Agenda 07/13/2021 Item #16C 7 (RPS #21-7884 w/Matern Professional Engineering)07/13/2021 EXECUTIVE SUMMARY Recommendation to approve the selection committee’s ranking of Request for Professional Services (“RPS”) No. 21-7884, “Design Services for New Chiller Plant Building K and Jail Generator and Platform,” authorize staff to begin contract negotiations with the top ranked firm, Matern Professional Engineering, Inc., and to bring a proposed agreement for the Board’s consideration at a future meeting. OBJECTIVE: To obtain professional engineering services for the design and permitting for t he New Chiller Plant Building K and the Jail Generator and Platform projects. CONSIDERATIONS: The Main Campus for Collier County Government operations includes 13 buildings and over 800,000 square feet of conditioned space that is serviced by a main chiller plant. The County constructed the chiller plant (Building K) in 1987, expanded it in 1993, and later renovated it in both 2003 and 2007. The chiller plant is comprised of two water cooled chillers (total capacity of 1,100 tons) and a supplemental ice storage system that struggles to keep up with current demands. The proposed new chiller plant will include 4 air-cooled chillers totaling 2,000 tons of capacity, a supplemental thermal energy storage chilled water tank, and a new 2500 KW emergency generat or. The Jail Generator and Platform project will include the construction of a platform adjacent to the new chiller yard, the installation of the new 2500 KW generator dedicated to the jail facilities, site work for conduit from the generator into the jail facility, and connection to the new, previously installed, switchgear. Additionally, a new solar shade cover will be constructed to cover both the new generator platform and new chiller yard. On March 9, 2021, the Procurement Services Division released notices of RPS No. 21-7884, Design Services for New Chiller Plant Building K, Jail Generator and Platform. Staff notified 15,948 firms, one hundred firms viewed the RPS information, and the County received seven proposals by the April 9, 2021, deadline. A selection committee met on May 11, 2021, and scored each of the proposals to move on to step 2, presentations. In accordance with Section 287.055 of the Florida Statutes, the Consultants’ Competitive Negotiation Act, the evaluation criteria included ability of professional personnel; certified minority business enterprise; past performance/references; project approach, willingness to meet time and budget requirements; location; and recent, current, and projected workloads of the firm. Each firm provide d at least three references from clients on projects with a similar size for which the firm provided services similar in scope and complexity within the past three years. After review of the proposals and deliberation, the committee scored each of the proposals and shortlisted the following three firms to move to step 2 in the order listed below. Firm 1. In the event an agreement cannot be reached with the top ranked firm, staff would continue negotiating with the remaining firms in ranked order until a proposed agreement can be brought back for the Board’s consideration. Matern Professional Engineering, Inc. has been providing engineer -consulting services since 1984, throughout the southern United States and locally, with experience in providing services for over thirty governmental agencies in Florida. FISCAL IMPACT: Approval of this item does not result in a direct fiscal impact; however, the source of funding for the future contract (subject to Board approval at a subsequent meeting) will be through Infrastructure Sales Tax Fund (318). Both projects have been approved and validated by the Infrastructure Surtax Committee. On September 2, 2020, the Chiller Plant project was validated and the Jail Generator project went before the Committee on March 4th, 2020 for phase 1 and again on December 2nd, 2020 for phase 2. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan from this action. RECOMMENDATIONS: To approve the selection committee’s ranking for RPS No. 21-7884, “Design Services for New Chiller Plant Building K, Jail Generator and Platform,” authorize staff to begin contract negotiations with the top ranked firm, Matern Professional Engineering, Inc., and in the event that contract negotiations are not successful with Matern, to authorize staff to continue negotiating with the remaining firms in ranked order so that a proposed agreement can be brought back to the Board at a fut ure meeting. The Main Campus for Collier County Government Operations includes 13 buildings and over 800,000 square feet of conditioned space that is serviced by a main Chiller Plant and over 2 miles of underground chilled water piping. TERM OF CONTRACT The County reserves the right to modify this scope during negotiations for budgetary reasons. The contract term, if an award(s) is/are made is intended to be for the contract term, if an award is made, will commence on the date of the Notice to Proceed and end upon acceptance and approval of the final payment. Prices shall remain firm for the term of the awarded contract. Surcharges will not be accepted in conjunction with this award, and such charges should be incorporated into the pricing structure. DETAILED SCOPE OF WORK The proposed new Chiller Plant will include four (4) air -cooled chillers totaling 2,000 tons of capacity, a supplemental Thermal Energy Storage (TES) chilled water tank, and a dedicated 2500 kW emergency generator with 12,000-gallon diesel storage tank. This will provide an additional 900-tons of cooling capacity with redundancy to meet the new building loads and future growth of the main campus and reliability during any power outages. The new simplified design will be fitted with the latest control techno logy to utilize the best practices in energy management. This will minimize maintenance and environmental impacts while significantly reducing the likelihood of operational failure. Renovation of the existing Chiller Plant Building K shall include recommissioning of space vacated by existing chillers and equipment and include floodproofing of th e existing structure. 16.C.7.a Packet Pg. 1260 Attachment: 21-7884 Solicitation (16152 : Design Services for New Chiller Plant Building K, Jail Generator and Platform) The Jail Generator and Platform will include the construction of an elevated platform in place of the existing ice farm to be removed as part of this project. This elevated platform is intended to meet all FEMA elevation requirement s and provide ease of access for maintenance. The platform will support the above mentioned air -cooled chillers, chiller generator, and diesel storage tank as well as an additional 2500kW generator and 12,000-gallon storage tank to service the Collier Coun ty Jail facility., The design shall also include site work for conduit from the generator into the jail facility and connection to the new previously installed switchgear. Additionally, a new solar shade cover will be constructed to cover the new platform, surrounding area and existing structures to provide shaded parking and additional protection from the sun . The design of the solar panels over the chillers shall consider the ability of movement of the panels to allow unrestricted airflow during chiller operation. Due to the proposed location of the platform and site work necessary to complete this project, it has been included in this solicitation. This RPS will result in an award for all design services associated with the construction of the New Chiller Plant Building K, a Thermal Energy Storage Tank, an elevated platform for the new chillers and generators, and a solar shade canopy. The Consultant shall provide the full scope of design, permitting, bidding and contract administration services necessary to complete the projects as described including but not limited to the following: 1. Provide all programming and preliminary design documents for use in establishing the basis for the final design of the site and buildings. These documents will include site plans, floor plans and building elevations in sufficient detail to illustrate the program of spaces, convey general building and site design and generate a project budget. 2. Provide all geotechnical, topographical, environmental and species surveys, reports, and studies necessary to fully permit and complete the project. 3. Coordinate and collaborate with Stantec Consulting Inc., currently working on the design for Underground Chilled Water Mains Replacement project. Stantec is the design team working on the underground chilled water piping replacement and the new piping will eventually terminate at the new chiller plant. 4. Prepare and submit for all permits related to the project, including the building permit, and confirm necessary permitting is completed to facilitate project schedule. Coordinate with the Construction Manag er as necessary during the submission of the building permit. 5. Coordinate with Collier County Real Property Management on all necessary easements and/or encumbrances. 6. Coordinate with County staff to develop an effective and efficient program, acquire all necessary permits in a timely manner, provide a design suitable for the intended use incorporating best design practices for efficient and resilient building. 7. Coordination with the County’s contracted General Contractor and/or Construction Man ager throughout the project timeline to provide value, constructability, and an efficiently planned and constructed facility. 8. Provide final design documents including, but not limited to, architecture, civil engineering, structural engineering, mechanical, electrical, and plumbing (MEP) engineering, low voltage/technology, and landscape architecture documents required for permitting and construction. 9. Facilitate and attend all project meetings, prepare agendas, generate meeting minutes, and provide follow up on tasks. 10. Utilize the County’s project management platform (Procore) throughout the project for all project communications, document management, approvals, site observations, requests for information, etc. 11. Provide the County all necessary and appropriate documents for review throughout each review point of each phase of the project. 12. The Consultant shall appoint a person to act as a primary contact for the duration of the project. Task 1: Preliminary Site and Building Design: ▪ Generate all civil, architectural, structural, mechanical, plumbing, electrical, landscape, fire alarm, and fire protection designs to illustrate the proposed design for each phase of the project. Confirm full coordination of design documents between trades and design disciplines. ▪ Generate three-dimensional and BIM/Rivet models. ▪ Generate any necessary boundary and topographical surveys. ▪ Generate and provide soil boring, geotechnical reports, and environmental study, if applicable. ▪ Review the design options along with the preliminary cost estimates with Collier County Facilities and implement any changes and/or modifications to the preliminary design documents. ▪ Schedule and attend Site Development Plan (SDP) Pre‐application meeting with Collier County Growth Development Services based on the selected site/building plan (SDP pre‐application fee paid by Collier County). ▪ Provide Architects/engineers opinion of construction cost for use in establishing the project budget. 2. Task 2: Final Design: ▪ Site Development Plan (SDP) submittal. ▪ Provide 30/60/90 percent construction drawing submittals for review by Collier County. Document and track the disposition of all County comments and feedback to confirm full and complete capture of stated needs. ▪ Provide evaluation of Construction Manager’s value engineering report if applicable and coordinate with Collier County to incorporate the desired items. ▪ Provide construction documents including drawings and specifications to comply with the current Florida Building Code, in sufficient detail for bidding, permitting and construction. ▪ Meet all appropriate codes and standards for the design of government buil dings including all federal, state, and local requirements. ▪ Conduct a 60% completion stage project peer review to provide QA/QC of the contract documents and cost estimate prior to submittal to the County. This review will be conducted by experienced perso nnel not involved in the day-to-day design of the project to provide a “fresh eyes” review. ▪ Provide detailed designs relating to ADA accessibility and verify all requirements are clear and detailed. ▪ Provide finish & color selections coordinated with the stakeholders of each phase. ▪ Provide all civil, architectural, structural, mechanical, plumbing, electrical, landscape, fire alarm, and fire protection designs. Confirm full coordination of design documents between trades and design disciplines. ▪ Include all low voltage and technology designs as part of the design package. Coordinate with County’s Information Technology (IT) Division, contract vendors, Facilities Management, and other appropriate specialties to provide a full design package that in cludes all low voltage systems. ▪ Coordinate with the County and/or Construction Manager to provide detailed layout drawings of the furniture, fixtures, and equipment as necessary. ▪ Submit all documents on behalf of the County for building permit review, prov ide any support during that process to achieve a permit status of “Ready for Issuance”. ▪ Produce a complete “For Construction” package of drawings and specifications, in preparation for bidding and coordinate with the Construction Manager to support the bid ding process of each phase. 3. Task 3: Contractor Bidding Phase: ▪ Coordinate with Construction Manager and/or Collier County Procurement during bidding for each phase of the project. ▪ Attend all pre‐bid conferences. ▪ Respond to contractor/subcontractor questions within three (3) business days. ▪ Prepare written Addenda, if applicable. ▪ Review bids and alternates and coordinate with Construction Manager and/or Collier County Procurement to provide bidder reference checks and bid evaluation. ▪ Coordinate with Collier County Staff to provide owner with pricing analysis for each phase. 4. Matern Engineering designed the Central Energy Plant to serve the existing middle school as well as an administrative building addition in 2006. The project construction was completed in 2008. The plant included two 325 ton centrifugal chillers, primary-secondary pumping arrangement, and one two cell 7800 MBH cooling tower. For the thermal storage modification design, Matern took advantage of the fact that an existing and operational central plant was already in place. Matern directed the temporary installation of a BTU meter to monitor and record the chilled water differential temperature and flow rate. This data was used to chilled water consumption and graph an actual design day thermal load profile. This information was then used to correctly and accurately size the required chilled water thermal energy storage tank. The implementation of this method of determining the thermal load profile of the campus resulted in a maximization of the return on investment for the chilled water thermal storage tank. The tank can be fully charged in just four hours run time using the existing 325 ton water cooled chillers. The tank was designed collaborating with the CROM Corporation. The tank was selected to be 450,000 gallons and 3,240 ton-hours of storage capacity. The tank diameter was 61 feet and the tank height was 40 feet. Matern worked with CROM to determine the most cost effective dimensions of the tank in order to further maximize the return of investment of the project. Piping modifications to the existing central plant were designed to allow for switchover between “OFF/CHILLER/ CHARGE/DISCHARGE” modes. The existing controls of the chiller plant were completely redesigned to incorporate the thermal energy storage function into the sequences of operation. Matern was the prime consultant for this project and managed the project’s architectural, structural, geotechnical, and civil engineering sub-consultant’s for the district. The construction schedule for this project had to be arranged to allow for construction on an occupied campus. Matern worked closely with the school district’s chosen construction manager for the project to coordinate permitting, bidding, and construction phase services to allow for a smooth implementation process with little to no interruptions to the daily operation of the campus. Matern provided commissioning services for this project to confirm and verify the system was installed and operating per the design intent. The commissioning report was then used to coordinate and facilitate a very attractive rebate incentive from Florida Power and Light. The chilled water thermal energy storage tank at Golden Gate Middle School has been operational since 2019. The project will provide many years of reliable service to the district and resulted in a very attractive payback on investment. Matern also provided commissioning services for this project to not only confirm and verify that the system was operating as the design intended but also helped the school district obtain the FP&L utility company rebate incentive which essentially pays for the construction of the tank, further increasing and maximizing the project’s return on investment. The scope of the project was to demolish two existing central plants, one for each school, and replace them with a single central energy plant to serve both schools. The existing central plants were designed with air cooled chillers and thermal energy ice storage tanks. The plants had fallen into disrepair and the thermal storage feature of each plant was no longer in use. The School district desired to convert the two plants into a single plant with two water cooled centrifugal chillers with magnetic bearing compressors. The existing chillers were temporarily relocated to make room for the construction of a new central energy plant building. The new central plant building houses two nominal 500 ton magnetic bearing centrifugal chillers and four 860 gpm vertical inline chilled water pumps piped in a variable primary pumping configuration. The chiller condensers are cooled by two 7500 MBH cooling towers with all type 316 stainless steel construction for corrosion resistance. There are three 1500 gpm vertical inline condenser water pumps that circulate the condenser water. The implementation of this design resulted in a maximization of the redundancy of the chilled water system serving the two schools as well as improved performance and operational efficiency. A new main switchgear electrical service was designed for the new plant and was housed in the new central plant building. Matern worked closely with the local power utility to coordinate the installation of a new transformer for the new central plant. Piping, automatic valves, and control system features were designed into the project to allow for automatic switchover between chiller modes. Optimization programming was implemented to determine which chiller/pump/cooling tower combination was to run based on the load requirement and the efficiency curves of the three machines. The scope of the project was to expand the capacity of the existing plant from 1500 tons of cooling capacity to 2,750 tons. Matern Engineering designed the original Central Energy Plant to serve the five building dormitory development as well as a student cafeteria building with a future four building apartment style development that has not yet been constructed. The original project construction was completed in 2007. The original plant included two 750 ton centrifugal chillers, primary-secondary pumping arrangement, and two 9000 MBH cooling towers. The original plant design was setup to accommodate a future expansion to allow the plant to grow as new and additional buildings were constructed and brought online. For the central plant expansion design, Matern took advantage of the fact that an existing and operational central plant was already in place and was set up to accommodate the addition of a new building as well as two new 1,250 ton centrifugal chillers with associated pumps/cooling towers/etc. This original design planned for the expansion and was used to facilitate the launch of the new chiller addition design. The new 1,250 ton chiller was new and more efficient than the older existing 750 ton chillers and the base load of the campus was such that the new 1,250 ton chiller could be run most of the time with one of the 750 ton chillers being used to top off the load if needed on peak cooling load days. The second 750 ton chiller was available for redundancy. In the event the 1,250 ton chiller was down for service, the two 750 ton chillers were available to carry the load. The implementation of this design resulted in a maximization of the redundancy of the chilled water system. This coupled with the fact that the electrical service to the plant was designed with two transformers and two incoming feeds from the utility meant that the opportunity for this dormitory development to be without cooling for an extended period of time was minimized. Piping, automatic valves, and control system modifications were designed into the expansion project to allow for easy and automatic switchover between the chiller modes. This project was in addition to a multi-phase renovation currently in construction at the Justice Center. The generator was in addition to an existing emergency generator which provided backup power to the life safety and essential systems including the building fire pump. This project was funded using Charlotte County 1% sales tax and therefore the scope and cost were closely monitored. Matern worked with the County, construction manager, and electrical sub-contractor to minimize the cost of the project while still providing the backup capacity required. The generator specification and location was carefully designed to keep the project within budget. The Justice Center was fed from an FPL transformer located with five electrical services: Fire Pump, Emergency Main #1 (EM-1), Emergency Main #2 (EM-2), MSB-1, and MSB-2. The existing emergency services were terminated in fused main disconnects in the main electrical room. Normal building power (non-emergency) is fed via two utility services to the main switch board (MSB). The MSB included two fused disconnect sections MSB-1 and MSB- 2, each fused section is connected directly to an adjacent distribution section. The addition of a backup generator required the existing electrical service feeders to be intercepted and re-routed. Two service entrance rated automatic transfer switches were added outside of the main electrical room near the FPL transformer and new 1,000kw generator generator with belly tank, raised foundations, site barrier wall with brick veneer, new landscaping, and a gravel bed surrounding the generator pad. Each set of service conductors were replaced and portions of the existing conduits were re- used. The generator was sized based on existing demand load information provided by power utility (FPL) and maximum recorded reading on existing electronic circuit breakers. For budget concerns, the generator was minimally sized with the understanding that the building would not be fully occupied during a major power loss event. The location of the generator was adjacent to the FPL transformer and main electrical room to minimize the cost of conductor & conduit runs. The generator included a 2000 gallon fuel tank and weather proof sound enclosure. The construction schedule for this project had to be arranged to allow for construction on an occupied campus. Due to the nature of work, complete power outage was unavoidable. Matern worked closely with the construction manager and their subcontractors to minimize the length of downtime to complete the service work. During installation, there were a few unforeseen conditions that Matern worked with the team to overcome. One example of such was the location of the fire pump utility feeder. During the removal of a few palm trees, the service feeder to the buildings electric fire pump was damaged. The damage caused a fault which shut down the building power. The electrical contractor was able to contact FPL to disconnect the pump. Matern worked with the electrical contractor to temporarily feed the Fire Pump from the building service and provided direction for permanent connection. Another issue was the location of the utility company primary feeders to the site. It was determined that the FPL Primary cables were not as the existing documentation showed. The primary cable was routed directly below the location of the new generator. These conductors were replaced at some point in time and the underground utility maps were not updated. Matern worked with FPL so that the generator location could remain as designed and placed spare, concrete encased conduits for future use. The scope of the project was to replace the existing 400 ton water cooled chiller, replace the existing cooling tower, and upgrade the pumping system for the plant. The plants water cooled chiller had fallen into disrepair due to age. Three existing air cooled chillers were being used primarily to cool the building due to the unreliable nature of the water cooled machine. Chico’s desired to replace the existing water cooled centrifugal chillers with a new magnetic bearing centrifugal machine that would serve as the base load machine for improved operational efficiency as compared to the air cooled machines. The implementation of this design resulted in a maximization of the redundancy of the chilled water system serving the building as well as improved performance and operational efficiency. The existing main switchgear electrical service was repurposed for the new chiller load. Piping, automatic valves, pumps and control system features were designed into the project to allow for automatic switchover between chiller modes. Optimization programming was implemented to determine which chiller/ pump/cooling tower combination was to run based on the load requirement and the efficiency curves of the three machines. Matern was the prime consultant for the project. During field investigations of this project, Matern found that an inverted trap existed in the condenser water piping between the cooling tower basin and the condenser water inlet. Since the condenser water loop is an open loop, the existing piping arrangement resulted in flooding of the basin and inefficient operation of the condenser water loop. Matern designed the appropriate fix to resolve this issue for the client. The construction schedule for this project had to be arranged to allow for construction on an occupied campus. Matern worked closely with the owner’s chosen contractor for the project to coordinate permitting, bidding, and construction phase services to allow for a smooth implementation process with little to no interruptions to the daily operation of the campus. The four new chillers had been directly prepurchased by the district. Matern was to implement the installation of these new pre-purchased chillers. Upon review of the electrical characteristics of the prepurchased chillers, it became apparent that the electrical load of the new chillers was larger than the electrical load of the original chillers primarily due to differences in the compressor technology i.e. scroll vs. screw. Matern designed the modifications to the existing electrical service necessary to provide power to the new chillers utilizing the existing main switchgear. After that design was completed, the district decided that they had available funding to replace the existing switchgear. Matern then modified the electrical design to coordinate with the new switchgear at no additional charge. The existing central plant for this school was designed with a primary pumping system and three way valves at the cooling coils. The system design was antiquated and energy inefficient. Despite the fact that there were four independent chillers in the chiller yard, there was no way to stage chillers in an out based on load. The four chillers basically operated as a single large chiller. Matern designed the modification of the plant to implement a primary-secondary pumping arrangement. This required the replacement of the existing three way valves to two way valves and new primary pumps in the chiller yard. This new design now allows for chillers and pumps to be staged in and out as the load varies and the secondary pumps modulate in response to differential pressure resulting in improved operational efficiencies. The existing air cooled chillers were temporarily relocated to make room for the construction of a new air cooled chiller yard. The new chiller yard houses four nominal 275 ton air cooled screw chillers and three 420 gpm horizontal base mounted chilled water pumps piped in a primary- secondary pumping configuration. The implementation of this design resulted in a maximization of the redundancy of the chilled water system serving the school as well as improved performance and operational efficiency. Piping, automatic valves, and control system features were designed into the project to allow for automatic switchover between chiller modes. Optimization programming was implemented to determine which chiller/pump combination was to run based on the load requirement and the efficiency curves of the four machines. Matern was the prime consultant for the project and managed the project’s architectural & structural, sub- consultant’s for the district throughout the project. Matern provided commissioning services for this project to confirm and verify the system was installed and operating per the design intent. The construction schedule for this project had to be arranged to allow for construction on an occupied campus. Matern worked closely with the school district’s chosen contractor for the project to coordinate permitting, bidding, and construction phase services to allow for a smooth implementation process with little to no interruptions to the daily operation of the campus. DESIGN APPROACH The central plant design and construction will provide the latest available technologies in mechanical equipment and controls, emergency power generation for both the jail and the central plant, and provide an architectural show piece to display the innovative and forward thinking concepts utilized in this plant. We anticipate this central plant project to be the springboard for future modern upgrade projects to the existing facilities served by this plant. The plant is estimated to provide a total of 2000 tons of chiller capacity to meet the new and existing building cooling loads, occupant demands, and future growth. The estimated annual savings for operating the central plant is projected to exceed $360,000 per year. The actual current and anticipated future thermal load profile of the campus will be accurately determined using computer model software estimating methods as well as direct measurement of the current thermal loads on the existing plant to “right-size” the concrete thermal energy storage tank which will maximize the county’s return on investment. In addition, any available utility company rebate incentive programs will be capitalized on to offset the first cost of the thermal energy storage tank. The electrical design approach will include similar methods as the thermal design. Matern will evaluate existing load information from the utility company, existing readings on electronic breakers, and install temporary current transformer (CT) meters in the existing equipment. With these readings, we can accurately size the new electrical equipment including CEP service, CEP switchgear, and the emergency power systems for both the CEP and Jail. This method helps to reduce overall cost of the electrical system by providing again the “right-size” equipment to accomplish the project needs. BUILDING AUTOMATION SYSTEM DESIGN APPROACH The design of the new central energy plant will include a new building automation system (BAS) to facilitate control, monitoring, and energy optimization of the chilled water and thermal energy storage systems. The automation design effort will be led by Nojan Nowakhtar, a controls industry veteran, with over fourteen years of experience in automation system design & installation, and head of controls and energy engineering at Matern. The BAS design will be based on the latest generation of web based, BACnet compliant controls architectures while allowing for an extension of the systems currently serving the remainder of the campus to facilitate harmonization of key system variables for real time adjustments based on the served loads. As the prime design consultant, Matern will champion a collaborative effort between all key parties to ensure that the BAS design complies with the Collier County Government vertical standards while also optimizing the design from an installation and operational standpoint. This will include direct consultation with county facilities personnel to ensure that the system is configured based on the intended day to day usage intent. It will also include active engagement of preferred county controls and HVAC equipment vendors for validation of the design against the capabilities of the hardware and software to be installed. Key personnel with the local utilities will also be consulted to leverage any and all opportunities for rebates or utility rate structures which line up the intended mechanical configuration. Matern will engage the commissioning personnel so that the plan for testing the BAS can be developed in parallel with the system’s design. At each major milestone in the design process, estimated project cost will be documented which will drive the next round of design decisions with the goal of keeping the BAS design within the project budget. This concept will allow users to operate in a proactive, rather than reactive, manner, and reduce the reliance on responding to alarms only after a critical failure has occurred. This approach will also facilitate reduced labor during system testing, balancing, tuning, and commissioning by providing a comprehensive view of system operation as opposed to only a limited snapshot of a few system variables. ARCHITECTURAL DESIGN Matern and their architectural consultant, RGA architects, are leaders in visioning, programming and designing innovative projects just like this project. The architectural design approach is one that is functional, sustainable, and an aesthetics show case. There are very specific functional requirements associated with central plant design such as ventilation, access, and durability among others which need to be considered and explored. All while accommodating the mechanical and electrical requirements of the project that are at the heart of this facility. From a sustainable and energy efficiency perspective, the central energy plant design needs to embrace the latest trends as they are at the heart of the campus. In addition to thermal storage as indicated in the project description, the inclusion of solar panels as part of the roof design is a great use of one the most prevalent renewable resources in the area, sun energy. When it comes to the aesthetics of the central energy plant, our team proposes a design beyond a utilitarian building, one which makes it a show case piece to display the intricacy of the system as well as letting it become a learning tool for the users and community alike. The use of breathable metal screening and/or louvers, impact rated glazing, and metal cladding would provide sophistication to this central energy plant design and take it to the next architectural and mechanical level. The umbrella covering the design’s team approach is collaboration, working with the end-users and stakeholders to make their vision a reality. The Jail Generator and Platform will include the construction of an elevated platform in place of the existing ice farm to be removed as part of this project. Matern and RGA have a background in Jail renovation with work ongoing at the Charlotte County Justice Center, the Charlotte County Jail, and the Lee County Justice Center. We are familiar with the protocols and procedures associated with these types of facilities. Matern and the entire design team will skillfully collaborate with all stakeholders to provide a complete understanding of the central energy plant design and operation. STRUCTURAL ENGINEERING Structural Engineering: CONSOR Engineers, LLC (formerly TKW Consulting Engineers) has a local team of experienced Project Managers (PM), Professional Engineers (PE), Engineer Interns (EI), and Revit and CADD designers and drafters, all of whom are residents of Collier and Lee counties, to fully staff this project and meet client expectations and deadlines. These engineers and designers are experienced in the design of structures in steel, concrete, masonry and wood, and are familiar with the Florida Building Code and its requirements. Additional supporting staff, if needed, is available from other CONSOR offices located throughout the country. CONSOR’s approach to all projects is to define the problem, determine the best solution, and carry out the solution. The design approach for structural engineering is, in large measure, dependent upon the nature of the project and the scope of services. Early on, CONSOR will review the project scope, develop alternative structural design approaches and systems, identify and evaluate the benefits of each, and, with input from the design team and Owner, select the preferred system based on site conditions, constructability and cost, among other considerations. Stantec will participate in the kick- off meeting, design meetings, and develop preliminary and final site design documents coordinating with the County and the Matern team. We will complete our review of all pertinent information that has not been previously provided to date related to the project. All active permits for the proposed project will be identified and collected and the development parameters for the project including all limiting factors associated with existing zoning and permits will be identified and reviewed. On survey, Stantec’s team will simply add additional survey information to the existing campus survey prepared by Stantec including SUE data collected by AIM. Stantec is well versed in site and environmental permitting and has a local team prepared to streamline the process. We are uniquely positioned to develop the site plans and seamlessly integrate the chilled water distribution system design. Retaining this existing knowledge will increase efficiency and reduce costs. Stantec understands that staging, access, and parking will be critical components of the design and will integrate concepts in the site design to facilitate working around these challenges to also reduce future costs for changes during construction. Our MEP team will act as an independent peer reviewer to provide a QA/QC of the contract documents to not only provide a “fresh eyes” review but also coordinate equipment selections having similar O&M requirements to other County projects such as the Government Operations Business Park where Stantec is EOR. Stantec is already utilizing Procore on County projects and is well versed in the use of the system. SUBSURFACE UTILITY ENGINEERING AIM Engineering & Surveying Inc. will be performing any SUE (Subsurface Utility Engineering) services for the project. The objective will be to ensure that all existing underground utilities will be designated (SUE Quality Level-B) using the most advanced electromagnetic pipe/cable locating devices using various radio frequencies, and the most modern multi-frequency GPR (Ground Penetrating Radar) systems. These geophysical prospecting devices have the ability to locate conductive and non- conductive materials. The SUE Quality Level-B process will result in the marking of detected underground lines in the vicinity of the improvements, and will be surveyed to tie the information into the project datum and shown on the project design files. If conflicts with underground lines and proposed improvements exist as a result of the Quality Level-B process, AIM will employ non- destructive air and hydro vacuum excavation techniques to uncover and verify the size, type, material, depth and elevation of the underground utilities to evaluate if the utility should be adjusted, protected, or relocated. Verified utilities will be photographed and will be surveyed for accurate vertical and horizontal position and will be included in the project CADD files and represented in the “Summary of Verified Utilities Table”. PROJECT MANAGEMENT/PRODUCTION APPROACH The team approach to the design process emphasizes collaboration. This process for design resolution and refinement encourages input from all participants. The team will utilize a unique “operationally-based” approach to the programming and design. This process utilizes in-depth interviews with management and front-line department staff, and observation of daily activities, to develop a comprehensive understanding of current work practices. PROGRAMMING PHASE: Our experience with similar facilities has shown us that every project is unique and has different needs. In order to properly analyze the work to date, we suggest a partnering approach with the Collier County Staff. SCHEMATIC DESIGN PHASE: The schematic phase is to design a facility that will meet the architectural and mechanical needs identified in the Programming Phase. In order to do so successfully, the design must include the “little things” that make the facility operate efficiently and cost effectively. Our project team has developed a comprehensive list of these facility design standards based on feedback from our past clients. At this stage the Revit model is assembled and placed on an FTP site accessible to all team members. DESIGN DEVELOPMENT PHASE: Based on the approved design, the team will prepare refined Revit 3D architectural, mechanical, and electrical documents. These drawings are critical to the process and the opportunity for important coordination and collaborative efforts. Meetings with the building code officials will be held and at the 60% Construction document phase and at the 90% Construction document phase. THIRD PARTY REVIEW: The independent third party review will take place at the conclusion of the 60% document production process. The goal of this process is to have another set of eyes on the design of the systems and construction materials in an effort to standardize this facility with other county facilities and to prepare the project for easy transition into the construction and commissioning phase. CONSTRUCTION PHASE: Once the bid process begins, the design team begins a new phase with the same players. The Design Project Manager and his team will remain involved throughout the entire construction process. Reports and documents represent an essential form of project correspondence. The team will work with the Construction Manager to provide timely interpretation of the documents and cooperate at every level, providing access to the Revit model as necessary. The team will utilize the County’s project management platform throughout the project for all project communications, document management, approvals, site observations, requests for information, etc. WARRANTY: During the warranty period, the same design and construction team that worked with on the project will continue to assist in identifying and correcting any warranty issues that may arise. We believe that our process is validated by its continual focus on quality both in design and in service. SUSTAINABILITY The design team’s approach to sustainability includes a strong focus on “greener” more sustainable facilities, greater energy efficiency, better building envelope technologies and more user friendly and flexible information technology which is integrated into each learning environment. The proposed project design includes photovoltaic solar panels on the roof of the central plant building as well as above the air cooled chillers themselves. Given the fact that the chillers will operate at night, the solar panels will be designed on a motorized sled that moves before the chillers are energized to allow for free flow of the condenser air. When the chillers have finished charging the tank, the motorized panel sled will move back over the top of the chillers to provide shade over the chillers during the day and free energy at the same time. This design will lengthen the useable life of the chillers by partially protecting them from the sun’s rays during the day. COST CONTROLS The Matern Project Manager and entire sub-consultant team assigned to this project have an excellent track record in cost control for these types of projects. We view successful cost control as a continuous activity from conceptual design through the end of construction. During conceptual design, we place great emphasis on the intelligent utilization of our cost database of previous similar projects. We anticipate the owner to bring a construction manager at risk team member into the design process at the 30% construction document phase. The team will work closely with the construction manager during the budgeting efforts illustrated on the conceptual level schedule to answer questions, provide design interpretations, and opine on design intent to assist with accurate project budgeting throughout the design process. This team has developed effective cost control techniques based on knowledge of current construction costs and on the understanding of the impact of our designs on costs of the various building systems. This has given our team the ability and successful track record required for bringing complex projects in on budget consistently and delivering optimum quality to the facility user. There are many scheduling techniques we use, the most common are: Milestone Charts, Bar/Gantt Charts and Critical Path Method (CPM) Diagrams. We typically like to utilize the same scheduling techniques of the contractors, especially on construction manager at risk projects to enable comparison to be easier. Our approach to maintaining this schedule will include weekly project status meetings between the Project Manager and other consultant staff personnel. The Collier County Team members will also be involved in the meetings, as necessary, to ensure complete compliance with the project schedule and as illustrated in the Conceptual Level Schedule. The Project’s schedule during Design is maintained by working closely with the Collier County’ Staff, bringing in our consultants when appropriate to meet with Staff and confirm adherence to Collier County’ Standards, confer with CM’s from prior projects to improve documents and anticipate problems by setting early print dates. Quality control is maintained throughout, not just at the completion of the project. This allows the team to see the “trouble spots” before they happen. “Reddi Check” is held for all projects at the completion of documents phase as well as our own quality assurance/quality control process.
