MINUTES OF THE MEETING OF COLLIER COUNTY
DOMESTIC ANIMAL SERVICES ADVISORY BOARD
Naples, Florida, May 18,2021
LET IT BE REMEMBERED, that the Collier County Domestic Animal
Services Advisory Board in and for the County of Collier, having conducted
business herein, met on this date at 6:00 PM in REGULAR SESSION at the
South Regional Library, 8065 Lely Cultural Parkway, Naples, Florida, with the
following members present:

I. Call to Order
Chairman Jim Rich called the meeting to order at 6:00 p.m.

Roberts Rule of Order ( 1 lth edition) and it appears that only factual errors can be changed such
as spelling error, wrong name, etc.
The Sunshine Law requires that summary minutes be taken. Summary minutes should only
include record motions and votes and highlight key topics. Verbatim minutes are not required by
law and not recommended.

Dr. Gordon made a motion to aryrove the ogenda, there was a second and the motion
carried 5-0.
IV. Approval of Minutes March 18,2021
Sarah Baeckler-Davis requested an amendment to the minutes for March 18,2021,
regarding her comments on community cats.
Ms. Baeckler-Davis made a motion to approve the minutes for March 18, 2021, as
amended, there was a second and the motion carried 5-0.
V. Leadership Report
Darcy Andrade introduced Dan Rodriguez, the new Department Head for Public
Services. Mr. Rodriguez gave a brief description of his background.
Ms. Andrade advised the Board that the contract for the new shelter was going to the
Board of County Commissioners in June and that the design for ttre x-ray room has been
submitted. The design needs some changes, but the project is on track.
Darcy told the Board that the next Vaccine Clinic is scheduled for the following day,
May 19,2021.
Ms. Andrade reported to the Board that the ordinance revision is still being reviewed by
the County Attomey's Offrce and the new Public Services Department Head.
VI. Unfinished Business
A. Advisory Board Recommendetions
Darcy Andrade offered to lead the discussion and presented the recommendations as a
PowerPoint presentation. The top two items are providing veterinary services to the
community in alignment with DAS' mission and increasing the promotion and
visibility of DAS.

the motion carried 6-0.
Sarah Baeckler-Davis asked if DAS is going to get those two items done and then go
after others

A. Public Outreach
Heather Carr, Eventso sales and Marketing coordinator and Danielle Somerville,
Animal Services Program coordinator, delivered a powerpoint presentation on DAS,
current social media campaigns.

Kelly Hyland advised that she sees the posts and commented that this is what needs to be
seen by the public. Ms, Hyland also asked how DAS can reach people that are not on
social media and asked if DAS would partner with Krista Fogelsong for public service
announcements (PSAs). Heather Carr advised that shares DAS posts with other pages
and that the community can print out flyers and hang up in appropriate locations.
Danielle Somerville advised that DAS would be happy to partner with local news for
PSAs. but it is difficult to task news agencies with using PSAS to promote DAS. Ms.
Hyland that she would reach out and push for this.
B. Communitv Cats
Christina Carson, Senior Animal Care Specialis! Dr. David Robinson, Shelter
Veterinerian and Marcy Perry, Field Operations Manager, gave a presentation on
community cats.
Jim Rich stated that DAS is not putting thousands of cats on the streets; that with Return
to Home, finders are taking the cats back to where they were found and caring for them.
Marcy Perry stated that Animal Control Officers help with picking up and retuming cats
on behalf of people who are not able to do so.
Dr. Robinson discussed cats and kittens that arrive at the shelter; care, treatmen! and
determination if cat is thriving in its current situation and can be retumed. Dr. Robinson
advised that the community cat program gives DAS the opportunity to focus resources on
and treat those cats that come in with liver, kidney, heart and/or other disease; giving
them the opportunity to be healed and adopted.
Kelly Hyland asked why healthy, happy cats would be retumed and was advised by Dr.
Robinson that we honor the finder's request to retum them. Christins Carson advised
that these animals are being returned to their home.
Ms. Hyland wanted to know if the cats are retumed to a person or a location and was
advised by Christina Carson that DAS never puts cats back to a random location. DAS
looks at the whole picture, talks to the finder and asks questions to make the best
decisions for each cat. She stated that only l6Yo of people with missing cats go to look
for them at a shelter.
Dr. Gordon asked if commrmity cats are chipped and was advised that they are.
Jim Rich provided a copy of the National Animal care and control Association's report
on free roaming cats and read a prepared statement.

Jim Rich asked if people are made aware that cats are b€ing retumed. Marcy Perry
stated that yes, that information is on the intake form.
Bridget Bannon stated that one ofthe weak links is education and that has always
hoped that DAS and Humane Society Naples would visit the schools and provide this
education. She also recommended hanging flyers each time a cat is retumed.
Dan Rodriguez advised that he could get the community cat flyers/brochures
translated within 30 days.
Susie Mehes asked ifcats are strays or owner surrenders and was advised by Darcy
Andrade that only strays are part of the community cat program.
VIII. Advisory Board Member Comments
Marjorie Bloom told Heather Cerr that she does not believe that Heather does herjob
in only 20 hours per week, that she must be putting in more hours than that.
Sarah Baeckler-Davis thanked the staff for attending the meeting and giving the
presentations. She also stated that she would like all Board members to put their screens
away during the meeting and not use their devices during the meeting.
Kelly Hyland thanked Dan Rodriguez and advised him that she would like to schedule a
meeting with him.
Dn Michael Gordon made a motion to adjourn, there was a second and the motion
passed 6-0.
The next regularly scheduled Advisory Board Meeting will be on Tuesday, July 20,
2021, at 6:fi) p.m. in the DAS Conference Room, Iocated at 7610 Davis Boulevard,
Naples, FL 34104.
There being no further business for the good ofthe County, the meeting was concluded
at 8:29 p.m.

SERVICES
Maggie Kemp wanted to know if community cats are tracked and monitored. She
stated that she is not in favor of community cats but understands that the program is
here to stay.
Mary Baker said that she loved the coverage of DAS' social media and the cat program.
