Agenda 09/14/2021 Item #16D 6 (SHIP Annual Report and closeout Fiscal year 2018/2019)09/14/2021 EXECUTIVE SUMMARY Recommendation to approve the State Housing Initiatives Partnership Program Annual Reports and authorize the Chairperson to sign the Local Housing Incentive Certification to closeout Fiscal Year 2018/2019, and approve interim reports for Fiscal Year 2019/2020 and 2020/2021 to ensure compliance with program requirements. OBJECTIVE: To comply with State Housing Initiatives Partnership Program (SHIP) annual report submission requirements. CONSIDERATIONS: Section 420.9075(10), Florida Statutes requires participants in the SHIP program to submit an annual report signed by the county’s chief elected official, or his or her designee, to certify that the local housing incentive strategies and the local housing incentive plan have been implement ed or are in the process of being implemented. The SHIP fiscal year runs from July 1 to June 30. Local governments have three (3) years to expend program funds. The County must submit a “closeout” report outlining its affordable housing program and accomplishments to the Florida Housing Finance Corporation (FHFC) by September 15, after the end of the third (3rd) year, or when all funds for fiscal year allocation are spent (whichever occurs first). The Board of County Commissioners (Board) recognized the Fiscal Year 2018/2019 on July 10, 2018 (Agenda Item #16D6). The Fiscal Year 2018/2019 report is being presented as a closeout report. On June 1, 2021, FHFC approved Community and Human Service (CHS) Division’s request to continue to expend FY 2018/2019 funds through December 30, 2021. FHFC does not require the Board Chairman to sign a document for the extension to take effect. FHFC’s approval is attached as backup to this Item. The 2018/2019 report will be resubmitted once the closeout is complete on or before December 30. Therefore, Fiscal Year 2019/2020 and 2020/2021 reports are being presented as interim reports. The annual reports and certification form are due to FHFC via the Internet by September 15, 2021. Once the annual report and certification form is executed and submitted to the FHFC, Collier County will be in compliance with the reporting requirements of the SHIP program. FISCAL IMPACT: The annual reports have no new Fiscal impact. The funding source for this grant is Florida Housing Finance Corporation. Funds are budgeted in the SHIP Fund (791) Projects 33569, 33613, and 33686. Execution of this certification will ensure that Collier County continues to participate in and receive future funding for the SHIP program. GROWTH MANAGEMENT: Execution of this certification and continued participation in the SHIP Program will allow Collier County to enhance the development of affordable workforce housing in accordance with the Housing Element of the Growth Management Plan of Collier County. LEGAL CONSIDERATIONS: The certification is a form document provided and required by Florida Housing Finance Corporation.
