EXECUTIVE SUMMARY
Recommendation to approve a purchase order to US Water Services Corporation, in the amount of
$435,105.01, Request for Quotation 19-7622-302.25, “Pump Station No. 302.25 Rehabilitation,” and
authorize the necessary budget amendment (Project Number 70145).
OBJECTIVE: To bring outdated utility infrastructure into compliance with current standards while
meeting the demand for service, protecting public health and safety, and providing proactive
environmental protections.
CONSIDERATIONS: The proposed scope of work under Project Number 70145, “WW Pump Station
TSP,” can be completed consistent with funding in the FY2021 Capital Improvement Project Budget
approved by the Board on September 17, 2020.
Pump Station (PS) 302.25 is located within the Woodmere Country Club, adjacent to the Whitaker Road
right-of-way (ROW). The pump station is currently accessed from within the Woodmere Country Club.
It is difficult to access, in need of rehabilitation, and does not meet Collier County standards. PS 302.25
receives flows from Woodmere lakes Club, Erin Woods Club, Woodmere Racquet Club, Naples
Parkwood, and Edgewood and discharges into a 30-inch force main that runs along Whitaker Road. The
service area of PS 302.25 contains 192 service accounts, and commercial parcels which include
clubhouses with community pools and tennis courts.
This portion of the rehabilitation project consists of civil site work, underground utility work, electrical
components, and mechanical process piping work. The work includes the installation of a standby diesel
generator for power resiliency and environmental protection, all piping, valves, wet well coating and
other material or component necessary to place the pump station into service. The confined space valve
vault will be eliminated by moving piping and appurtenances above grade. The condition of PS 302.25
has regressed to “Red: Level 3 - Risked Compliance”.
The Request for Quotation 19-7622-302.25, “Pump Station No. 302.25 Rehabilitation,” was
electronically distributed on June 1, 2021, to the four vendors under the Annual Agreement for
Wastewater Pump Station Repair and Renovation Contract No. 19-7622. Four of those contractors
submitted quotations by the June 14, 2021, deadline. The quotations are summarized below.

Staff reviewed the quotations and determined US Water Services Corporation, to be the lowest qualified
and responsive bidder, that bidding was competitive and representative of market conditions, and
recommends awarding this project to US Water Services Corporation. The quotes received were
approximately 26 percent above the engineer’s cost estimate due to large price swings of materials within
the construction industry. The request for quotation and quote tabulation is Attachment 1 and Attachment
2, respectively. The project design professional, Q. Grady Minor & Associates, P.A., also recommends
award of this purchase order to US Water Services Corporation, per the attached letter dated June 14,
2021 (Attachment 3).
US Water Services Corporation was established and incorporated in the State of Florida in 2003 and

holds a General Contractor, Underground Utility Contractor, Plumbing and Electrical Licenses. The bid
specifications informed the bidders there may be unforeseen conditions associated with the project. The
project cost includes an allowance of $20,000 for owner-directed work due to unforeseen corrosive or
geological conditions that include, but are not limited to, repairs due to structural deterioration, and/or
replacement of defective mechanical equipment and deficient electrical components. Subject to the
Procurement Ordinance, staff will negotiate a price for any additional work due to unforeseen conditions
prior to the start of any work.
FISCAL IMPACT: A budget amendment in the amount of $199,000 is required to reallocate funds
within Wastewater User Fee Fund (414) to Project 70145. The source of funding is wastewater user fees.
The project is expected to be completed in 2021. This is an improvement project and operating costs are
not expected to change. Bonds will be obtained prior to issuing a purchase order.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires
majority vote for Board approval. -SAA
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex-officio Governing Board of the
Collier County Water-Sewer District, approves a $435,105.01 purchase order under Request For
Quotation 19-7622-302.25, “Pump Station No. 302.25 Rehabilitation,” (Project No. 70145) to US
Water Services Corporation; approves the necessary budget amendments and, authorizes the Chair to
approve the Purchase Order.

Dear Ms. Trtan:
Q. Grady Minor & Associates, P.A. (GradyMinor) has completed our review of the bid documents for the above referenced project and we are pleased to provide the following award recommendation. The scope of the PS 302.25 Rehabilitation includes the removal of existing pump station appurtenances and replacement with new above grade piping, concrete driveway, chain-link privacy fencing, and a backup diesel generator. Based on the bid tabulation (attached), U.S. Water Services, Corp. is the low bidder with a bid amount of $435,105.01, which is approximately 26% more than the project’s Opinion of Probable Construction Cost (OPCC) amount of $344,675.00. It is our experience that during the global pandemic, there has been large price swings with the costs of materials, which may have attributed to the difference between the project OPCC and the Contractor’s Bid. U.S. Water Services, Corp is an approved Contractor as part of Collier County Contract #19-7622 “Annual Agreement for Wastewater Pump Station Repair and Renovation”. U.S. Water has provided all the documentation required by this contract. Based on the above information, GradyMinor recommends U.S. Water Services, Corp. be awarded the PS 302.25 Rehabilitation Renewal Project in the amount of $435,105.01.
