EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners direct that the County does not move
forward with The U.S. Army Corps of Engineers (USACE) Collier County, Florida Coastal Storm
Risk Management Feasibility Study, and thanks the Corps for their efforts.
OBJECTIVE: That the County does not move forward with the U.S. Army Corps of Engineers Coastal
Storm Risk Management Feasibility Study.
CONSIDERATIONS: At its April 27, 2021 meeting the Board of Collier County Commissioners heard
a presentation from the U.S. Army Corps of Engineers on the status of the County Coastal Storm Risk
Management Feasibility Study. The Board voted unanimously to accept the presentation, authorize the
County Manager to sign a non-binding letter, and have staff work with Dr. Savarese regarding a task
force to publicly vet this issue.
I have developed grave concerns about the Army Corps’ $2.1 billion storm protection plan. I believe that
it will tear this community apart, as the plan omits many comm unities that are vulnerable. I believe that
the projected fair share cost of $750 million is far too high a commitment for the residents of Collier
County, the majority of whom will not benefit from this project, and that this cost is likely to greatly
expand. I believe that this project if completed will likely have little or no actual benefit. Lastly, I
believe that the chances of the Army Corp of Engineers moving forward on this project is remote, as the
costs to build projects nationwide is simply far too prohibitive.
In light of these concerns, I see no point in pursuing this project any further, and I believe we simply
ought to thank the U.S. Army Corp of Engineers for their efforts but advise them we have no desire to
participate in this project.
FISCAL IMPACT: None at this time.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues at this time and requires majority vote for Board action. - JAK

Risk Management Feasibility Study, and thanks the Corps for their efforts.
