Notice is hereby given that the Bayshore Beautification Municipal Service Taxing Unit will meet on
Wednesday, June 09, 2021 at 5:00 p.m. This will be a Hybrid Remote meeting and it will be held at the
3rd Floor BCC Chambers, 3299 Tamiami Trail E, Naples, Fl 34112. Some of the Board Members may be
appearing electronically, with staff present in person. The public may attend either electronically or in person.

About the public meeting;
One or more members of the Collier County Board of County Commissioners may be present and may
participate at the meeting. The subject matter of this meeting may be an item for discussion and action at a

limited to three minutes unless permission for additional time is granted by the chairman.

BOARD AND BAYSHORE BEAUTIFICATION MSTU MINUTES OF MAY 5, 2021 JOINT MEETING
The joint meeting of the Bayshore/Gateway Triangle Community Redevelopment Advisory
Board and the Bayshore Beautification MSTU was called to order by Chairman, Maurice
Gutierrez at 5:30 p.m.
I. Roll Call: BGTCRA Advisory Board Members Present: Maurice Gutierrez, Al
Schantzen, Mike Sherman, Steve Main, Camille Kielty, David Slobodien, Karen
Beatty. Larry Ingram had an unexcused absence. Bayshore MSTU Advisory
Board Members Present: Maurice Gutierrez, Sandra Arafet, Jim Bixler, George
Douglas, Bob Messmer, and Susan Crum. John Smith had an unexcused absence.
Virtual Attendance was approved unanimously.
CRA Staff Present: Debrah Forester, CRA Director, Tami Scott, Project
Manager and Shirley Garcia, Operations Coordinator.
II. Pledge of Allegiance
III. Adoption of Agenda: Ms. Forester noted the changes to the agenda to add Items
7 e and 7 f, staff noted the agenda item on the Roundabout at Thomasson Drive
is included due to the amount of comments received from the public. i , Al
Schantzen made a motion to adopt the agenda as amended, Karen Beatty
seconded the motion. Motion passed unanimously.
IV. a. Approval of CRA Minutes: Al Schantzen made a motion to approve the
minutes, Karen Beatty seconded the motion. Approved unanimously.
b. Approval of MSTU Minutes: Sandra Arafet made a motion to approve the
minutes, George Douglas second the motion. Approved unanimously.
V. Community / Business - Presentations
a. Roundabout with Michael Wallrock: Mr. Wallrock made a presentation on
the safety of the design perspective of the Thomasson Drive Improvement
project and confirmed the height of the wall of the current project is within the
Federal Highway Safety Standards. The site lines the driver should concentrate
on most is the immediate conflict to the left as well as the pedestrian crossing
ahead. The minimum site line distance ahead is 50 ft and the site lines on the
sides should have at least 150 ft. which the current design meets those
standards, the driver should not concentrate on viewing the traffic across the
roundabout since that will not have direct impact. There was a brief discussion
regarding line of sight for pedestrians, signage, and size. Mr. Wallrock noted
that the roundabout was not a guarantee that crashes would not occur but it
significantly reduces the amount of crashes in comparison to other traffic
control devices and it does slows down the traffic.

a. Hamilton Ave Update – Mr. Barry Williams attended to provide the update
of the Hamilton Ave Project. He noted the previous meetings with the
residents of Danford Street. He will continue to meet with them to address
their concerns regarding sidewalk locations and traffic calming. The
residents would prefer no streetlights, conduits may be installed as part of
the project for future lighting needs. Mike Sherman asked if Mr. Williams
had any contact with the HOA in Windstar Association because there are a
lot of curious residents who do not know a lot about the project who exits
through the south gate of Windstar onto Hamilton Ave. Mr. Williams will
reach out to the president of the HOA. The target for construction start of
the project is October 2021. Sandra Arafet mentioned her concerns with the
mailboxes relocated to the south side of the street and there will be a safety
issue with residents crossing the street to check their mail with the high
volume of traffic and speeding.
b. Fire Suppression 3 Road Closure update – Tami Scott, Project Manager
provided an update on the upcoming road closure schedule and detour
routes that will impact Coco and Areca Ave when exiting and entering off
of Bayshore Drive starting on the 10th of May.
c. Access Management Plan Update – Debrah Forester noted that
Transportation Planning is still reviewing the scope o work.
d. Holly Ave Clean-up May 8 – Debrah Forester reminded the committee
about the cleanup and noted that flyers were distributed on both Holly and
the other streets south of Bayshore.
VII. New Business:
a. CRA First Quarter Building Permits - Ms. Forester
b. CRA Residential Grant Application Requests- Ms. Forester brought
drafts of 2 residential grants that had time sensitive issues and would be
completed by staff but needed approval from the CRA Board to get the
items on the BCC agenda in time. One is for Ozzlyn Gardens for dumpster
enclosure, parking lot resurfacing and removal of the tree that interferes
with the dumpster and the other was for Mike Vandersteel for replacement
of the roof. Al Schantzen made a motion to approve Mr. Vandersteel’s
grant, second by Karen Beatty passed unanimously. Camille Kielty made a
motion to approve Ozzlyn Garden grant, second by Karen Beatty passed
unanimously. Maurice Gutierrez mentioned what the apartments did on his
street was to get individual garbage cans to alleviate the waste management
to come and pick up a large dumpster and have issues turning around on
their dead-end street. Ozzlyn Gardens said they would bring it up at their
next HOA meeting.
c. MSTU Mileage – Ms. Forester asked for a motion to approve mileage
neutral or tax neutral, in subsequent years the advisory committee have
voted on mileage neutral. Sandra Arafet made a motion to approve mileage
neutral, second by Bob Messmer passed unanimously.

d. FRA Conference – Ms. Forester asked if any board members would like to
attend the FRA conference Maurice Gutierrez and David Slobodien both
wanted to attend the conference. Ms. Forester asked if they wanted to stay
in the hotel during the conference to let staff know.
e. Swamp Axe Alcohol Distance Waiver- The owners of the Swamp Axe
attended to request support from the CRA Board for the distance waiver
request they wanted to submit to the County. The owners gave a brief
description of the location comparative to the location of the day care center
which has a few concrete walls and an 8ft. chain link fence with barbwire
between the locations, their business is indoors but since the county code
requires a waiver they respectfully asked the support of the CRA Local
Advisory Board. After some brief discussions and questions from the Board
Steve Main made a motion to support the waiver, second by Karen Beatty.
Passed unanimously.
f. Bayshore Shuttle Grant Application- Ms. Forester noted the additional
information that was distributed to the Board regarding this item and
recognized Omar Deleon, Transit Manager attending virtually to provide
additional information on the grants available. Ms. Forester explained
the FDOT grant opportunity which required was 50/50 match from the
Bayhshore CRA. There are 2 opportunities to apply, one grant for
operating cost and one for the capital expenses to purchase the shuttle.
The cost estimates were presented, and staff reviewed the two options,
providing the service only during season or to operate it year-round. Ms.
Forester talked about a few opportunities to work with the businesses to
help support the bus. There was some discussion about advertising on the
bus to apply some funding for running the shuttle, Omar Deleon will look
into advertising on the bus to see how to get that approved or their
advertising policy amended by the Board of County Commissioners.
Steve Main made a motion to apply for year-round grants applications
submittal, second by Mike Sherman. Passed unanimous.
VIII. Work Plans –
a. Redevelopment Plan FY21 Second Quarter Review
b. CRA– Ms. Forester wanted to do a joint meeting because the
CRA/MSTU has overlapping projects that does require a partnership
between the 2 funds. The overview of the quarterly status was discussed
and reviewed if anyone had any projects not identified would be adjusted
for the next review. There will be some revisions to our CRA grants to
refine site improvement grants to make them easier to apply for on
residential lots. There is money put in for FY22 to revitalize the Gateway
Triangle Linwood way and Ave area. Al Schantzen asked to put money
in Marketing and Economic Development. Ms. Forester will add that in
the work plan.

c. MSTU- Ms. Forester went over the projects in the committees work plan
for this and next fiscal year. Staff is working on a new landscaping contract
to bring back for review in the coming meetings.
IX. Staff Report:
a. CRA Directors Report- Ms. Forester provided the CRA report and
asked if anyone had any questions. The gateway triangle property
demo’d the buildings and the next phase is to pay Crown Tower for the
relocation of the tower once they are completed.
b. Project Manager Report- Tami Scott provided an update on the
Thomasson Drive project, there were a couple of change orders that added
additional days and weather days if needed. There is 53 days left in the
project. The roundabout has some signage, paver apron is going in and the
crosswalk areas. The CRA parking lot has some delays, one is for the
lighting and one is for the block for the wall they do have a 30-day extension
on that project. Sabal Shores lighting is on the project list that staff will be
sending out something to see where the neighborhood needs the lights
installed. Al Schantzen mentioned that Stock Development purchased the
South Bayshore Drive vacant land between south Bayshore and Hamilton
Ave from Isles of Collier.
c. Maintenance Report: Ms. Forester provided the current maintenance
report. No questions.
d. Financial Report: Ms. Forester provided the current financial report. No
questions.
X. Other Agency’s:
a. Collier County Code Enforcement: John Johnson, presented the Code
enforcement report attached to the agenda packet. Ms. Beatty asked about
the property located at the corner of Areca and Bayshore. Mr. Johnson
mentioned the owner of the property passed away and the tenant has been
removing and cleaning up the property and he is in contact with the trustee
of the property and the tenant to continue abating the violation. Al
Schantzen thanked Mr. Johnson for all his hard work but wanted to mention
that the bank going into the corner of US41 and Bayshore Drive has blocked
off the pedestrian sidewalk and the pedestrians have to walk onto US41 to
go around the cones blocking. Mr. Johnson will look into that. Another
question Mr. Schantzen asked about is the propane tanks at Celebration Park
and Mr. Johnson noted that they do have a case and waiting for the
inspectors to go out and make a determination to address the issues. Ms.
Arafet asked about the corner house on Danford, Mr. Johnson has tagged

the unlicensed vehicles, but the unfinished home has not been addressed
yet.
XI. Communications and Correspondence:
a. A New Dawn for East Naples- Ms. Forester provided the article on the
mixed-use project in the gateway triangle.
b. In the Know, Gulfshore Playhouse- Ms. Forester provided the article
from the Naples Daily News highlighting Gulfshore Playhouse.
c. In the Know, 2435 Pine St – The article attached highlighted the new man
cave but removed the doggy day care portion of the project.
d. $10.5 Million Pump House – This article references an upgraded pump house
that services the areas pump station so will help during storms.

XIII. Advisory Board General Communications: Ms. Kielty asked about
the promenade of Naples Boat Yard and asked if anyone had any input
on the proposed rezone. Ms. Forester wanted to remind the board of the
NIMS meeting and if anyone wanted to give any input, they could do it
there. Staff will try and invite them back to a meeting to do another
presentation.

CRA PROJECT UPDATES – June 2021
1.MINI-TRIANGLE
Gateway Mini Triangle PPL: PL20200001193
Metropolitan Naples - 5.27 ACRE CATALYST SITE - The closing of this site took place on November 13,
2020. Subdivision Split proposed to create three parcels with the intent to have separate Site
Development Plans for each one. One parcel -totaling approximately 1.6 acres sold to Naples Triangle
Development on November 13 (simultaneous closing).
Application submitted on Dec. 22 for Subdivision Construction Plans and Plat. This project proposes to
create 3 separate parcels with the intent to have separate SDP’s for each parcel. Drainage Easement is
being processed through GMD. Demolition of buildings is complete.
Cell Tower Relocation Agreement – The new cell tower at the Kirkwood site was fully
operational. The old tower was demolished on January 21. Final payment to Crown Castle will be
paid within 60 days of final completion notice of the new tower is received. Inspection resulted in
additional revisions. Building Permit expiration June 26 2021.

Naples Triangle Development (NTD) is submitting for Site Development Plan approval to construct. 240
luxury apartments. Construction anticipated to commence in January 2022.
2.DEL’S PROPERTY ACQUISITION - Closed on November 20, 2020. Notice to vacate by January
19, 2021 issued. Survey of property identified some issues. Staff is working with legal to
determine solution. Following survey, demolition of the warehouse and retail store will begin.
Bids to complete minor renovations to Boatyard building in process. Staff is using facility for
storage. Following demolition, highest and best use analysis to be conducted.
3.PUBLIC ART PLAN – Draft Plan is complete and approved by CRA Advisory Board and is
scheduled for June 22 BCC Meeting. County has posted position for Arts and Cultural
Manager (application period closed 052721).
4.17 AC BOARDWALK - Five proposals were received to develop a master plan for the site and
design and permit and develop construction drawings for the boardwalk on a 17+/- acre parcel
connecting the site to Sugden Regional Park. Short list of 3 proposals were reviewed and ranked
by the selection committee. Recommendation to negotiate with the top firm going to the BCC on
June 22.
5.BRANDING - Paradise Advertising and Marketing, Inc. – Phase 1 will begin after Public Art Plan
has been considered by BCC.
6.BAYSHORE ACCESS MANAGEMENT PLAN – Staff is negotiating with Stantec to develop a
scope of work that will do the sub-area modeling of the district as requested by Collier
County Growth Management Department (GMD). GMD is reviewing scope of work.
7.COASTERS/SHUTTLE SERVICE – Grant Application not submitted. Option to fund shuttle
from CRA funds and will require BCC/CRA approval. Coasters and Posters were
distributed the week of November 23 and will continue through the end summer. Results
as of April 4, 2021: 285 responses. 221 responded in favor of the shuttle. Those that voted
against the shuttle sited waste of tax payer money and it would become a “drunk bus.”
Next step is to reach out to business owners to get their interest and comments.
8.LAND USE REGULATIONS – Revision were presented to Growth Management staff to
determine review and public hearing schedule. Review in progress with anticipated
presentation to Planning Commission in November 2021. Johnson Engineering will
continue to facilitate the process. Their contract deadline is December 31, 2021. Bonus
Density Comprehensive Plan Amendment and start the public hearing process: June 17
Planning Commission; July 13 BCC Transmittal Hearing.
9.US41 FDOT Safety Improvement Project – Construction is anticipated to begin in August
2021 and there are 300 calendar days of contract time. Tentative completion May 2022.
7 existing light decorative poles are called out be removed as well as the “porkchop” at
the corner of Bayshore and US41.
10.Linwood Sidewalk – Safe Routes to School Project – PE – 2022/2023 and Construction
2024/2025

11.Peters Avenue – five-foot sidewalk from Collee Court to US41. $389,000 CDBG grant
awarded and managed by Transportation Planning department. Project will begin
following the US 41 FDOT project is completed. The sidewalk will be placed on the
residential side of the street. Laurie Beard (GMD) is project manager
12.Pine Street – FDOT Funded Becca to US41 – PE 2022/2023. Construction 2024/2025. Will
coordinate with stormwater study.
13.Palm Street and Washington Avenue - Stormwater/Capital Projects: Addressing
complaints about tidal water backflowing into the swales. Main objective is to install 2
catch basins with backflow preventers inside and piping to provide flow connectivity:
and regarding the swales. Kyle Construction awarded the contract. Expect construction
to start in early April. Total duration is 40 days. (Attachment 1)
14.Lake Kelly Ditch Maintenance - The scope is to remove vegetation and trees from the channel
and the banks. The intended outcome is to get the trees, vegetation, and debris out of the ditch
to improve flow. Project Schedule – Lake Kelly Outfall Ditch Project will be getting underway the
week of June 7 starting on the south end of the project. Ditch banks not included in this project,
might Capital Improvements Division is open for future discussion once this project is
completed. Contact is Dawn Wolfe, 252-5736.
15.April 13, 2021 BCC approved construction contract for the East Naples Community Park Welcome
Center,” to Curran Young Construction, LLC, in the amount of $2,965,622.28.
16.Holly Avenue Clean Up – 10.7 tons collected.

Item 9b
Fire Suppression Phase 3 has been approved and the contract with Andrews Siteworks, LLC in the amount of $658,560.00
has been executed. This project will commence on Janua1y 27, 2020, the contractor will start the project at the intersection
of Areca Avenue and Basin Street. This project included Areca Avenue, Coco Avenue, Basin Street, Canal Street and
Captains Cove. The contract schedule requires a 150-day substantial completion and a 180-day final completion. The
construction team Identified a glitch, and we expect a small delay in obtaining additional permits.
Andrew Sitework is making the final connection the new waterlines to the existing 18" watermain, this step will require
additional work as the existing watermain is lower in the ground than anticipated. Additional Maintenance of Traffic and
dewatering methods will be needed.

CRA Parking Lot: CRA parking lot has been approved and the contract with Fort Construction Group of Naples Inc in the amount of $472,772.25 has been executed. This project will commence on Janua1y 4, 2021, the contract schedule requires a 150-day substantial completion and a 180-day final completion. Stormwater chamber system has been installed and inspected. The importation and exportation of fill has been complete, the site has been graded. The surveyors have laid out the entire parking lot. Parking lot areas has been backfilled, graded, and compacted. Concrete curbing installed and concrete sidewalk schedule for week of May 25, 2021. We have scheduling delays with some of the key products, decorative concrete block, light poles, PM will prepare a no cost change order for additional time. Delay in products will delay the substantial completion date by 30 days. New completion date of 8-2-2021. Bayshore landscaping and Bridge: Staff is continuing its efforts with landscape beautification. Bridge Baskets have been changed out. MSTU Landscape Contract: Contract is going back out to bid anticipate new bids early June 2021. Moorhead Manor: Item was approved. Storm water: CRA staff is working with Collier County GMD Capital Project Planning, Impact Fees, & Program Management, Stormwater Management Section on a new project titled CRA Bayshore Gateway Triangle Area 4 and Pine, Becca, and Weeks Stormwater Improvements. Blot Engineering, Inc of Cape Coral, FL 33904 has been selected as the engineer of record and is waiting to review their proposal. South Bayshore renovation: Staff has been tasked with revisiting this project, additional information from Isles of Collier is needed to access how to move forward. A community meeting will be scheduled for discussion. Sabal Shores street lighting: Staff has been tasked with evaluating the existing street lighting in the sabal Shores community, a community meeting will be scheduled for discussion. ALERT Collier
Collier County encourages all residents to sign up for Alert Collier, the
County's new mass notification system. When you sign up with Alert
Collier you can enter up to five addresses within the County boundaries
that you would like to receive emergency alerts about. Enter your home,
work, relative, school or any other address that's important to you.
Should an alert be issued for that location, you will receive a notification.
You can sign up with your cell phone to receive calls and/or text
messages, your email address(es), home phone, business phone and
hearing impaired device. Collier County encourages you to also
download the Everbridge Public Safety app (free in the iOS, Android and
Windows app stores), this app will allow you to see all public
notifications issued across the State and Country by other Everbridge
users. Live in Lee county but work in another County? No problem you
can receive their emergency alerts just by having the app installed.
So, create a contact on your phone for Alert Collier, the caller ID our
alerts will come from is 239-252-8000 and the short code our texts will
come from is 89361 and 87844. Save Alert Collier as a contact today!
