09/14/2021 EXECUTIVE SUMMARY Recommendation to approve the submittal of a Beautification Grant application reimbursable up to $100,000 and a formal JPA (Joint Participation Agreement) letter requesting funding in the amount of $865,000 to the Florida Department of Transportation (FDOT) for median irrigation and landscaping improvements on State Road 84 Davis Boulevard (Santa Barbara Boulevard to Collier Boulevard, 2.5 mile) project. OBJECTIVE: To provide median irrigation and landscaping improvements to a portion of State Road Davis Boulevard (Santa Barbara Boulevard to Collier Boulevard) with funding assistance from a Florida Highway Beautification Council (FHBC) grant and through a formal letter to FDOT requesting JPA funding for the full installation. Collier County will provide maintenance activity in accordance with the terms of the Agreement. CONSIDERATIONS: On July 13, 2021, the Board of County Commissioners (BCC) authorized the County Manager or his designee to collaborate with the Naples Botanical Garden Inc., regarding the installation of landscaping materials on Davis Boulevard (SR 84) from Santa Barbara to Collier Boulevard and directed the County Manager or his designee to apply for construction grant funding opportunities with FDOT. The Florida Highway Beautification Grant program limits each grant to a maximum of 10% of the total Department's beautification grants budget or $100,000 per project. The Florida Highway Beautification Council grant applicants are to be submitted on October 1, 2021. If awarded, Collier County’s request for $100,000 will be earmarked by the Florida Department of Transportation for the Fiscal Year 2022 Florida Highway Beautification Grant program. The grant will address plant replacements, sightline, and setback improvements. A Resolution is required to be presented with the application. Approval of this item will also authorize the Chairman to execute the required Resolution. Project Milestones Dates Board Approval of Grant Application September 14, 2021 FDOT Florida Highway Beautification Application Due October 1, 2021, 5:00 pm FDOT Selection Letter of Acceptance Approximately December 2021 BCC Acceptance of Grant Award January 2022 Final Completion of Plans; FDOT Approval/BCC Approval of Grant and Attachments October 2022 Project Completion April 2023 Another opportunity to for funding is for the County Manager will submit a formal letter to FDOT requesting $865,000 for the 2.5 miles project and a timeframe for installation. This type of request is not limited to a specific dollar amount and would provide sufficient funding to complete the full length of the project. If awarded, a joint participation agreement (JPA) would be required, and the grant would provide for the improvements on State Road 84 Davis Boulevard (Mile Post 4.005 to Mile Post 6.464) between Santa Barbara Boulevard to Collier Boulevard, at an installation cost of approximately $865,000 (See Attachment). FISCAL IMPACT: If awarded, grant funds, in the amount of $100,000 and $865,000 would be appropriated in Grant Fund (711) for the Highway Beautification Grant for the JPA Grant respectively. 16.A.49 Packet Pg. 1200 09/14/2021 Matching funds, estimated at $252,650 consisting of in-house design, the balance of installation costs and ongoing maintenance costs, is available in Landscape Capital Fund (112), Operating Project (31112). Utilizing the current annual maintenance cost per mile of $73,620 the estimated annual maintenance cost of this 2.5 mile segment is $184,050. It is anticipated that the cost per mile for maintenance of this section will be lower than the average. Should the Board be awarded and accept grant funds for the landscape installation maintenance funding would be budgeted annually within Landscape Capital Fund (112), Operating Project 31112. GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive Summary. STATE OF FLORIDA DEPARTMENT OF TRANSPORTATION 650-050-,o BEAUTIFICATION GRANT APPLICATION PRODUCTION SUPPORT 07l18 Part I GENERAL INSTRUCTIONS: Statutory requirements for the Beautification Grant Program are found in Section 339.2405, Florida Statutes. Within Rule Chapter 14-40, Florida Administrative Code, are sections dealing with the grant application process, grant award process, and funding, construction, and maintenance of beautification projects. These documents can be reviewed on the FDOT website, http://www.fdot.gov/designsupr)ort/highwaybeautification/. When a decision is made to apply for a Beautification Grant, please immediately notify the District Grant Coordinator. A directory of Grant Coordinators is posted on the program website. The Grant Coordinator will provide guidance, and help ensure that no Department projects are in conflict with the grant project. Grant applications for landscape projects in conflict with other Department ects win not oe accepzea. SUBMISSION: Please complete all items in this application. A complete grant application includes digital copies of the following: ® 1) One illustrative plan proposal. The illustrative proposal can include existing site photos, sketches or renderings, and any narrative and labels to accurately describe the project. The plan must be legible when printed at 11"x17" size. Only one page will be accepted. ® 2) Form 650-050-10, Application Form, Part I ® 3) Form 650-050-10, Application Form, Part III (Submit a pdf of the excel document) ® 4) A copy of the signed resolution ® 5) Letter of Authorization from the Department ® 6) Optional letters of support To be eligible for a grant, digital copies of the above 6 items are to be submitted online by October 1, 5pm EST. It seems that this stretch of road has fallen through the cracks in the master plan to beautify the Naples roadways, We have witnessed major development in the last 11 years. The new $105 million Paradise Coast Sports Complex will draw thousands of people to Collier County, along with the currently approved $ 234 million Great Wolf Lodge, The quickest way to get to the beaches and downtown Naples from these venues is down this corridor. This corridor has increased by more than 3,500 residences over the past 25 year, which represents the entire growth of housing on Davis Blvd. Naples Heritage, Cedar Hammock, Madison Park and Firano represent 2,153 homeowners who share a passion for this beautification project. Over the last 2 years new developments have added another 779 homes or apartments. In total the current estimated population is approximately 6,000. This increased tax revenue could certainly be applied to help fund this last piece of the beautification project. In summary, we strongly feel that the completion of the of the David Boulevard enhancement should be completed and is long overdue. At that time our community was the only one located on Davis Blvd between Santa Barbara and Collier Blvd, Since then the development ha been Incredible. Three now home developments and three new apartment complexes account for over 3,000 doors, There Is also a new strip mall and a newly opened Ammon Distribution Center on our section of Dmds. In addition it remains one of the major roads connecting 178 and Downtown Naples. over the years this state road has been widened and beautifi.ily landscaped from SRA1 to Santa Barbara Blvd. However the landscaping was never completed for the last two and a half miles to Collier Blvd, Not only was it never landscaped but our medians are now just mowed weeds. This has become an eye soar at best to our residents and all who travel this section of Davis. We are most pleased that the Collier County Commissioners have realized that this project should be pursued. We have been very pleased to show off the Naples and Collier County area to our visiting family members and friends. The one area that we as residents would like to see enhanced is the Davis Blvd. median near our home. The County Commission has done a magnificent job with many other median areas throughout the county. With the new Sports Complex and the possible Water Park we believe that landscaping the Davis Blvd. median will better emphasize one of the entry ways to the new complex. We would encourage the Board to consider expediting the upgrades to the landscaping. We have, however, been bewildered to see that the stretch of Davis Blvd. between Santa Barbara and Collier Blvd. was never landscaped. It was particularly vexing to see Santa Barbara between Davis and Rattlesnake Hammock get landscaped at a time when there was little evidence of development on either side of the roadway. In stark contrast, literally thousands of residential units have been built and more are being constructed along Davis between Santa Barbara and Collier. In recent years Davis Blvd has experienced extensive growth between Santa Barbara and Collier including the addition of three new developments in just the last two years. This corridor is completely developed and is a major road way from Collier to downtown. A large number of residents as well as visitors to our area use this portion of Davis Blvd to travel from I-75 and Collier Blvd to downtown Naples and Beaches. Currently Davis Blvd has beautifully landscaped medians from Hwy 41/downtown east to Santa Barbara Blvd, however the corridor from Santa Barbara to Collier on Davis simply looks incomplete. The commitment that Naples has to roadway beautification sets it apart from other cities.
