CALL ro ORDER Mary Waller called the meeting to order at 8:30 a.m. She read the procedures to be followed and led in the pledge to the flag. 2. RotL CALL - CoMMITTEE MEMBERS AND STAFF There were 7 active members present when the meeting started, therefore a quorum was esta blished. John Harney joined in my ZOOM. Steve Hruby motioned that he beallowedto participate, Litha Berger seconded, and the group voted 7-0 to accept. That vole made 8 members present. 3. INFoRMATToNAL rrEMs Presentation of Sunshine Law was presented by Assistant County Attorney Colleen Greene. Florida passed the Sunshine Law in 1967 requiring access to the public for all decision-making meetings. All meetings must be advertised where 2 or more members of the AHAC where discussion will be made regarding anything that may have foreseeable action by the AHAC. She said that everyone should avoid the "perception of impropriety" at all times. Below are some highlights of the presentation. There are 3 basic requirements: 1. Meetings must be open to the public. 2. There must be a reasonable notice given for all meetings. 3. Minutes must be taken for all meetings. Sub-committees must include members of the original committee. Others may join, but they are not to be considered members ofthe sub-committee. lf more tha n 1 person from the AHAC are present at an event, one member should be delegated to speak for the group. There is a one-way communication rule. Never respond to a memo with "Reply All". lf one member ofthe AHAC wants to send something to the group, they should first send it to staff, and staff will forward it. It is a 2"d degree misdemeanor to violate the Sunshine Law You must not engage any conversation on social media that could come before the AHAC. There are to be NO gifts from any person who may influence your vote on the AHAC b. Legislative letters regarding Bill #PCB ANR 21-01 Documentary Stamp Tax Distributions to Kathleen Passidomo and Bob Romell have been signed by the Chair and forwarded to their offices. There were 0 ELI units available at this time. There were only 135 Low units. lmmokalee had no ELI and only 8 moderate. Gary Hains questioned the Milano and Lago numbers so we will recheck them for the next survey. d. Housing Report-The 1'tquarter reportwas reviewed. The report stated that since 2018 the first five initiatives of the housingplan havebeen majorfocus. These include rezoning, cost saving measures, density of units per acre, adding housing to employment centers and adding additional unitsto supportthe CollierArea Transit system. Changes have been made in Growth Management and Land Development Codes to allow for these opportunities. Housing Marketing Report - The 1st quarter report was reviewed. The Collier County Assistance Program (CCAP) was Iaunched in March to provide rental, mortgage, electric and water service assistance for all persons that are struggling due to COVID-1.9. An assistance center has been set-up to provide individual assistance in filling out applications, processing them and moving them to the Clerk's office for payment. lnserts were placed in water billings, social media has been used, e-newsletters have been developed that applicants can sign-up to receive for updates, public service announcements have been developed and have been shared on social media and the four major loca! television networks, news releases, flyers and digital advertising has been established. 5. PUBtIc CoMMENT Michael Puchalla spoke about the city looking at buying the Gordon River Apartments. He said this is naturally occurring affordable housing at risk to become market rate. The property needs redevelopment and has mixed income potential. ls there is a possibility of a partnership with the city and the county? The city CRA is responsible to find a way to move forward. We havethe opportunityto add more units and we could add more mixed use. Commissioner Locastro said he would look into Commissioner Taylor talking to the city regarding a partnership. Steve H ru by motioned that staff write a lettertothe Commissioners requesting that they try do what is necessary to keep the property affordable. Litha Berger seconded the motion and the group voted 8-0 to accept. Susan Golden suggested to the group that they invite Dana Suza to the next meeting to discuss this with the group. Jackie Keay said that taking away these apartments from low income would be a shame. They need to be repurposed, not sold and made into high income units. 6. DTSCUSSTON TTEMS AHAC Nomination RankingSummary- Kristi expla ined the voting recap sheet to the group Each member chose 3 candidates for each vacancy and these were recapped on the spreadsheet. b. The AHAC Committee Vacancy Voting - There are two vacancies. Steve motioned that the first vacancy be filled by Joseph Trachtenberg. .Jennifer Mitchell seconded, and the group voted 8-O to approve. Jennifer Mitchell motioned that Bernardo Barnhart be selected to fill the second position. Member appointed to the Review and Ranking Committee - Steve Hruby nominated Litha Berger to be on the committee. Justin Emends seconded. The group voted 8-0 to accept. 7. STAFF AND GENERAL COMMUNICATIONS a. The Consolidated Plan summary was reviewed. The public comment period will run through the end of May. Projects will go the BCC on June 22,2021". A few items of interest are 4.8% of all people live on S10,000 or less in Collier County. There are 603 homeless persons - this is up 17% from 2019 Lo 2O2O. There are 299 household that do not have basic bathrooms and kitchens. There is a great need for affordable basic housing. b. LithaBergeraskedabouttheManateeProject, Lithamotionedforstafftosendanother letter to Commissioner Taylor to remind her to respond to the AHAC letter about the project. Steve Hruby seconded, and the vote was 7-0 (Gary Hains left the meeting early). Litha also asked about what is happening at state level with the Sadowski Trust fund. Mary Waller said there is a repoft from the state that she will forward to Kristi Sonntag. She encouraged everyone to write to the Governor. d. Commissioner LoCastro told the group that during his town hall meetings there is always discussion about senior and affordable housing. He said that there will be some redistricting for the Commissioners. He asked that all members of the committee attend all meetings. e. Mary Waller that she will not be at the next meeting and asked Steve Hruby to Chair the meeting. 8. ADJOURN There being no further business for the good of the County, Steve Hruby motioned to adjourn the meeting at 10:25 a.m.; Litha Berger seconded, and the group agreed with a vote of 7-O. Knowing what a strong advocate you have been on the topic of affordable housing, and not having heard from you regarding this matter, we thought perhaps our correspondence may have gotten overlooked in your inbox. The Manatee property has been owned by the Corurty since 1973. In 2005 an active 'recreation focused' plan was rejected by the community to develop this park site. In 2008 a concept plan was developed with input from neighbors with a 'passive park' focus, however the plan did not move forward. h2077, with public input, Manatee Park was placed third on the list of the "Parks Master Plan - Major Capital Project Priorities List" with an estimated cost to develop the entire 60+/- acres between $10 and $i2 million. Crirrentiy there are no plans for funding any improvements for approximately 10 years. The land remains vacant. At the March13,2018 Board of County Commissioners Meeting Agenda, Item 11.C,the Board was presented with ten (10) responses as a result of a Requests for Information (RFI) issued by Community and Human Services, at the direction of the Board, to determine interest in development of County owned land. Specifically, the Manatee Park site was being considered for the development of housing that is affordable. In September 2018 Davidson Engineering prepared the "Affordable Housing Feasibility Report - Bembridge PUD & Manatee Road Properties". According to Davidson Engineering, there were no significant issues preventing development of the Manatee site. It should be noted that this report identified the Manatee siteas a higher -ran king property for development with no zoning restrictions, an excellent location and a higher [positive] impact. During a recent Affordable Housing Advisory committee meeting in January 2021, the committee had discussions regarding potential sites appropriate for the development ofhousing and the Manatee site was again identified. Because of the Manatee sites outstanding attributes, and lack of park development funding for many years to come, we would like for you to please consider bringing the topic of affordable housingdevelopment on the Manatee site back to the BCC for further consideration. We would request that the Board direct staff to facilitate a collaborative meeting between the AHAC and PARAB to discuss the development potential of this site and seek recommendations fiom the committees for your consideration. There is a three page document that lists potential funding sources for the Trust Fund that needs to be sent out as well. Someone said Mike Prioletti looked at a bond issued by Miami and he said that it would require a referendum for anything like that to happen here. Afinalpublished product was provided to the community in May Z0L7 with recommendations and an lmplementation Schedule including short-term (0-3 years) medium-term (3 to 5 yrs) and long term (5 to 10 years). The ULI report and recommendations formed the starting point for the creation of the Community Housing Plan. The Board directed staffto explore 27 ofthe 35 ULI recommendations including reinstating a local Housing Trust Fund (HTF) and identifl/ing dedicated funding sources. The final Community Housing Plan (CHP) was presented to and accepted by the Board in October 2017. The BCC re-established a local Housing Trust Fund (HTF) in 2018 with the adoption of Resolution 2018-82. The Affordable Housing Advisory Committee (AHAC) established a Housing Trust Fund Subcommittee to develop guidelines and criteria for the implementation of the HTF. The HTF Subcommittee and AHAC provided recom mendations to the Board on october 22,2019. The Board adopted Resolution No.19-207 which included Collier County Housing Trust Fund Guidelines, Competitive Evaluation Criteria and an annual work pla n. Resolution 2079-207 directed the Affordable Housing Advisory Committee to identify and research a variety of potential, reoccurring funding sources for the Iocal Housing Trust Fund and bring recommendations to the Board at a later date. At the time of the October 22, 2019 meeting there was approximately 5180,000 in funding which had come from the repayment of affordable housing density bonuses and the sale of county owned surplus property. ln order to assist with the development of affordable housing, land acquisition, construction loans and other necessary funding, consistent, re-occurring sources of funding would be needed. ln January 2020 the HTF Subcommittee reconvened to identify potential reoccurring funding sources for the Housing Trust Fund (HTF). The subcommittee met in January, February and March of 2020 before COVID interrupted the monthly meeting schedule. The purpose of this I I member committee as required and describe d by 420.907 6 Fla. Stat. is to review policies, procedures, ordinances, land development regulations, and the adopted local government comprehensive plan, and to recommend specific actions or initiatives to encourage or facilitate affordable housing. The committee is required to submit an annual report to the Board of County Commissioners that includes recommendations on, and evaluates the implementation of, affordable housing incentives as required by 420.9076(4) Fla. Stat. Terms are three years. (c) One citizen who is a representative of those areas of labor actively engaged in home building in connection with affordable housing. (d) One citizen who is actively engaged as an advocate for low-income persons in connection with affordable housing. (e) One citizen who is actively engaged as a for-profit provider of affordable housing.(0 One citizen who is actively engaged as a not-for-profit provider of affordable housing. (g) One citizen who is actively engaged as a real estate professional in connection with affordable housing. (h) One citizen who actively serves on the local planning agency pursuant to s. 163.3174.(i) One citizen who resides within the jurisdiction of the local governing body making the appointments. 0) One citizen who represents employers within the jurisdiction.
