Agenda 09/14/2021 Item #16A46 (Resolution amending Exhibit A to the Speed Limits on County Maintained Roads)09/14/2021 EXECUTIVE SUMMARY Recommendation to amend Exhibit “A” to Resolution No. 2013-239, the list of Speed Limits on County Maintained Roads, to reflect the temporary reduction of the speed limit at six separate locations due to construction activities relating to the Eleven Bridges Replacement (Project Number 66066.12). OBJECTIVE: To temporarily decrease the speed limit within the Eleven Bridges Replacement project limits on the list of ‘Speed Limits on County Maintained Roads’. CONSIDERATIONS: On May 11th of 2021, The Board of County Commissioners (Board) awarded Agreements: # 21-7849, Bridge Replacement - Bridge Package A - 2 Bridges - IMM RD, to Thomas Marine Construction, Inc.; #21-7850, Bridge Replacement - Bridge Package B - 4 Bridges - IMM - Countyline Rd., to Zep Construction Inc.; #21-7851, Bridge Replacement - Bridge Package C - 4 Bridges - Oil Well Rd., to Zep Construction Inc. Staff is requesting to temporarily reduce the 55 miles per hour regulatory speed limit to 35 miles per hour on CR 846 an d County Line Rd. and temporarily reduce the 45 miles per hour regulatory speed limit to 25 miles per hour on Oil Well Rd. within the limits indicated herein to enhance the safety of the traveling public and the construction workers. The temporary speed limit reduction would be within the project limits of CR 846, County Line Rd., and Oil Well Rd. at six separate locations on: CR 846 beginning approximately 0.25 miles east of SR 29 (E Main St.) and extending east approximately 1500 feet; CR 846 beginning approximately 1.75 miles east of SR 29 (E Main St.) and extending east approximately 1500 feet; CR 846 beginning approximately 4.25 miles east of SR 29 (E Main St.) and extending east approximately 1500 feet; CR 846 beginning approximately 2.75 miles west of County Line Rd. and extending 1.50 miles east; County Line Rd. beginning approximately 2.25 miles south of CR 846 and extending south approximately 1500 feet; Oil Well Rd. beginning approximately 2.5 miles east of SR 29 and extending 1.25 miles east f or the duration of the Eleven Bridges Replacement Project. Pursuant to Florida Statute, Chapter 316, Collier County Ordinance No. 91-25, as amended, and Resolution No. 2013-239, the Board has the authority to establish and alter speed limits by means of a resolution filed with the Clerk that creates a single comprehensive codification of all speed limits on county-maintained roads. The Board may set speed zones where a change is reasonable and in conformity to criteria promulgated by the Florida Department of Transportation (FDOT). The criteria for work zones must include consideration of existing and anticipated field conditions and is defined in the “Speed Zoning for Highways, Roads and Streets in Florida”-manual (FDOT Manual Number 750-010- 002, 1997 Edition). This manual was developed by the FDOT to promote uniformity in the establishment of state, municipal and county speed zones throughout the State of Florida. Staff recommends that a temporary lower speed limit of 35 miles per hour on the sections of Immokalee Road and Countyline Road and a speed limit of 25 miles per hour on the section of Oil Well Road designated herein, is warranted and that the change is reasonable and in conformity with the defined criteria. Upon completion of construction activities (project completion date: 01/17/2024), staff will return with an amendment to the Resolution returning the speed limit to pre-existing conditions. FISCAL IMPACT: There is no fiscal impact to the County. The construction contractor will be responsible for the installation of all speed limit signs and other work zone traffic control devices. GROWTH MANAGEMENT IMPACT: This action will result in no growth management impact. 16.A.46 Packet Pg. 1160 09/14/2021 LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality, and requires a majority vote for approval. - JAK RECOMMENDATION: To approve the attached Resolution amending Exhibit “A” to Resolution No. 2013-239, to temporarily decrease the speed limit within a designated sections of CR 846, Countyline Rd. and Oil Well Rd. and to authorize the construction contractor to erect and remove the appropriate traffic control signs after notifying the Collier County Sheriff’s Department. WHEREAS, pursuant to Florida Statute, Chapter 316, Collier County Ordinance No. 91-25, as amended, and Resolution No. 2013-239, the Board of County Commissioners ("Board") has the authority to establish and alter speed limits by a resolution filed with the Clerk to the Board that creates a single comprehensive codification of all speed limits on county -maintained roads; and WHEREAS, the Board finds that there is a continuing need to enact and change speed limits throughout the County in accordance with changing needs and circumstances, including temporary road construction projects, in conformity with criteria promulgated by the State Department of Transportation; and WHEREAS, it is the purpose of this Resolution to amend Exhibit "A" to Resolution No. 2013- 239, as amended, to reflect a reduction of the speed limit at six separate locations as described herein for the duration of the Eleven Bridges Replacement Project. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA as follows: 1. The Board of County Commissioners hereby restates and reauthorizes all prior - approved speed limits on Collier County -maintained roads, which have been compiled and attached as Exhibit "A". 2. Exhibit "A" to Resolution No. 2013-239, as amended and attached hereto, is specifically amended to reflect these reductions of the speed limit due to construction activities relating to the Eleven Bridges Replacement (Project Number 66066.12): A. reduce the 55 miles per hour regulatory speed limit to 35 miles per hour on CR 846 beginning approximately 0.25 miles east of SR 29 (E Main St.) and extending east approximately 1500 feet; on CR 846 beginning approximately 1.75 miles east of SR 29 (E Main St.) and extending east approximately 1500 feet; on CR 846 beginning approximately 4.25 miles east of SR 29 (E Main St.) and extending east approximately 1500 feet; on CR 846 beginning approximately 2.75 miles west of County Line Rd. The effective date of the speed limits shall be after written notification to the Sheriff's Office and posting of appropriate signage.
