Agenda 09/14/2021 Item #16B 2 (4 CRA member to attend the Florida Redevelopment Association 2021 Annual Conference )09/14/2021 EXECUTIVE SUMMARY Recommendation that the Board of County Commissioners (BCC), acting in its capacity as the Community Redevelopment Agency (CRA), approve the attendance of two Immokalee and two Bayshore/Gateway Triangle Local Redevelopment Advisory Board members at the Florida Redevelopment Association 2021 Annual Conference; authorize payment of attendees’ registration, lodging, travel and per diem from the CRA Trust Fund (Fund 186/187); and declare the training received as serving a valid public purpose. OBJECTIVE: To provide training for the Immokalee and Bayshore/Gateway Triangle Local Redevelopment Advisory Board members. BACKGROUND: Pursuant to Resolution No. 99-410, the Board of County Commissioners has determined that attendance at functions or activities that are of educational, professional or trade serves as a valid public purpose, provided that said functions reasonably relate to Collier County matters. Florida Statute 163.356(3)(d), “Creation of community redevelopment agency” states, “At any time after the creation of a community redevelopment agency, the governing body of the county or municipality may appropriate to the agency such amounts as the governing body deems necessary for the administrative expenses and overhead of the agency…” Florida Statute 163.387(6), “Redevelopment trust fund” states, “Moneys in the redevelopment trust fund may be expended from time to time for purposes directly related to financing or refinancing of redevelopment in a community redevelopment area pursuant to an approved community redevelopment plan and administrative/overhead expenses necessary or incidental to the implementation of a community redevelopment plan adopted by the agency.” Collier County Ordinance 2000-42 establishes the Redevelopment Trust Fund and appoints the Board of County Commissioners (BCC) as the governing body of the Community Redevelopment Agency (CRA) and the trustees of the Redevelopment Trust Funds. CONSIDERATIONS: As established by Resolution 2001-98, members of the Immokalee and Bayshore/Gateway Triangle Local Redevelopment Advisory Board shall serve without compensation but may be entitled to reimbursement for expenses reasonable incurred in the performance of their duties upon prior approval of the Board of County Commissioners. The 2021 conference will be held October 27 - 29, 2021 in Fort Myers, Florida at the Luminary Hotel & Co., Autograph Collection. Based on consensus from each Advisory Boards, they recommended up to two Local Redevelopment Agency Advisory Board members attend. The cost per person is approximately $813 plus per diem: registration ($395/person); mobile tour or board training ($50); $338 for lodging ($169/night/room), and $30 for parking. Actual cost per person will vary depending on group travel, mileage, per diem expenses, number of days attended and times of departure from and return to either Naples or Immokalee. The Local Advisory Board recommends the CRA Board approve travel and training funding in their annual budgets for Local Redevelopment Advisory Board members to attend the Florida Redevelopment Association Annual Conference. PUBLIC PURPOSE: To expand the Immokalee and Bayshore/Gateway Triangle Local Redevelopment Advisory Board members professional development by attending the Florida Redevelopment Association 16.B.2 Packet Pg. 1693 09/14/2021 Annual Conference. Attendance at the conference will provide training and education through participation in lectures and tours about the Community Redevelopment Agency's responsibilities and role as well as gain knowledge of successful programs and projects in other Florida CRAs. FISCAL IMPACT: Sufficient budget exists within the Immokalee CRA Fund 186 and Bayshore Gateway Triangle CRA Fund 187 to fund the requested conference attendance. He grew in knowledge, under- standing and appreciation of the League’s issues and in his respect of the member- ship’s commitment to Home Rule and further grew into one of the League’s most valiant advocates. After a brief stint as an assistant city manager with the City of West Palm Beach, he returned to the League.
