Agenda 07/13/2021 Item #16C 3 (Certification of Financial Responsibilty)07/13/2021 EXECUTIVE SUMMARY Recommendation to approve a Certification of Financial Responsibility required by the Florida Department of Environmental Protection in connection with the renewal of an existing permit to Operate a Non-Hazardous Class 1 Injection Well System at Collier County's South County Regional Water Treatment Plant (“SCRWTP”) Facility on City Gate Drive. OBJECTIVE: To certify, unconditionally, to the Florida Department of Environmental Protection (“FDEP”) the county’s obligation to close, plug, and abandon its SCRWTP Deep Injection Well (DIW) and related dual zone monitoring well as required by Chapter 62-528, Florida Administrative Code. CONSIDERATIONS: The permit renewal application requires the county to complete and execute a Certification of Financial Responsibility form. This form certifies that the county will be unconditionally obligated to have the financial resources necessary to close, plug, and abandon the Class I injection well and related monitoring well. The initial Certification of Financial Responsibility for the SCRWTP DIW and its dual zone monitoring well was included in the county's Application to Construct DEP Form No.62-528.900(1) submitted on August 26, 2005. At the time of the initial application, the estimate to plug and abandon the wells was $333,000.00 At the time of the most recent renewal of operating permits (FDEP Permit No. 173528 -009- UO/I I & 173528-0 I 0-UO/I I) the estimated cost was $731,578.00. The current estimated cost to plug and abandon is $621,240.00. FISCAL IMPACT: The actual expenditure of funds is not anticipated and would only be required if the county abandoned the injection wells. Funds to cover these costs, if needed, are maintained in the Reserves for Contingency line item in Fund (408), which is funded through user fees. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with executing this document. Collier County owns and operates two Class I deep injection wells at the SCRWTP. The injection well system consists of two deep injection wells (IW-1 and IW-2) and one dual-zone monitor well (DZMW- 1 ). Each of the three wells would need to be filled with cement to land surface to complete the abandonment process. The open hole sections of the injection wells would be filled with gravel prior to grouting the injection well casings. The estimate provided is based on a previous cost estimate for plugging and abandonment of the injection well system prepared during 2016 and review of recent bids for injection well work in South Florida. For the purpose of preparing a cost estimate, it is assumed that dual-zone monitoring well DZMW- l would be abandoned. However, the possibility exists that well DZMW-l might be retained outside of the Florida Department of Environmental Protection (FDEP) Underground Injection Control (UIC) program as a regional monitor well. Injection wells IW-l and IW-2 would be abandoned by first "killing" the flow of the well and then removing the wellhead. The open hole in each well would then be filled with gravel to l0 feet below the base ofthe 14.48-inch inner diameter fiberglass reinforced plastic (FRP) injection tubing. The remaining open hole and FRP tubings would be cemented to land surface. The dual-zone monitoring well would be abandoned by filling both the 6 5/8-inch and 12.75-inch outer diameter casings with Portland cement to land surface. Neat Portland cement would be used unless permission is granted by the Florida Department ofEnvironmental Protection (FDEP) to use extenders. The abandonment plans for the well includes 6 major bid items: Bid ltem #l includes all work associated with mobilization and demobilization ofthe drilling rig and supporting equipment required for the task. This bid item also includes the work required to retrofit the drilling pad with new pad walls to ensure that injected or formation fluids are not accidentally spilled on the ground.
