PUBLIC SAFETY COORDINATING COUNCIL

LET IT BE REMEMBERED, that the Collier County Public Safety
Coordinating Council, in and for the County of Collier, having conducted
business herein, met on this date at 3:00 P.M., at the Human Resources
Conference Room, Building B, 3301 East Tamiami Trail, in Naples, Florida,

Mr. Schimmel moved to approve the April 19, 2007 meeting minutes.
Seconded by Mr. Jacobs. Carried unanimously 9-0.

A. Criminal Immigration Task Force - Sheriff Hunter (time certain 3:05)
Sheriff Hunter gave a slide presentation regarding illegal immigration.
. Estimated number of illegal immigrants in the US is from 11.5 to 20
million people
. Estimated number of illegal immigrants in Florida is approximately
895,000 people
. Largest proportion of total number of illegal immigrants in Florida are
in South Florida
. Insufficient number of border patrol agents is part of the problem
. Cost of incarcerating the criminal illegal immigrant population was
estimated to be $5.8 million dollars from 2001 to 2004; this figure
only includes a limited number of jails, a limited number of state
prison beds and all federal prison beds. The actual total cost is closer
to $10.6 billon dollars per year for incarceration of criminal illegal
aliens
. 650,000 estimated criminal aliens are booked into our prisons and jails
annually
. In Collier County, 22% to 35% of crimes are committed by illegal
immigrants
. 40% of outstanding warrants are for illegally present foreign nationals
. $24,774 per day is the estimated cost of incarcerating 283 inmates
. Total cost of incarcerating criminal aliens could be as high as $11
million dollars per year in Collier County, and that figure does not
include prosecutors, public defenders, judges, juries, court costs,
investigation, victim services and victim compensation
. Federal partnership imposes standards on Collier County including
maintaining a Tl line to support databases the federal government is
offering access to
. Program is called CAPIDRO and is operated in Miami; the program
components include a Criminal Alien Program and Detention Removal
Operation
. CAPIDRO facility has an executive office of immigration review
inside the facility supported by CCTV video system meaning cases can
be expedited by an immediate review

. Benefits of the CAP/DRO partnership with the Department of
Homeland Security would be the promotion of community safety,
reduction of jail overcrowding, would provide cost savings on housing
for criminals and would provide intelligence gathering function
B. Update on Mental Health Court Concept - Judge Monaco and David
Schimmel (See below)
Discussion ensued on methods to determine the cost to Collier County of criminal
illegal aliens.
Commissioner Coyle read a recently adopted Collier County Board of County
Commissioners Resolution regarding identity theft as follows: As identity theft
represents a threat to the citizens and taxpayers of Collier County, and whereas it has
become increasingly common for criminals to have committed illegal acts using an alias
or borrowed name to remain anonymous and whereas as a result of inaccurate records
reflecting false identities defendants are often treated as first-time offenders even though
they may have multiple arrests and whereas names used as aliases may belong to
innocent citizens creating a situation in which criminal acts attached to their name allege
crimes of which they have no knowledge. Whereas, many criminals guilty of using
aliases are also illegal immigrants and the costs of their apprehension, trial and
incarceration are borne by local governments and the taxpayers; now, therefore, be it
resolved by the Board of County Commissioners of Collier County, Florida, that the
Board supports the efforts of the Court, Sheriffs Office, State's Attorneys Office and the
Clerk's Office to work together to find a solution to these illegal activities. This
Resolution adopted this 12th day of June 2007, after motion, seconded, majority vote, the
Board of County Commissioners, James Coletta, Chairman.
II. Old Business
A. Presentation on the Jail Master Plan - Schenkel Shultz Consultants
Terry McManus, Criminal Justice Planner, Schenkel Shultz Consultants
gave a slide presentation on the summary of the Jail Master Plan final report.
. Study was begun in 2006 and included a ten-year view of jail beds for
Collier County
. Population growth in Collier County will affect every component of
the criminal justice system
. Over the next three-, five- and ten-year timelines, there will be a need
to construct more jail beds
. Jail bed planning and design needs to be flexible and needs to
accommodate the criminal profile
Scott Moore, Schenkel Shultz Consultants, continued with the slide
presentation regarding the J ail Master Plan final report.
. Immokalee jail needs to be expanded by 2010 to avoid a shortfall at an
estimated cost of $4.65 million
. Medical facilities at Naples jail center need to be expanded
. New centralized site needs to be constructed by Spring of2011
. Recommended Phase 2 be constructed by 2015 at a projected cost of
$33 million

The following items were discussed:
. Increase in tourist population can result in an increased criminal
element due to criminals following the tourists in order to prey on
them
. Crime is currently being reported more frequently when it occurs than
has been in the past resulting in better tracking of criminals
B. Work Restitution Release Subcommittee Update - Judge Ramiro
Manalich
Judge Manalich gave an update on the Work Restitution Release Subcommittee
meeting.
. Three basic elements to consider are government start-up costs, cost of
operations, costs and benefits to the community and how it might
affect recidivism
. Chief Scott Salley and Judge Ted Brousseau will speak to
jurisdictions that have up-and-running programs to acquire basic
information on the elements that need to be addressed
. Analysis will be done regarding available grants, and an inventory will
be taken as to what local resources that might be able to partner in the
efforts
III. New Business
B. Update on Mental Health Court Concept - Judge Monaco and David
Schimmel
Mr. Schimmel updated the Committee on the mental health court concept as
follows:
. Funding is available
. Judge Monaco is willing to help with the court and learn more about
mental health courts
. Meeting is scheduled with Lee County with Judge Monaco set to
attend in order to learn more as the mental health court has been very
successful in Lee County
. Mike Sedgewick has started a competency restoration project
IV. Comments/Suggestions
Sheriff Hunter suggested GPS could help with tracking for the work restitution
program and work release program.
Mr. Rice volunteered to research GPS technology and will report at the next
meeting in October 2007.
Judge Manalich suggested that GPS might be useful for domestic violence
matters and victim protection.
