EXECUTIVE SUMMARY
Recommendation to award a Work Order to Bonness, Inc., for construction of the “Commercial
Blvd. at Exchange Ave. Intersection Improvements” project, in the amount of $250,670.71 (Project
PN 60188.11), and authorize the Chair to sign the attached Work Order.

OBJECTIVE: To award a construction contract for the “Commercial Boulevard at Exchange Avenue
Intersection” project to Bonness, Inc., to improve safety, capacity, and enhance operational concerns.
CONSIDERATION: The project consists of constructing of pavement widening, five feet paved
shoulders and milling & resurfacing of the existing intersection of Commercial Boulevard at Exchange
Avenue, in addition to drainage work and two feet paved shoulders on the approaches. The improvements
include incidental signing and pavement markings. The total length of the project is approximately 0.18
miles (see attached sketch).
On June 11, 2021, Transportation Engineering staff sent construction plans and a bid schedule to four
construction companies that are under contract with the County under Agreement #16-6663 for Roadway
Contractors. Staff requested quotations from those contractors for construction services for the
Commercial Blvd. at Exchange Ave. Intersection Improvements project. The County received four bids
by the July 2, 2021, deadline, as summarized below:

2 Ajax Paving Industries of Florida, LLC $345,793.80
3 Wright Construction Group, Inc. $352,284.75
4 Preferred Materials, Inc. $380,445.95
Staff and the Engineer of Record (“EOR”), who is a member of the Collier County Transportation In-
House Design Team and responsible for designing this project, concluded the bidding was competitive
and representative of market conditions.
An analysis of the bid prices was performed comparing it to the EOR’s Opinion of Probably Cost. The
unit prices of five items (mobilization, clearing & grubbing, excavation, optional ba se, and friction
course) were substantially higher, reflecting a change in market conditions in recent months. The
additional cost adds up to $58,000.
It was determined that the low bid is fair and reasonable for a project of this size. The low bid is 27.85%
higher than the County’s $196,069.00 internal opinion of probable cost. The low bid is 38% lower than
the second bid and the prices continue to increase as shown by the other two bidders. As a result, staff
recommends awarding the Work Order to Bonness, Inc. The bid tabulation, staff’s letter of
recommendation and proposed Work Order are attached.
The EOR evaluated Bonness’ performance using the Agreement #16-6663 for Roadway Contractors for
the last five years, which includes the contractor’s prior experience, skills, and business standing, and
their ability to conduct the work as completely and timely as required under the terms of the Agreement.
Specifically, this firm has performed work in Collier County most recently in 2020 successfully

constructing two intersection improvement projects on Livingston Road at Immokalee Road and at
Vanderbilt Beach Road intersections, under budget and ahead of schedule. Bonness has performed work
for various municipalities and counties in southwest Florida. Bonness, Inc. is reputable with a good work
history and construction results.
FISCAL IMPACT: Funds in the amount of $250,670.71 are available in the Naples Production Park
MSTU fund 138, Project Number 60188. These improvements represent a minor change to the existing
facility and, therefore, will have a negligible effect to current facilities operations and maintenance.
GROWTH MANAGEMENT IMPACT: This project is in accordance with the goals and objectives of
the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality and requires majority vote for approval. -JAK
RECOMMENDATION: To award a Work Order for the “Commercial Blvd. at Exchange Ave.
Intersection Improvements” project to Bonness, Inc. in the amount of $250,670.71, and authorize the
Chairman to sign the attached Work Order.

This Work Order is for roadway construction services for work known as:

The work is specified in the proposal dated July 2,2021, which is attached hereto and made a part of
this Work Order. In accordance with Terms and Conditions of the Agreement referenced above, this
Work Order/Purchase Order is assigned to: Bonness, Inc.
Scope of Work: As detailed in the attached proposal and the following:
Task I: Commercial Blvd. at Exchange Ave. Intersection Improvements
Schedule of Work: Complete work within 60 days from the date of the Notice to Proceed which is
accompanying this Work Order. The Consultant agrees that any Work Order that extends beyond the
expiration date of Agreement # 16-6663 will survive and remain subject to the terms and conditions of
that Agreement until the completion or termination of this Work Order.
Compensation: In accordance with the Agreement referenced above, the County will compensate the
Firm in accordance with following method: Negotiated Lump Sum (NLS) as provided in the
attached Bid Schedule.

Collier County Transportation Engineering Divison has completed the review of the quotes submitted for the
above referenced project. The scope of the Commercial Blvd. at Exchange Ave. Intersection project includes
constructing variable width pavement widening and five feet paved shoulders on all approaches of the
Commercial Blvd. at Exchange Ave. Intersection, milling & resurfacing of the existing pavement, drainage, and
incidental signing and pavement markings.We received the bids using the Agreement No. 16-6663 for Roadway
Contractors on 7/2/2021. Four (4) of the quotes provided were from separate contractors. An analysis of the bid
prices of these quotes was performed comparing it to the Engineer of Record (EOR)’s OPC, as follows:
Some of the unit prices in the low bid were noticeable higher than the OPC. Mobilization, 215%; Clearing &
Grubbing 377%, Excavation 198%, Optional Base 173% and Friction Course 252%. The additional cost of all
of these items add up to the $58,000 difference. The low bidder’s bid of $250,670.71 was approximately 27.85%
higher than the EOR’s estimate of $196,069.00 due to the unit prices increase in latest bid items.
Our cost estimates as based on the FDOT Historical Unit Prices for District 1, adjusted to our local conditions
based on information for similar and recent projects bid in Collier County.
For this analysis, we used the Randall Blvd. at Everglades Blvd. intersection project (Bid 21-7887, with an
opened bid on May 11, 2021) to compare the difference in unit prices. The unit prices for the same bid items
discussed above were lower than the EOR OPC. Mobilization, -12%; Clearing & Grubbing -72%, Excavation -
55%, Optional Base -48% and Friction Course -11%. The difference in cost of all of these items add up to the
$13,000 lesser amount. The low bidder’s bid of $1,034,001.92 was approximately 1.2% lower than the
Engineer’s estimate of $1,047,183.42 (prepared on March 19, 2021).
So, the low bid for our project was conducted and found to be competitive, fair and reasonable considering the
recent price increases in the construction industry. In our opinion, the low bid by Bonness, Inc. is acceptable.
