I. CALL TO ORDER AND PLEDGE OF ALLEGIANCE
Chair Lewis called the meeting to order at 3:00 PM.
A quorum of three was present. The Pledge of Allegiance was recited.

III. APPROVAL OF AGENDA
Chair Lewis moved to approve the Agenda of the Radio Road Beautification M.S.T.U. as presented.
Second by Mr. Wilson. Carried unanimously 3 - 0.
IV. APPROVAL OF MINUTES – April 19, 2021
Chair Lewis moved to approve the minutes of the April 19, 2021 meeting as presented. Second
by Vice Chair Schoenfelder. Carried unanimously 3 – 0.
Mr. Cooper arrived. A quorum of four was present.
V. LANDSCAPE MAINTENANCE REPORT – Gary Gorden, Superb Landscape
Mr. Gorden reported:
• Gold mound on the first Radio Road median is dying; damaged plants will be replaced.
• Ficus shrubs were pruned.
• Chinch bugs were observed and will be treated with insecticide.
• A quote will be submitted to Staff for replacement of approximately thirty (30) feet of Jasmine
removed to facilitate the irrigation repair.
Chair Lewis motioned to approve an amount up to $1,000.00 to replace approximately thirty feet of
Jasmine plants in the area impacted by the irrigation repair. Second by Mr. Cooper. Carried
unanimously 4 – 0.
VI. PROJECT MANAGER REPORT – Harry Sells
A. Budget Report April 19, 2021
Mr. Sells distributed the “Radio Road MSTU Funds 158 Budget for April 19, 2021 for information
purposes highlighting as follows:

• The FY-21 millage rate of 0.0000, was approved by the Board of County Commissioners (BCC).
The MSTU will be operating off Reserve funding for the year.
• Taxable Value increased 4.15% FY-20.
• Total revenue FY-20 is $658,788.15 including Investment Interest, 2019 Carry Forward
Transfers and Contributions (minus a 5% reserve of $400 – based on Investment Interest of
$8,000.00).
• The budget will be funded by Carry Forward Funds. Income is recorded as a negative
number, expenses positive.
• Operating Expense Budget, a total of Lines 11 through 29, is $129,388.15.
• Commitment’s total $61,323.57; Expenditures $51,435.72.
• Unencumbered Operating Expense funds available are $16,628.86.
• Majority of expenditures fund grounds maintenance for Devonshire Boulevard and irrigation.
• Transfers to 111, Line 34, is for Staff salaries.
• Improvement General Funds, Line 32, in the amount of $100,000.00 are available to finance
special projects or operating expense shortages with a budget amendment approved by the
Board of County Commissioners.
• A budget amendment will be initiated to transfer funds from Improvements General to
Operating Expenses to fund the Rich King Memorial Greenway project on implementation.
• Total Available Balance is $506,828.86.
B. Status of Irrigation System
A design issue with the original mixing chamber resulted in four (4) major leaks, two (2) of which
were at the well.
A surge in the line is activating and de-activating the pump. Repair maintenance is required to
enable the pump to function correctly. A Purchase Order has been written for the components and
Hart’s Electrical will do the repair.
C. Rich King Refurbishment Status Report
Mr. Sells distributed the FPL Entrance to Radio Road plan, Windham Studios Planting Plan and
the Irrigation Plan for the Rich King entrance.
• Florida Power & Light (FPL) will complete light pole and dolly column installation by
May 17, 2021 and pull the wire in July.
• Maximum plant height allowed by FPL is fifteen (15) feet.
McGee & Associates Landscape Modifications
• Pavers, consistent in pattern and color with Devonshire Boulevard pavers, will be installed
between the street and the sidewalk.
• A local supplier could not be identified for the Carmona microphylla; a substitute ground
cover will be selected.
• A single palm, the Florida Thatch Palm, will be utilized in the design.
• Foxtail Fern and Carissa Emerald Fern will be reviewed based on soil conditions and
replaced with alternatives if necessary.
• Ground drip irrigation will be utilized to irrigate the plantings.
• Bahia grass, in lieu of St. Augustine, will be considered for the area due to ease of
maintenance.
Mr. McGee will provide Mr. Sells with a cost estimate for the pavers and plant design.

Mr. Sells will prepare a Scope of Work (SOW) and Request for Quote (RFQ) for BidSync for
distribution pending FPL’s completion of their work.
VII. OLD BUSINESS
Mr. Sells confirmed MSTU meetings can resume at the Berkshire Lakes Clubhouse.
VIII. NEW BUSINESS
A. Recommendation to Appoint New Committee Member to Fill Vacancy
The vacancy on the Radio Road Beautification M.S.T.U. Advisory Board was advertised
in accordance with County policy.
William Gurnee, a twenty-year annual resident of Collier County, expressed his desire to become a
member of the Radio Road Beautification MSTU Advisory Committee.
Chair Lewis moved to recommend the Board of County Commissioners appoint William Gurnee
to the Radio Road Beautification M.S.T.U. Advisory Committee. Second by Mr. Wilson. Carried
unanimously 4 – 0.
IX. COMMITTEE MEMBER COMMENTS
None
X. PUBLIC COMMENTS
Thomas Bullaro, a resident of Glen Eagle, queried regarding landscape maintenance for the sides of Radio
Road and was advised the individual communities own the area to the right-of-way line and are responsible
for planting and maintaining the space.
XI. ADJOURNMENT
There being no further business to come before the Committee, the meeting was adjourned by the
Chair at 3:36 P.M.
