EXECUTIVE SUMMARY
Recommendation to approve the submittal of a Derelict Vessel Removal grant application for
$14,455 to the Florida Fish and Wildlife Commission for the removal of one (1) derelict vessel from
Collier County waterways at no cost to the County and authorize the Chairman to execute the grant
application.
OBJECTIVE: To obtain approval from the Collier County Board of County Commissioners (Board) to
submit a Derelict Vessel Removal grant application to the Florida Fish and Wildlife Commission (FWC)
to fund the removal of one (1) derelict vessels from Collier County waterways.
CONSIDERATION: The FWC provides grants through the Derelict Vessel Removal Program to assist
local governments in removing derelict vessels that put public safety and the health of the County’s
marine and surrounding waters at risk and are listed on the Statewide At-Risk and Derelict Vessel
Database. FWC’s Derelict Vessel Grant Guidelines allows for the receipt of these grant applications on a
continuing basis as long as funding is available.
The vessel to be removed is currently beached on Clam Pass Park Beach, has been declared derelict by
FWC and authorized for removal. This is the County’s second grant application for funding only recently
made available by FWC.
FISCAL IMPACT: Total cost of the removal is estimated to be $14,455. Should the grant be awarded,
Collier County will receive FWC funding in the amount of $14,455 (100%). There is no County match
requirement.
GROWTH MANAGEMENT IMPACT: There is no impact to the growth management plan related to
this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for approval. - CMG
RECOMMENDATION: That the Board approve the submittal of a Derelict Vessel Removal grant
application for $14,455 to the Florida Fish and Wildlife Commission for the removal of one (1) derelict
vessel from Collier County waterways at no cost to the County and authorize the Chairman to execute the

Re: Bulk Derelict Vessel Removal Grant Request (Collier County)
Dear Grant Administration Manager,
In regard to the above referenced subject matter, please accept this brief letter of explanation regarding the
project for the removal of one (1) bulk derelict vessel that is currently situated in the waters of Collier County. The
assigned project manager that will oversee the execution of this project is Chris D'Arco, Sr. Field Inspector.
The scope of work associated with this grant request includes the removal of one identified beached vessel
located within the Collier County Coastal System situated along the waters and shoreline of Clam Pass Park beach.
The marine contractor will be responsible for the vessel crane extraction and offshore removal to an approved
disposal site as per Federal, State, and local laws, codes, ordinances, standards and regulations.
The assigned project manager will coordinate with the contractor and remain on site during the removal process.
Photographs of the project progress will be properly taken for the vessel that is removed. The Project Manager
will also map the removal location using GIS coordinates. The Project Manager will also coordinate the services
with FWC staff to be on site for the removal process upon availability. All documentation will be furnished to the
Grantor upon request of the final payment for the grant.

Project Proposal
The scope of work associated with this project includes the removal of one (1) identified beached
navigational hazardous vessel located within the Collier County Coastal System situated along the
waters and shoreline of Clam Pass Park beach. The marine contractor will utilize the appropriate barge
and crane equipment system to properly remove the vessel and will be solely responsible for the vessel
extraction and offshore removal to an approved disposal site as per Federal, State, and local laws,
