Agenda 07/13/2021 Item #16A34 (GMD Budget Amendments)07/13/2021 EXECUTIVE SUMMARY Recommendation to authorize the necessary budget amendments to reallocate funds within the Growth Management Department Stormwater Capital Fund 325 and Stormwater Bond Fund 327. OBJECTIVE: To meet critical project needs and compliance objectives within the Collier County Stormwater Management System. CONSIDERATIONS: In preparation for future construction awards and key consultant contracts, budget amendments that optimize the use of existing funds are necessary. These will be used to f und the construction, materials, any applicable permitting costs, etc. as well as specific consultant contract costs. The following budget amendments are within Fund 325 Stormwater Capital Projects. Projects to benefit from this reallocated funding are listed below. o Fund 325, Project 50209 6th Street Stormwater Outfall Repairs: The reallocated funds will provide for the repairs and replacement of an outfall and related stormwater components on 6 th Street. ($200,000 budget amendment) o Fund 325 New Project - 50238 17th St SW & 23rd St SW @ Keane Avenue: The reallocated funds will provide for the professional engineering design in advance of reconstruction of the culverts and wall replacement at the intersections of 17th St SW and 23rd St SW with Keane Avenue. ($350,000 budget amendment) o Fund 325 New Project - 50240 Chateau Vanderbilt Sea Wall/Box Culvert Structural Engineering Design: The reallocated funds will provide for the professional engineering structural design of the Chateau Vanderbilt seawall and twin box culvert repairs in advance of reconstruction. ($300,000 budget amendment) o Fund 325 Project 51144 Major Structure Evaluation: The reallocated funds will provide for a consultant contract to provide major stormwater control structure evaluations in order to determine needed maintenance, develop schedules and document conditions in areas outside of standard maintenance but critical to stormwater conveyance. ($320,000 budget amendment) o Fund 325 Project 51144 Watershed Management Plan Update: The reallocated funds will provide for a consultant contract to provide professional engineering services to update the Watershed Management Plan. ($100,000 budget amendment) o Fund 325 Project 60194 Stormwater Maintenance Program: The reallocated funds will provide for necessary critical stormwater maintenance essential to continue an adequate flood protection level of service critical to the overall stormwater mission for the County. ($679,075 budget amendment) o Fund 325 Project 60224 Forest Hills Blvd/Palmetto Dunes Circle Stormwater Outfalls Replacement: The reallocated funds will provide for the repairs and replacement of two outfalls and related stormwater components on Forest Hills Blvd and Palmetto Dunes Circle. ($350,000 budget amendment) o Fund 327 Project 51029 Golden Gate City Outfall Replacements: The reallocated funds will provide for professional engineering services for a master plan of outfall replacements and other capital activities in Golden Gate City. ($400,000 budget amendment) o Fund 327 Project 60143 Immokalee Stormwater Improvements: The reallocated funds will provide for professional engineering services for the Immokalee Stormwater Improvements. The proposed drainage improvements are part of the Immokalee Stormwater Master Plan (ISWMP) to address inadequate water storage and conveyance capacity, and existing undersized culverts that create upstream flooding and standing water conditions. ($440,000 16.A.34 Packet Pg. 1004 07/13/2021 budget amendment) o Fund 327 Project 60234 Palm River Weir Replacement Design: The reallocated funds will provide for a consultant contract to provide for the structural engineering design for the Palm River Weir Replacement. ($210,000 budget amendment) FISCAL IMPACT: A budget amendment in the amount of $2,299,075 is required to transfer f unds within Stormwater Capital Fund (325) from Gordon River Project 60102 to the below projects as follows: Project Project Description Amount 50209 Stormwater Outfall Replacement $200,000 50238 Stormwater Cross Street Culverts $350,000 50240 Chateau Vanderbilt Outfall $300,000 51144 Stormwater Master Plan $420,000 60194 Stormwater Maintenance Program $679,075 60224 Lely Golf Estates $350,000 Total $2,299,075 An additional budget amendment in the amount of $1,050,000 is required to transfer funds within Stormwater Bond Fund (327) from Reserves to the below projects as follows: Project Project Description Amount 51029 Golden Gate City Outfall Replacements $400,000 60143 Immokalee Stormwater Improvements $440,000 60234 Palm River $210,000 Total $1,050,000 GROWTH MANAGEMENT IMPACT: This action is consistent with the Stormwater Management Sub-Element of the Collier County Growth Management Plan. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues, and requires majority vote for approval. -JAK RECOMMENDATION: To authorize the necessary budget amendments to reallocate funds within Stormwater Capital Fund 325 and Stormwater Bond Fund 327, Stormwater Capital Projects, to meet critical infrastructure and program needs.
