealed and re-striped to clearly delineate vehicular access and parking spaces
for beach park visitors. Installation of speed bumps will help slow down traffic and protect the Threatened
Gopher Tortoise. The existing asphalt on the roadway has reached the end of its useful life.
The Collier County Tourist Development Council approved the ‘Barefoot Beach Preserve Park Roadway
and Parking Lots’ request on May 29, 2018. The original scope included the roadway, restriping, both
parking lots, and speed bumps. The current scope includes all of the original scopes and adds several
other improvements that meet current Accessibility Codes not considered in the original grant request. On
June 29, 2021, the Tourist Development Council reviewed the updated scope and authorized the
necessary budget increase.
On June 8, 2021, the County solicited quotes for the roadway at Barefoot Beach from all four (4)
contractors on the County’s Roadway Contractors Agreement No. 16-6663. The County received three
(3) quotes by the June 29, 2021 deadline. Staff reviewed the three (3) bids and found all three (3) to fully
cover the scope of the project.
The design consultant on the project, Capital Consulting Solutions recommended awarding the project to
Ajax Paving of Florida. (see Attached July 15, 2021, Recommendation Letter). Upon a review of the bid
and the letter from the Engineer of Record, staff concurs that the bid from Ajax Paving is responsive and
a reasonable bid on the project. Staff met with the vendor to review the scope of work and reviewed and
confirmed the scope with the vendor.
The vendor, Ajax Paving is an SWFL specialty paving contractor established in 1981. They have an
annual work volume of $120M and owns six (6) hot mix asphalt plants in the SWFL area. They were
selected by the Procurement Division to be among the four (4) contractors on the Collier County
Roadway Contractor Library in March 2017. The Barefoot Beach Roadway will be their eighth (8th)
project performed under this contract. Ajax Paving has also performed as a roadway contractor on seven
(7) additional competitively bid projects within the County since 2013.

The quote specifications have an equal amount added for unforeseen conditions associated with the
project and incorporated an Owner’s Allowance of $35,000 for unanticipated costs including, but not
limited to, unforeseen site conditions that could be encountered during construction. The allowance will
only be used as directed by the Owner and subject to negotiation and approval in accordance with the
Procurement Ordinance, as amended, the County’s Procurement Procedures, and the terms and conditions
of Agreement No. 16-6663.
Accordingly, staff recommends that the project be awarded to Ajax Paving Industries for the Base Bid
plus Owners Allowance of $35,000, Alternate 3 and Alternate 4 for a total contract amount of
$486,231.36. Per Agreement No. 16-6663 quotes in excess of $200,000 must receive Board of County
Commissioner (Board) approval and require the issuance of payment and performance bonds. Subject to
the Board’s approval of this item, staff will obtain the payment and performance bonds after the board
approves and prior to the issuance of a Purchase Order on this project.
ADVISORY BOARD RECOMMENDATIONS: The Parks and Recreation Advisory Board (PARAB)
unanimously approved increasing the project budget to $625,655.01 at their regularly scheduled meeting
on June 16, 2021. The Tourist Development Council unanimously approved this increase at their June 28,
2021 meeting.
FISCAL IMPACT: The subject award totals $486,231.36. Sufficient funding is provided in TDC Beach
Park Facility Fund (183) Project No. 80387 (Barefoot Beach Roadway-Parking).
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan
related to this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for approval. -CMG
RECOMMENDATION: To award Request for Quotation No. 21-1010 to Ajax Paving of Florida under
Agreement No. 16-6663, for the “Barefoot Beach Roadway” project, authorize staff to open a Purchase

As requested by the Parks and Recreation Division (hereinafter, the “Division or Department”), the Collier
County Board of County Commissioners Procurement Services Division (hereinafter, “County”) has issued
this Request for Quote (hereinafter, “RFQ”) with the intent of obtaining bid submittals from interested and
qualified vendors in accordance with the terms, conditions and specifications stated or attached. The vendor,
at a minimum, must achieve the requirements of the Specifications or Scope of Work stated.
Barefoot Beach Preserve is a public beach under the management of the Collier County Parks and
Recreation Division. This project will resurface the asphalt in the area to specifications listed in the bid
documents.
The contract term, if an award is made is intended to be three hundred sixty-five (365) days. Prices shall
remain firm for the initial term of this contract.
Surcharges will not be accepted in conjunction with this contract, and such charges should be incorporated
into the pricing structure.
All goods are FOB destination and must be suitably packed and prepared to secure the lowest transportation
rates and to comply with all carrier regulations. Risk of loss of any goods sold hereunder shall transfer to
the COUNTY at the time and place of delivery, provided that risk of loss prior to actual receipt of the goods
by the COUNTY nonetheless remain with VENDOR.
RFQ award criteria are as follows:

1. REQUIREMENTS:
1.1 All work must comply with Collier County Vertical Standards (CCVS) Collier County
Land Development Code and the Florida Building Code.
1.2 Provide all necessary items, tools, hardware, resources, materials, etc. to fully and properly
complete all project tasks. Install all items per manufacturer’s recommendations and
installation instructions.
1.3 All materials, construction debris and items replaced that Collier County does not want to
store must be properly disposed of at the cost of the contractor.
1.4 Provide all necessary permitting and any documentation, sketches, fees, etc. required for
permits. Selected vendor may utilize owner’s as-built drawings, if available, to complete
project.
1.5 The contractor will be required to provide photographs of the progress and successful
completion of the work. For each repair item the contractor shall take before and after
pictures of scope items below.
1.6 The contractor shall submit specifications, product data and/or shop drawings on all
materials, devices, equipment or systems being installed on the project for approval by the
Project Manager and/or project consultant. All materials must be replaced in kind and
installed per the manufacturer’s specifications and recommendations. All items shall match
existing colors, materials, quality, and style and use fasteners to match existing, unless
specifically stated otherwise.
1.7 The contractor must warranty the work completed for a minimum of one (1) year following
the completion of this project. Any call-back or remediation work will be completed at no
charge to Collier County.
1.8 All work must be performed by properly qualified employees. Credentials may be
requested by Collier County. The contractor and their subcontractors are required to
comply with County Ordinance 2004-52, as amended. Background checks are valid for
five (5) years and the vendor / subcontractor shall be responsible for all associated costs.
The cost is $40.00 per person.
1.9 The awarded contractor will receive a Purchase Order for work requested and may not start
work prior to receiving the Notice to Proceed to begin the work.
1.10 Contractor is responsible for blocking off and maintaining any safety perimeters necessary
for work. Contractor shall conduct Maintenance of Traffic in all construction areas as
appropriate until the work item is complete.
1.11 The objective of this project is to restore and repave the referenced site and to improve
drainage.

1.12 Any substitution requests need to be added to the Q&A process prior to the close of the RFQ.
Quantities listed in this RFQ are approximate. The Contractor is responsible for completing the work
100% in order to meet the intent of the project.
1.13 The contractor is expected to be familiar with the standards of the Americans with Disabilities Act
(ADA) and Florida Building Code Accessibility Standards and ensure all work completed is in
accordance with these codes and standards.

3. FINAL CLEAN / SITE RESTORATION
3.1 After construction activities have finished, ensure final clean of work areas and clean any
affected surfaces, laydown areas, temporary entrances, etc. Ensure area is fully clean and ready
for use prior to turnover.
3.2 Include any necessary repairs to adjacent sidewalks or curbs damaged by construction
activity. Regrading and sod placement where necessary and replacement or reinstallation of any
improvements, signage, bike racks, parking stops, markings, etc. affected by the work.
4. SCHEDULE / LIQUIDATED DAMAGES / OWNER ACCESS
The project shall be substantially completed within one hundred twenty days (120) days of
receiving the authorization to start the work. Final Completion shall be achieve final completion
within forty five (45) days of substantial completion.

The selected Contractor shall present the owner, within seven (7) days of award, a project work
schedule to ensure smooth coordination of County operations.
The selected Contractor shall coordinate activities with Project Manager and on-site staff to
ensure continuous operations. The contractor may choose to sequence the work or use other
methods to ensure uninterrupted use of the facilities on the property.
Should the Contractor fail to substantially complete the project in the time period specified, the
owner shall be entitled to assess, as liquidated damages, but not as a penalty, one thousand two-

An invitation to bid (ITB) was sent out on 06/16/21 in reference to the above project. AJAX Paving
provided the lowest and responsive bid of $473,643.76. Below are the bids received:

•Wright Construction $ 563,216.00
•Preferred Materials $ 755,455.00
The scope of services for this project is to resurface the roadway and other associated tasks at the Barefoot
Beach Preserve roadway and parking lots including ADA improvements and sidewalks in accordance with
the attached documents.
We recommend that Collier Count select Ajax Paving to furnish and install the scheduled items for the
