BOARD AND BAYSHORE BEAUTIFICATION MSTU MINUTES OF MAY 5, 2021 JOINT MEETING
The joint meeting of the Bayshore/Gateway Triangle Community Redevelopment Advisory
Board and the Bayshore Beautification MSTU was called to order by Chairman, Maurice
Gutierrez at 5:30 p.m.
I. Roll Call: BGTCRA Advisory Board Members Present: Maurice Gutierrez, Al
Schantzen, Mike Sherman, Steve Main, Camille Kielty, David Slobodien, Karen
Beatty. Larry Ingram had an unexcused absence. Bayshore MSTU Advisory
Board Members Present: Maurice Gutierrez, Sandra Arafet, Jim Bixler, George
Douglas, Bob Messmer, and Susan Crum. John Smith had an unexcused absence.
Virtual Attendance was approved unanimously.
CRA Staff Present: Debrah Forester, CRA Director, Tami Scott, Project
Manager and Shirley Garcia, Operations Coordinator.
II. Pledge of Allegiance
III. Adoption of Agenda: Ms. Forester noted the changes to the agenda to add Items
7 e and 7 f, staff noted the agenda item on the Roundabout at Thomasson Drive
is included due to the number of comments received from the public. Al
Schantzen made a motion to adopt the agenda as amended, Karen Beatty
seconded the motion. Motion passed unanimously.
IV. a. Approval of CRA Minutes: Al Schantzen made a motion to approve the
minutes, Karen Beatty seconded the motion. Approved unanimously.
b. Approval of MSTU Minutes: Sandra Arafet made a motion to approve the
minutes, George Douglas second the motion. Approved unanimously.
V. Community / Business - Presentations
a. Roundabout with Michael Wallrock: Mr. Wallrock made a presentation on
the design of the roundabout at Thomasson and Bayshore focusing on the
safety criteria and confirmed the height of the wall is within the Federal
Highway Safety Standards. The site lines the driver should concentrate on
most is the immediate conflict to the left as well as the pedestrian crossing
ahead. The minimum site line distance ahead is 50 ft and the site lines on the
sides should have at least 150 ft. which the current design meets those
standards, the driver should not concentrate on viewing the traffic across the
roundabout since that will not have direct impact. There was a brief discussion
regarding line of sight for pedestrians, signage, and size. Mr. Wallrock noted
that the roundabout was not a guarantee that crashes would not occur, but it
significantly reduces the number of crashes in comparison to other traffic
control devices and it does slows down the traffic.

a. Hamilton Ave Update – Mr. Barry Williams provided an update of the
Hamilton Ave Project. He noted the previous meetings with the residents of
Danford Street. He will continue to meet with them to address their concerns
regarding sidewalk locations and traffic calming. The residents would
prefer no streetlights, conduit may be installed as part of the project for
future lighting needs. Mike Sherman asked if Mr. Williams had any contact
with the HOA in Windstar because there are a lot of curious residents who
do not know a lot about the project who exit through the south gate of
Windstar onto Hamilton Ave. Mr. Williams will reach out to the president
of the HOA. The target for construction start of the project is October 2021.
Sandra Arafet mentioned her concerns with the mailboxes being relocated
to the south side of the street and noted a safety issue with residents crossing
the street to check their mail with the high volume of traffic and speeding.
Mr. Williams stated he will continue to work with residents regarding their
concerns.
b. Fire Suppression 3 Road Closure update – Tami Scott, Project Manager
provided an update on the upcoming road closure schedule and detour
routes that will impact Coco and Areca Ave when exiting and entering
Bayshore Drive starting on the 10th of May.
c. Access Management Plan Update – Debrah Forester noted that
Transportation Planning is still reviewing the scope of work.
d. Holly Ave Clean-up May 8 – Debrah Forester reminded the committee
about the cleanup and noted that flyers were distributed on both Holly and
the other streets south of Bayshore.
VII. New Business:
a. CRA First Quarter Building Permits - Ms. Forester provided the listing.
b. CRA Residential Grant Application Requests- Ms. Forester presented
two 2 residential grants that were time sensitive and noted if the Advisory
Board approved them CRA staff would continue to work with the applicants
to complete the application package and prepare the Executive Summary
for CRA Board approval. 1. Ozzlyn Gardens for dumpster enclosure,
parking lot resurfacing and removal of the tree that interferes with the
dumpster. 2. Mike Vandersteel for replacement of the roof. Staff provided
clarification on the open Code Enforcement Case related to Ozzlyn Gardens
boat dock. Al Schantzen made a motion to approve Mr. Vandersteel’s grant,
second by Karen Beatty passed unanimously. Camille Kielty made a motion
to approve Ozzlyn Garden grant, second by Karen Beatty passed
unanimously. Maurice Gutierrez mentioned that the apartments on his street
were able to get individual garbage cans to alleviate the large dumpster and
Waste Management trucks issues with turning around on their dead-end
street. Representative from Ozzlyn Gardens said he would bring it up at
their next HOA meeting.
c. MSTU Mileage – Ms. Forester asked for a motion to approve mileage
neutral or tax neutral, in subsequent years the advisory committee have

voted on mileage neutral. Sandra Arafet made a motion to approve mileage
neutral, second by Bob Messmer passed unanimously.
d. FRA Conference – Ms. Forester asked if any board members would like to
attend the FRA conference Maurice Gutierrez and David Slobodien both
wanted to attend the conference. Ms. Forester asked if they wanted to stay
in the hotel during the conference to let staff know.
e. Swamp Axe Alcohol Distance Waiver- The owners of the Swamp Axe
attended to request support from the CRA Advisory Board for the distance
waiver to sell alcohol on-site less than 500 feet from a childcare center that
they are seeking from the County. The owners gave a brief description of
the location comparative to the location of the daycare center which has a
few concrete walls and an 8ft. chain link fence with barbwire between the
locations. After some brief discussions and questions from the Board, Steve
Main made a motion to support the waiver, second by Karen Beatty. Passed
unanimously.
f. Bayshore Shuttle Grant Application- Ms. Forester noted the additional
information that was distributed to the Board regarding this item and
recognized Omar Deleon, Transit Manager attending virtually to provide
additional information on the grants available. Ms. Forester explained the
FDOT grant opportunity which required a 50/50 match from the Bayhshore
CRA. There are 2 opportunities to apply, one grant for operating cost and
one for the capital expenses to purchase the shuttle. The cost estimates were
presented, and staff reviewed the two options, providing the service only
during season or to operate it year-round. Ms. Forester talked about a few
opportunities to work with the businesses to help support the bus. There was
some discussion about advertising on the bus to apply some funding for
running the shuttle, Omar Deleon will look into advertising on the bus to
see how to get that approved or their advertising policy amended by the
Board of County Commissioners. Consensus was reached that it would be
best to provide the service year-round service. Steve Main made a motion
to apply for the grants based on year-round grants applications submittal,
second by Mike Sherman. Passed unanimous.
VIII. Work Plans –
a. Redevelopment Plan FY21 Second Quarter Review
b. CRA– Ms. Forester noted that the reason we are doing the joint meeting
tonight was because the CRA/MSTU have overlapping projects that will
require a partnership between the 2 funds. The overview of the quarterly
status was discussed. Ms. Forester asked if anyone had any projects not
identified and those could be brought forward at the next review. She noted
that staff will be bringing forward revisions to the CRA grant program as
previously discussed to help facilitate an easier application process and
requirements for the residential grants. Al Schantzen asked to put money in

Marketing and Economic Development. Ms. Forester will add that in the
work plan.
c. MSTU- Ms. Forester went over the projects in the committees work plan
for this and next fiscal year. Staff is working on a new landscaping contract
to bring back for review in the coming meetings.
IX. Staff Report:
a. CRA Directors Report- Ms. Forester provided the CRA report and
asked if anyone had any questions. She noted the demolition of the
buildings at the Mini-Triangle property.
b. Project Manager Report- Tami Scott provided an update on the
Thomasson Drive project, there were a couple of change orders that added
additional days and weather days if needed. There is 53 days left in the
project. The roundabout has some signage, paver apron is going in and the
crosswalks are marked. The CRA parking lot has some delays, one is for
the lighting and one is for the block for the wall they do have a 30-day
extension on that project. Staff is working on additional streetlights for the
Sabal Shores neighborhood, staff will be seeking public input on the
placement of the lights soon. Al Schantzen mentioned that Stock
Development purchased the South Bayshore Drive vacant land between
south Bayshore and Hamilton Ave from Isles of Collier.
c. Maintenance Report: Ms. Forester provided the current maintenance
report. No questions.
d. Financial Report: Ms. Forester provided the current financial report. No
questions.
X. Other Agency’s:
a. Collier County Code Enforcement: John Johnson, presented the Code
enforcement report attached to the agenda packet. Ms. Beatty asked about
the property located at the corner of Areca and Bayshore. Mr. Johnson
mentioned the owner of the property passed away and the tenant has been
removing and cleaning up the property. He is in contact with the trustee of
the property and the tenant to continue abating the violation. Al Schantzen
thanked Mr. Johnson for all his hard work but wanted to mention that the
bank going into the corner of US41 and Bayshore Drive has blocked off the
pedestrian sidewalk and the pedestrians have to walk onto US41 to go
around the cones blocking. Mr. Johnson will investigate it. Mr. Schantzen
asked about the propane tanks at Celebration Park and Mr. Johnson noted
that they do have a case and he is waiting for the inspectors to go out and
make a determination to address the issues. Ms. Arafet asked about the

corner house on Danford, Mr. Johnson has tagged the unlicensed vehicles,
but the unfinished home has not been addressed yet.
XI. Communications and Correspondence:
a. A New Dawn for East Naples- Ms. Forester provided the article on the
mixed-use project in the gateway triangle.
b. In the Know, Gulfshore Playhouse- Ms. Forester provided the article
from the Naples Daily News highlighting Gulfshore Playhouse.
c. In the Know, 2435 Pine St – The article attached highlighted the new man
cave but removed the doggy day care portion of the project.
d. $10.5 Million Pump House – This article references an upgraded pump house
that services the areas pump station.

XIII. Advisory Board General Communications: Ms. Kielty asked about
the promenade of Naples Boat Yard and asked if anyone had any input
on the proposed rezone. Ms. Forester wanted to remind the board of the
NIMS meeting and if anyone wanted to give any input, they could do it
there. Staff will try and invite them back to a meeting to do another
presentation.

Project Location:
The project is in two (2) location within the Bayshore Gateway Triangle Community Redevelopment Area
(BGTCRA). The areas of the project mostly consist of residential street and swale stormwater
management systems with a few stormwater management outfalls. The project areas are very low in
elevation with high water table issues and are near or adjacent to coastal tidal waters. One area
consisting of approximately three (3) street (Weeks Avenue, Becca Avenue and Pine Street) are low in
elevation and outfall directly to coastal waters and have an approximate drainage basin area of 40 acres.
The BGTCRA Area 4 consists mostly of residential roadside swales that abut a few commercial properties
and a school. Area 4 has a drainage basin area of approximately 30 acres and outfalls into the US 41
FDOT stormwater management system.

Project Description:
The project is for engineering services to complete a detailed stormwater management performance
assessment of the two project areas and provide construction ready design/permitted plans with
bidding documents and services along with after-construction project close out services.
Need for Reconstruction:
These two project areas were identified as needing stormwater management infrastructure
improvements in a 2009 Q. Grady Minor Tertiary Stormwater Improvement Plan for the CRA Gateway
Triangle Residential Area and a 2011 Q. Grady Minor Tertiary Stormwater System Improvement Plan for
the Bayshore MSTU Area. On October 23, 2020 the CRA stormwater sub-committee selected these two
(2)areas as top priorities to improve the level of stormwater management services within the BGTCRA.
These two (2) areas will be treated as separate projects in order to facilitate construction based on
available budget.
Design Scope Outline:
The County desires a proposal to provide professional engineering services to perform an infrastructure
stormwater management site assessment of the proposed work areas; complete the design and
permitting; provide construction bidding documents and services; and project close out
services/documents; to include at minimum:

Civil Engineering Lump Sum Proposal Quote
Mr. Orth:
Blot Engineering Inc. (CONSULTANT) appreciates the opportunity to provide Collier County
(COUNTY) with this lump sum proposal quote for Civil Engineering services on the above project
pursuant to our Professional Services Agreement CCNA Contract #18-7432-CE. Per your email received
1/05/21 (with follow-up meetings and emails), it is our understanding that the COUNTY would like to
have CONSULTANT design stormwater management infrastructure improvements for these two mostly
residential areas. Further project location and project description information has been provided in your
1/05/21 Project Description and Design Scope of Work document included in your 1/05/21 email, and is
attached to this proposal for reference.
Additional details regarding the proposed scope of work tasks, schedule, and fees are included below.
SCOPE OF WORK
TASK 1: SITE ASSESSMENT
• Initial Kickoff Meeting: CONSULTANT will meet with COUNTY staff to confirm project
objectives and standards for completing the work.
• Perform utility locate (GPR) field investigation within the right of way along the project streets to
gather data on existing underground lines within the project limits.
• Perform up to eight (8) soft dig field investigations to gather data on existing underground lines
within the project limits.
• Perform Specific Purpose Survey to provide limited topo along project streets at 20-foot cross
sections to locate existing swales, drives, inlets, pipes, and improvements. Easements will be
shown per the recorded subdivision plat. Other easements, if any, will be shown only if provided

by the COUNTY. Preparation of a DTM Surface file is excluded and not anticipated for this
project.
• Review previous stormwater infrastructure reports and record drawings for the existing water,
wastewater, roadways, and drainage system. COUNTY staff will provide readily available record
drawings to the CONSULTANT.
• Perform field investigation, data gathering, and assess project boundaries.
• Perform limited stormwater modeling to assess basic flows of existing conditions along street
storm swales for the purpose of confirming existing storm piping size is adequate, or justifying
the need for larger size storm piping.
• Provide Site Assessment Summary Letter outlining findings.
• Provide consultation meeting with COUNTY to discuss site assessment and anticipated general
design strategy for stormwater improvements.
• Task 1 Deliverables:
o Issue digitally signed and sealed copy of Specific Purpose Survey drawings.
o Issue Site Assessment Summary Letter.
o Hold consultation meeting with COUNTY.
TASK 2: DESIGN AND PERMITTING
• Design site plans, grading and drainage plans, stormwater utility connection plans, and details for
the proposed stormwater improvements. It is assumed that no utility design (relocation) will be
required.
• Mangroves identified in a functioning drainage easement that require trimming/removal shall be
identified on plans. Any required tree mitigation plans and permitting is assumed to be
performed by the Contractor.
• Prepare & submit 30%, 60%, and 90% design drawings to COUNTY for review/comment.
COUNTY review period of 14 days each is assumed for design reviews.
• Attend up to two (2) CRA meetings to answer questions from the CRA board and the community.
• Prepare and File Request for Verification of an Exemption from ERP with SFWMD.
• Prepare & submit 100% design drawings to COUNTY. Documents to include construction
drawings, bid schedule, and Engineer’s Opinion of Probable Cost Estimate.
• Task 2 Deliverables:
o Issue design reviews at 30%, 60% and 90%.
o Attend up to two (2) CRA meetings.
o Issue Request for Verification of an Exemption from ERP with SFWMD.
o Issue 100% design drawings (incl. Engineer’s Opinion of Probable Cost)
TASK 3: BIDDING AND CONSTRUCTION
• Provide bidding services to include attending pre-bid meeting (if required), responding to
contractor bid questions, reviewing bids, and providing recommendation of award to COUNTY.
It is assumed that the “Front End Documents” for the Bid Documents will be provided by
COUNTY Procurement.
• Construction Contract Administrative Services.
o Attend pre-construction meeting (if required).
o Review Contractor submittals and respond to Contractor RFI’s as requested by the
COUNTY.
o Provide limited observational services during the construction of the project (budgeted 1
visit per week for estimated 26 weeks of field construction per project area – 52 weeks of
field construction total).

o Review Contractor pay applications along with COUNTY and COUNTY CEI and
provide rejection/approval.
o Attend two (2) substantial completion walk through meetings in the field with COUNTY
(one for each project area).
• Task 3 Deliverables:
o Perform bidding services
o Perform Construction Contract Administrative Services.
TASK 4: PROJECT CLOSEOUT
• Prepare and issue As-Built Record Drawings incorporating Contractor-supplied as-built redlines.
Contractor responsible for providing a record survey and as-built redlines as required for project
closeout documentation.
• Submit Contractor-supplied warrantee documents and close-out letter to COUNTY.
• Task 4 Deliverables:
o Issue As-Built Record Drawings.
o Issue Contractor-supplied warrantee documents to COUNTY.
SCHEDULE (cumulative number of calendar days).
Work to be completed within 1442 calendar days (206 weeks) after fully executed Work Order and
Notice to Proceed.

Clarifications & Exclusions
1. It is our understanding that all work will be within existing COUNTY Right-of-Way; and as such,
preparation of ROW sketches and legal descriptions for proposed easements is excluded.
2. COUNTY has a separate project at the south end of Mangrove Ave to replace a seawall; and has
indicated an inlet box and outfall pipe will be designed separately under that project.
3. COUNTY to provide existing LIDAR GIS stormwater flow/structure maps of the project areas in
pdf format as required for CONSULTANT’s use in performing services.
4. Per 1/05/21 email from COUNTY and follow-up discussions, COUNTY has indicated an ERP
SFWMD permit will not be required and no further evaluation of the existing stormwater
management system is required aside from the limited stormwater modeling described in the
above scope of work for pipe sizing purposes. Therefore SFWMD regulatory permitting scope of
work for this project is limited to filing only a Request for Verification of an Exemption with

5. Regulatory permitting is assumed to be limited to COUNTY permitting and review only since
scope of work does not anticipate modifications to any existing FDOT or DEP permitted control
structures. Should FDOT or DEP regulatory permitting be required, the COUNTY will be
consulted and approval of additional fees will be obtained before continuing with additional
permitting work.
6. Any required MOT design, ROW permitting, and ERP SFWMD construction dewatering activity
permitting is assumed to be performed by Contractor.
7. Permitting and regulatory fees are excluded, and are assumed to be paid by COUNTY (if
required).
8. After completion of Design and Permitting phase of work, it is acknowledged that COUNTY may
put the project on hold. If Bidding/Construction/Project Closeout phase is delayed due to a hold,
it is assumed the overall schedule shall be extended proportionate to the time on hold, and that
CONSULTANT’s fee shall be increased (if required) in accordance with current CCNA contract
rates in place at the time the project is taken off of hold.
9. Preparation of asset transfer documents are excluded, and are not anticipated.
10. Construction Engineering and Inspection services (CE&I) are excluded.
11. Geotechnical services, benthic surveys, and environmental services are excluded as they are not
anticipated for this project.
12. Unusual boundary issues such as conflicting deeds, gaps, overlaps and/or lines of occupation with
adjoiners may require additional efforts that could require additional fees. Should these types of
issues arise, the COUNTY will be consulted and approval of additional fees will be obtained
before continuing with the survey.
13. Soft digs within pavement excludes flowable fill, milling or overlay. Soft digs within pavement
will be limited to asphalt removal and cold patch only. Up to eight (8) soft digs are provided for
the above scope of work. Should additional soft digs be required for the project, CONSULTANT
will identify the additional scope and fees and submit to COUNTY for approval.
14. CONSULTANT proposes to utilize E.F. Gaines Surveying Services, Inc. as our surveyor sub-
consultant (see attached quote).
15. CONSULTANT proposes to utilize Earthview, LLC as our utility-locate and soft-dig sub-
consultant (see attached quote).
16. If, due to unforeseen conditions, the project scope is significantly changed during
design/construction and goes outside of the above described scope, CONSULTANT will identify
additional scope and fees and submit to COUNTY for approval.
17. This proposal is honored for a period of 60 days.

Project Location:
The project is in two (2) location within the Bayshore Gateway Triangle Community Redevelopment Area
(BGTCRA). The areas of the project mostly consist of residential street and swale stormwater
management systems with a few stormwater management outfalls. The project areas are very low in
elevation with high water table issues and are near or adjacent to coastal tidal waters. One area
consisting of approximately three (3) street (Weeks Avenue, Becca Avenue and Pine Street) are low in
elevation and outfall directly to coastal waters and have an approximate drainage basin area of 40 acres.
The BGTCRA Area 4 consists mostly of residential roadside swales that abut a few commercial properties
and a school. Area 4 has a drainage basin area of approximately 30 acres and outfalls into the US 41
FDOT stormwater management system.

Project Description:
The project is for engineering services to complete a detailed stormwater management performance
assessment of the two project areas and provide construction ready design/permitted plans with
bidding documents and services along with after-construction project close out services.
Need for Reconstruction:
These two project areas were identified as needing stormwater management infrastructure
improvements in a 2009 Q. Grady Minor Tertiary Stormwater Improvement Plan for the CRA Gateway
Triangle Residential Area and a 2011 Q. Grady Minor Tertiary Stormwater System Improvement Plan for
the Bayshore MSTU Area. On October 23, 2020 the CRA stormwater sub-committee selected these two
(2) areas as top priorities to improve the level of stormwater management services within the BGTCRA.
These two (2) areas will be treated as separate projects in order to facilitate construction based on
available budget.
Design Scope Outline:
The County desires a proposal to provide professional engineering services to perform an infrastructure
stormwater management site assessment of the proposed work areas; complete the design and
permitting; provide construction bidding documents and services; and project close out
services/documents; to include at minimum:

services to Blot Engineering for a drainage improvement project along the roadways within Area 4 as shown on an exhibit
provided by the client via email on March 23, 2021. The roadways within the Project Area are as follows: Shadowlawn Dr
- 430 LF; Bayside Dr - 980 LF; Andrew Dr - 2200 LF; Caldonia Ave - 640 LF; Calusa Ave - 640 LF; for a total roadway
length of 4890 LF. The limits of the Survey Project Area are from the R/W line to R/W line.
PROJECT SCOPE: Prepare a Topographic Survey of the above Survey Project Area consisting of the following tasks:
1. Research Subdivision Plats, deeds, NGS benchmarks; prepare Cadd drawing with R/W lines, lot lines, parcel lines,
easements per the recorded subdivision plat (other easements, if any, will be shown only if provided).
2. Set 4-6 project control points/benchmarks, obtain GPS horizontal positions, establish elevations based on optical level
loop from nearest NGS benchmark. Locate sufficient monumentation show the approximate location of the R/W lines.
3. Obtain a cross-section of elevations along the roadways (from R/W line to R/W line) at 20' intervals.
4. Locate existing improvements such as edge of pavement, sidewalks, curbing, driveways, manholes, culvert pipes, catch
basins, swales, trees (edge of vegetation only for heavily vegetated areas), signs, mailboxes, fences, power poles, guy
anchors, and above ground and visible evidence of utilities.
5. Obtain pipes sizes, materials, and invert elevations for manholes, catch basins, inlets, culverts, control structures.
6. Obtain elevations beside and behind the five duplex buildings located at northern end of Andrew Dr.
DELIVERABLES: Digitally signed PDF of the Topographic Survey along with an AutoCAD drawing file (Civil 3D
version 2018 or newer) and an ASCII Point File (no DTM to be provided at Client's request).
FEE: The above described services and deliverables will be provided for the fixed fee amount of $23,270.00. Progress
invoices will be sent monthly reflecting the amount of work completed for that period. Payment is due within 30 days of
receipt of invoice. ADDITIONAL FEE (for return visit to locate soft-dig stakes if needed and add to drawing): $1,100.00

F. Bayshore/Gateway Triangle Redevelopment Overlay
The Bayshore/Gateway Triangle Redevelopment (BGTR) Overlay, depicted on the Future Land
Use Map, is within the boundaries of the Bayshore/Gateway Triangle Community
Redevelopment Plan adopted by the Board of County Commissioners on June 13, 2000, as
updated by Board Resolution 2019-75. The intent of the redevelopment program is to
encourage the revitalization of the Bayshore/ Gateway Triangle Community Redevelopment
Area (BGTCRA) by providing incentives that will encourage the private sector to invest in this
urban area. This Overlay allows for additional neighborhood commercial uses and increased
intensity and higher residential densities that will promote the assembly of property, or joint
ventures between property owners, while providing interconnections between properties and
neighborhoods. The intent of this BGTR Overlay is to allow for more intense development in
an urban area where urban services are available. Two zoning overlays have been adopted
into the Collier County Land Development Code to aid in the implementation of this Overlay.
Within the BGTR Overlay a density bonus pool has been established to incentivize investment
within the BGTCRA. The density bonus pool units available to a project are to incentivize
redevelopment and to promote investment in the public realm. After the [effective date of
Ordinance], all projects utilizing the density pool are subject to the access and public realm
requirements. The following provisions and restrictions apply to this Overlay:
(XLVII)1. Mixed-Use Development: A mix of residential and commercial uses is permitted. For
such development, commercial uses are limited to C-1 through C-3 zoning district uses,
except as otherwise provided for in the Mini Triangle Subdistrict; hotel/motel use;
theatrical producers (except motion picture), bands, orchestras, and entertainers; and,
uses as may be allowed by applicable FLUE Policies. Mixed-use projects will be
pedestrian oriented and are encouraged to provide access (vehicular, pedestrian,
bicycle) to nearby residential areas. The intent is to encourage pedestrian use of the
commercial area and to provide opportunity for nearby residents to access these
commercial uses without traveling onto major roadways. Parking facilities are
encouraged to be located in the rear of the buildings or in parking structures that may be
below, at, or above grade, with the buildings oriented closer to the major roadway to
promote traditional urban development.
(XLVII)2. Residential uses are allowed within this Overlay. Permitted density shall be as
determined through application of the Density Rating System, and applicable FLUE
Policies, except as provided below, or as may be limited by a zoning overlay, or as
otherwise provided within the Mini Triangle Subdistrict.
3.Non-residential/non-commercial uses allowed within this Overlay include essential
services; parks, recreation and open space uses; water-dependent and water-related
uses; child care centers; community facility uses; safety service facilities; and utility and
communication facilities.

4.Density Bonus Pool for mixed use development. Properties with access to US 41 East
and/or Bayshore Drive and/or Davis Boulevard (SR 84) and/or the west side of Airport-

when the BCC adopts, by LDC amendment, limitations and a cap on the use of the 388
density pool units for any one project. In order to be eligible for this higher density, the
project must be integrated into a mixed-use development with access to existing
neighborhoods and adjoining commercial properties and comply with the standards
identified in paragraph no. 89 and no. 15, below, except for mixed use projects
developed developments within the “mini triangle” catalyst project site as identified on
the Bayshore/Gateway Triangle Redevelopment Overlay Map. The “mini triangle”
catalyst project site is eligible for the maximum density of 12 units per acre, with
development standards as contained in the Gateway Triangle Mixed Use Overlay
Zoning District zoning overlay, adopted February 28,2006 (Ordinance No. 06-08), and
amended December 14, 2006 (Ordinance No. 06-63), and subsequently amended. For
projects that do not comply with the requirements for this density increase the criteria
established herein for density bonus pool eligibility, their density is limited to that
allowed by the Density Rating System and applicable FLUE Policies, except as may be
limited by a future the applicable zoning overlay. Properties located within the Mini
Triangle Subdistrict are exempt from this paragraph.
(XV)(XXXII)(XLIV)(XLVII)
5.Density bonus pool for residential-only projects on Bayshore Drive. Properties having
frontage on one or more of Bayshore Drive, Davis Boulevard, Airport-Pulling Road
(west side only) or US 41 East, may be allowed to redevelop as a residential-only project
at a maximum density of eight (8) residential units per acre via use of the density bonus
pool identified in paragraph 11 pool identified in paragraph 12, except that no project may
utilize more than 97 units – 25% of the 388 total density bonus pool units available or
10 units, whichever is greater. The 97 unit cap will terminate when the BCC adopts, by
LDC amendment, limitations and a cap on the use of the 388 density pool units for any
one project.
In order to be eligible for this higher density the redevelopment the density bonus pool
units, the residential-only project along Bayshore Drive must comply with the following:

6.Density Bonus Pool for Multi-Family or Mixed Use developments up to 2 acres in size.
Up to 2 additional dwelling units per acre, are allowed to be allocated to multi-family or
mixed use developments through a limited density bonus pool allocation from the
density bonus pool identified in paragraph 12, subject to eligibility criteria listed in a-e
below.
a.The development shall be within a zoning district or overlay zoning district that
permits multi-family development or mixed use development.

be granted for property that is subdivided after the [effective date of Ordinance],

d.The development must satisfy the development standards of the Bayshore Mixed
Use Overlay Zoning District or the Gateway Triangle Mixed Use Overlay Zoning
District and applicable standards of the Limited Density Bonus Pool Allocation in
the Land Development Code.
e.Development must comply with eligibility criteria in paragraph no.15 below.
(XV)(XXXII) 67. For parcels currently within the boundaries of Mixed Use Activity Center #16, land uses
will continue to be governed by the Mixed Use Activity Center Subdistrict, except
residential density may also be increased through the density bonus pool as provided
for in paragraphs 4 and 5 through 6, above. The development standards of the
Bayshore Drive Mixed Use Overlay Zoning District or Gateway Triangle Mixed Use
Overlay Zoning District in the Collier County Land Development Code, whichever is
applicable, shall apply to all new development within the Activity Center.
(XV)78. Existing Underlying zoning districts for some properties within the Bayshore/Gateway
Triangle Redevelopment BGTR Overlay allow uses, densities and development
standards that are inconsistent with the uses, densities and development standards
allowed within this Overlay. These properties are allowed to develop and redevelop in
accordance with the uses within their existing underlying zoning until such time as a
zoning overlay is adopted which may limit except for prohibited uses established within
section 4.02.16 of the LDC. For such prohibited uses existing as of [effective date of
Ordinance], the use may continue to operate as identified within LDC section 9.03.00-
Nonconformities.

89.To qualify for twelve (12) dwelling units per acre, as provided for in paragraph no. 4
above (Density Bonus Pool for mixed use developments), or as otherwise permitted
within the Mini Triangle Subdistrict, mixed use projects within the Bayshore/Gateway
Triangle Redevelopment BGTR Overlay must comply with the design standards of the
Bayshore Drive Mixed Use Overlay Zoning District or Gateway Triangle Mixed Use
Overlay Zoning District in the Collier County Land Development Code, whichever is
applicable, or in the case of the Mini Triangle Subdistrict, mixed use projects may utilize
the design standards set forth in the Mini Triangle Subdistrict and its implementing
MPUD zoning.
(XXXII)(XLIV) 910. For density bonuses provided for in paragraphs nos. 4 and 5 through 6 above, base
density shall be per the underlying zoning district. The maximum density of twelve (12)
or eight (8) units per acre shall be calculated based upon total project acreage. The
total project acreage may be counted for density purposes. The bonus density
allocation is calculated by deducting the base density of the underlying zoning
classification from the maximum density being sought. The difference in units per acre
determines the bonus density allocation requested for the project.

1011. Only the affordable-workforce housing density bonus, as provided in the Density Rating
System, and the density provided for within the Mini Triangle Subdistrict are allowed in
addition to the eligible density provided herein. For all properties, the maximum density

allowed is that specified under Density Conditions in the Density Rating System, except
as provided for within the Mini Triangle Subdistrict.

11 12. Density Bonus Pool. A maximum of 388 dwelling units are permitted were originally
allocated to be utilized in this BGTR Overlay for density bonuses, as provided in
paragraphs nos. 4 through 6 and 5 above and paragraph no.14 below. This The 388
dwelling unit density bonus pool corresponds corresponded with the number of dwelling
units previously entitled to the Botanical Gardens sites prior to their rezone in 2003 to
establish the Naples Botanical Gardens PUD. Projects within the “mini triangle” are not
required to utilize this density bonus pool.
The Density Bonus Pool will be updated and tracked by the County Manager or
designee. The Density Bonus Pool can be increased by Resolution of the Board of
County Commissioners through allocation of residential units that are not developed.
The residential units not developed will be permanently dedicated to the Density Bonus
Pool via a legally recorded instrument that restricts the property from developing the
dedicated units in the following circumstances:
a. A property with a residential density entitlement transitions to a governmental, civic
or institutional use, similar to the transition of the Botanical Gardens site to the
Naples Botanical Gardens PUD, or
b.A property with a residential density entitlement transitions to a commercial use,
or
c.A residential development is developed with fewer units than otherwise would be
allowed per the eligible density of the underlying zoning district.
(XV)(XXXII) 12 13. The Botanical Garden, Inc. properties located in Section 23, Township 50 South, Range
25 East, and shown on the Bayshore/Gateway Triangle Redevelopment Overlay Map,
shall be limited to non-residential uses except for caretaker, dormitory, and other housing
integrally related to the Botanical Garden or other institutional and/or recreational open
space uses.
14.The 9.93± acre Camden Landing Residential Planned Unit Development (RPUD)
property located on the northeast corner of Bayshore Drive and Thomasson Road in
Section 14, Township 50 South, Range 25 East, and shown on the Bayshore/Gateway
Triangle Redevelopment Overlay Map, shall be allowed up to 127 market rate multifamilv
dwelling units, limited to townhouse and condominiums. No rental apartments shall be
permitted. The maximum density allowed shall be 12.8 dwelling units per acre for a
maximum of 127 dwelling units (achieved through the utilization of 97 dwelling units from
the existing density bonus pool established within the Bayshore/Gateway Triangle
Redevelopment Overlay and 30 base dwelling units for which the site qualifies). A
maximum of ninety-seven (97) density bonus pool units, as provided by the
Bayshore/Gateway Triangle Redevelopment Overlay (B/GTRO) in the Future Land Use
Element of the GMP, are available for this RPUD for a period of seven (7) years from
the date of approval of this PUDA. If, after seven (7) years, any of the bonus units have
not been utilized, the bonus units shall expire and not be available unless authorized by
the Board of Zoning Appeals.
135.For eligibility to utilize the density bonus pool, the project’s vehicular access shall not be
gated, and the project shall provide public realm improvements. Public realm
improvements are outlined within Objective 1, 2 and 3 of Element 5.3.2 and Objective 3
of Element 5.3.5 of the Bayshore Gateway Triangle Community Redevelopment Plan
(adopted by Board Resolution 2019-75); the adopted Bayshore Gateway Triangle

1.MINI-TRIANGLE
Gateway Mini Triangle PPL: PL20200001193
Metropolitan Naples - 5.27 ACRE CATALYST SITE - The closing of this site took place on November 13,
2020. Subdivision Split proposed to create three parcels with the intent to have separate Site
Development Plans for each one. One parcel -totaling approximately 1.6 acres sold to Naples Triangle
Development on November 13 (simultaneous closing).
Application submitted on Dec. 22 for Subdivision Construction Plans and Plat. This project proposes to
create 3 separate parcels with the intent to have separate SDP’s for each parcel. Drainage Easement is
being processed through GMD. Demolition of buildings is complete.
Cell Tower Relocation Agreement – The new cell tower at the Kirkwood site was fully
operational. The old tower was demolished on January 21. Final payment to Crown Castle will be
paid within 60 days of final completion notice of the new tower is received. Inspection resulted in
additional revisions. Building Permit expiration June 26 2021.

Naples Triangle Development (NTD) is submitting for Site Development Plan approval to construct. 240
luxury apartments. Construction anticipated to commence in January 2022.
2.DEL’S PROPERTY ACQUISITION - Closed on November 20, 2020. Notice to vacate by January
19, 2021 issued. Survey of property identified some issues. Staff is working with legal to
determine solution. Following survey, demolition of the warehouse and retail store will begin.
Bids to complete minor renovations to Boatyard building in process. Staff is using facility for
storage. Following demolition, highest and best use analysis to be conducted.
3.PUBLIC ART PLAN – Draft Plan is complete and approved by CRA Advisory Board and is
scheduled for June 22 BCC Meeting. County has posted position for Arts and Cultural
Manager (application period closed 052721).
4.17 AC BOARDWALK - Five proposals were received to develop a master plan for the site and
design and permit and develop construction drawings for the boardwalk on a 17+/- acre parcel
connecting the site to Sugden Regional Park. Short list of 3 proposals were reviewed and ranked
by the selection committee. Recommendation to negotiate with the top firm going to the BCC on
June 22.
5.BRANDING - Paradise Advertising and Marketing, Inc. – Phase 1 will begin after Public Art Plan
has been considered by BCC.
6.BAYSHORE ACCESS MANAGEMENT PLAN – Staff is negotiating with Stantec to develop a
scope of work that will do the sub-area modeling of the district as requested by Collier
County Growth Management Department (GMD). GMD is reviewing scope of work.
7.COASTERS/SHUTTLE SERVICE – Grant Application not submitted. Option to fund shuttle
from CRA funds and will require BCC/CRA approval. Coasters and Posters were
distributed the week of November 23 and will continue through the end summer. Results
as of April 4, 2021: 285 responses. 221 responded in favor of the shuttle. Those that voted
against the shuttle sited waste of tax payer money and it would become a “drunk bus.”
Next step is to reach out to business owners to get their interest and comments.
8.LAND USE REGULATIONS – Revision were presented to Growth Management staff to
determine review and public hearing schedule. Review in progress with anticipated
presentation to Planning Commission in November 2021. Johnson Engineering will
continue to facilitate the process. Their contract deadline is December 31, 2021. Bonus
Density Comprehensive Plan Amendment and start the public hearing process: June 17
Planning Commission; July 13 BCC Transmittal Hearing.
9.US41 FDOT Safety Improvement Project – Construction is anticipated to begin in August
2021 and there are 300 calendar days of contract time. Tentative completion May 2022.

awarded and managed by Transportation Planning department. Project will begin
following the US 41 FDOT project is completed. The sidewalk will be placed on the

12.Pine Street – FDOT Funded Becca to US41 – PE 2022/2023. Construction 2024/2025. Will
coordinate with stormwater study.
13.Palm Street and Washington Avenue - Stormwater/Capital Projects: Addressing
complaints about tidal water backflowing into the swales. Main objective is to install 2
catch basins with backflow preventers inside and piping to provide flow connectivity:
and regarding the swales. Kyle Construction awarded the contract. Expect construction
to start in early April. Total duration is 40 days. (Attachment 1)
14.Lake Kelly Ditch Maintenance - The scope is to remove vegetation and trees from the channel
and the banks. The intended outcome is to get the trees, vegetation, and debris out of the ditch
to improve flow. Project Schedule – Lake Kelly Outfall Ditch Project will be getting underway the
week of June 7 starting on the south end of the project. Ditch banks not included in this project,
might Capital Improvements Division is open for future discussion once this project is

Fire Suppression Phase 3 has been approved and the contract with Andrews Siteworks, LLC in the amount of $658,560.00
has been executed. This project will commence on Janua1y 27, 2020, the contractor will start the project at the intersection
of Areca Avenue and Basin Street. This project included Areca Avenue, Coco Avenue, Basin Street, Canal Street and
Captains Cove. The contract schedule requires a 150-day substantial completion and a 180-day final completion. The
construction team Identified a glitch, and we expect a small delay in obtaining additional permits.
Andrew Sitework is making the final connection the new waterlines to the existing 18" watermain, this step will require
additional work as the existing watermain is lower in the ground than anticipated. Additional Maintenance of Traffic and
dewatering methods will be needed.

CRA Parking Lot:
CRA parking lot has been approved and the contract with Fort Construction Group of Naples Inc in the amount of
$472,772.25 has been executed. This project will commence on Januaty 4, 2021, the contract schedule requires a 150-day
substantial completion and a 180-day final completion. Stormwater chamber system has been installed and inspected.
The importation and exportation of fill has been complete, the site has been graded. The surveyors have laid out the entire
parking lot. Parking lot areas has been backfilled, graded, and compacted. Concrete curbing installed and concrete sidewalk
schedule for week of May 25, 2021.
We have scheduling delays with some of the key products, decorative concrete block, light poles, PM will prepare a no cost
change order for additional time. Delay in products will delay the substantial completion date by 30 days.
New completion date of 8-2-2021.
Bayshore landscaping and Bridge:
Staff is continuing its efforts with landscape beautification.
Bridge Baskets have been changed out.
MSTU Landscape Contract:
Contract is going back out to bid anticipate new bids early June 2021.
Moorhead Manor:

CRA staff is working with Collier County GMD Capital Project Planning, Impact Fees, & Program Management,
Stormwater Management Section on a new project titled CRA Bayshore Gateway Triangle Area 4 and Pine, Becca, and
Weeks Storm water Improvements. Blot Engineering, Inc of Cape Coral, FL 33904 has been selected as the engineer of
record and is waiting to review their proposal.
South Bayshore renovation:
Staff has been tasked with revisiting this project, additional information from Isles of Collier is needed to access how to
move forward. A community meeting will be scheduled for discussion.
Sabal Shores street lighting:
Staff has been tasked with evaluating the existing street lighting in the sabal Shores community, a community meeting will be
scheduled for discussion. CRA staff met with FPL representative on May 21, 2021.
Linwood Way:
PO has been opened; staff has contracted Hannula Landscaping to schedule the work.
4825 Bayshore Drive:

The applicant is proposing to amend the existing Devoe Pontiac CPUD to expand
the PUD boundary to the north and south and change the name of the PUD to St.
Matthew’s House Commercial Planned Unit Development (CPUD). The rezone
proposes to increase the number of homeless shelter beds from 104 to 150, and
request 130,000 square feet of general commercial, office, social service, and
warehouse uses.

The applicant is rezoning this property to a Commercial PUD in order to restore wet
slips in the western basin and allow for recreational boat rental operations
(Freedom Boat Club). Generally, the CPUD is proposing 3 tracts, with permitted
uses that range from marina, rental boat operations, wet slips and associated uses.
This site qualifies for 311 wet and dry slips, due to their ‘preferred’ ranking under

Naples Boat Yard Variance: PL20200000007
Location: 2775 Bayview Drive
Status: Pending Resubmittal from Applicants – Comment letter issued on 3-1-2021;
Originally a PUD Rezone, applicants have changed the request to a Variance; Pre-
Application Meeting held on 1-22-2020. Discussed at May 11, 2021 NIMS meeting
with PL 20210000020.
The applicant is proposing a complete site renovation to construct a boat storage
facility along the north side of Bayview Dr. This petition requests a variance from
the 20-foot rear yard waterfront setback to allow for a building to be 10 feet from the
waterfront, and for a small office on the NE corner of the site to be setback back 0
feet from the waterfront.

This site currently contains one two-story office building, and a one-story
warehouse/industrial building. This SDP proposes the addition of 4 car storage
condo units totaling approximately 11,200 square feet. The existing right-of-way
area and access points will have to be brought into compliance with current
standards, and a sidewalk will be required to be constructed.

This site has a previously approved Site Development Plan. The applicant is
requesting a reconfigured entrance, reduced lane width, regrading, removal of
SR84 turn lane per FDOT, added sewer service connection, removal of drainage
chambers, and revised control structure. This project includes 24 condo units, 120
hotel units, restaurant space, 204 parking spaces, and 9 stories in height.
Metropolitan Naples - Lot 1 SDP: PL20200002428*

Status: First submittal under review and staff comment letter due 06/01/2021.
This SDP proposes to develop a 9-story residential tower over a 6-story podium
that will contain 270 multi-family units, parking and approximately 7,600sf of
commercial uses within Lot 1. All access, drainage, and utility connections for the
1.57ac Lot 1 were previously designed and approved under the Metropolitan
Naples PL20200001193. This SDP details the driveway, sidewalk, utility service,
downspout, and yard drain connections from the building to the ROW.

This project proposes to create 3 separate parcels with the intent to have

WSA Bayshore Boutique Hotel SDP: PL20200001971
Location: SE of Bayshore Drive and Lunar St (Folio 5335336000, 53353320002,

Status: Pre-Application Meeting held on 10-20-2020. Plans have not been
submitted for review.
This project proposes a two-story commercial building. The first floor will consist of
retail commercial. The second floor will contain a 5-bedroom boutique hotel room.
Manitoba Subdivision PPL: PL20200002436
Location: 4750 Pine St.
Status: Pre-Application Meeting held on 12-16-2020.
This project is for a subdivision plats and plans to divide a 1.94-acre lot into 9
individual lots for single-family homes. An application has not been submitted at
this time.
Bayshore Food Wine Venue SDP: PL20190002611*

Naples Botanical Garden Horticultural Campus SDP:

No activity since Pre-application meeting held on 12-18-2019. Per the
Development Fee Schedule, plans must be submitted within 9 months or a new
pre-application fee and meeting is required.
This will be removed from the next monthly report.
The purpose of this application is to modify and expand the previously permitted
grow house and recycle center to include the new horticultural center. The
horticultural center will include several new various grow/green houses, office
building and maintenance shop.
Trail Professional Center SDP: PL20200001177*

This project proposes to demolish the existing structure and replace with a

Status: Approved by the BCC on 1-26-2021.
This PUD is expanding the boundaries to add 102 acres and 230 additional
residential units. Developer has agreed to include new parcel in the Bayshore
MSTU boundaries following final acquisition of land.
Oakes Farms Parking Lot SDP: PL20170004242

This SDP is for a 96-parking space, 39,000 square foot parking lot with associated

Sunbelt Rentals SDP: PL20200000188*
Location: 2560 Davis Blvd.
Status: Approved and construction has commenced
Sunbelt Rentals is currently leasing three properties along Davis Boulevard. They
are looking to construct a new building on the far east parcel, leave the existing
business operational, receive a temporary CO on the new building and complete
the site by demolishing the existing building and constructing a new parking and
storage area.
Nick’s Restaurant and Houka Lounge: PRBD 20200206652

David J. Slobodien Obituary One month before the Summer of 1952, the lives of Sally and Howard Slobodien were immeasurably changed when they brought the first of four beautiful sons into the world. With sparkling blue eyes and a wry smile, over the next 68 years, David Joseph Slobodien would capture the hearts and minds of many with warmth, grace, intellect, and passion. His warmth and passion were embodied by his unwavering, everlasting love for his life partner, Bonnie MacMillin, with whom he fell head over heels in love as freshmen at the College of Wooster in 1970. By June 1974, they were husband and wife - a union of best friends that would last 47 years. This young, married couple began their life together in St. Louis where Dave earned JD and MBA degrees from Washington University in 1977. By the time they returned to Metuchen, NJ, they were the proud parents of three beautiful children: daughter, Anne, and twins, Mark and Phil. After a successful career as a corporate attorney with Dun & Bradstreet, Dave began an exciting new chapter of world travels, doting on their children, celebrating the arrivals of five grandchildren, and achieving a sub-10 golf handicap. Dave was the embodiment of a joiner, a doer, and a leader. Would you serve on our board, Dave? Sure! How can I help? Starting with the First Presbyterian Church of Metuchen and the Raritan Bay Medical Center, Dave’s presidencies of the Black Tie club (Washington, DC), the Metuchen/Edison Exchange Club, the Metuchen Hunt & Riding Club, and the Windstar Club Charitable Foundation would create lasting, meaningful changes. The Board of Directors of Windstar on Naples Bay Country Club benefited from his eight years of service. Opera Naples was looking forward to his leadership as Treasurer. Dave is survived by his life partner, Bonnie; three adored children and their spouses (Anne and Jimmy Hauer of Rockville, MD; Mark and Rachael of Alexandria, VA, and Phil and Shannon of Midlothian, VA); five loving grandchildren (JP, Lexi, Michael David, Mackenzie, and Anna Claire); three brothers and sisters-in-law (Don and Amy, Dan and Sandy, and Doug and Elaine Whiting); his Aunt Gail and Uncle Stan; niece Kelly; and nephews Ben, Brook, Robin, Lee, and Christopher. Dave defined his own life as family-first. He was faithfully devoted to Bonnie, to his children and their children, his brothers, and his aunt and uncle. Family was - and would always be - his Number One priority. Cremation was immediate and private. A “Celebration of Life” will be held at Windstar on Naples Bay on November 13, 2021. In lieu of flowers, please consider a donation in Dave’s memory to the Windstar Club Charitable Foundation, 1700 Windstar Blvd., Naples, FL 34112-4200.

Collier County encourages all residents to sign up for Alert Collier, the
County's new mass notification system. When you sign up with Alert
Collier you can enter up to five addresses within the County boundaries
that you would like to receive emergency alerts about. Enter your home,
work, relative, school or any other address that's important to you.
Should an alert be issued for that location, you will receive a notification.
You can sign up with your cell phone to receive calls and/or text
messages, your email address(es), home phone, business phone and
hearing impaired device. Collier County encourages you to also
download the Everbridge Public Safety app (free in the iOS, Android and
Windows app stores), this app will allow you to see all public
notifications issued across the State and Country by other Everbridge
users. Live in Lee county but work in another County? No problem you
can receive their emergency alerts just by having the app installed.
