EXECUTIVE SUMMARY
Recommendation to authorize the County Manger or his designee to collaborate with the Naples
Botanical Garden, Inc., regarding the installation of landscaping materials on Davis Boulevard (SR
84) from Santa Barbara Boulevard to Collier Boulevard, and direct the County Manger or his
designee to apply for construction grant funding opportunities with the Florida Department of
Transportation (“FDOT”).

OBJECTIVE: To enhance the landscaping, improve the plant palette, increase resiliency, reduce water
consumption, fertilizer usage, and maintenance cycles of a proposed landscaping project on Davis
Boulevard (SR 84) from Santa Barbara to Collier Boulevard by collaborating with a Florida not-for-profit
entity, Naples Botanical Garden, Inc. (the “NBG”), as a resource. Installation of landscaping material is
contingent upon the County obtaining an FDOT grant for construction.
CONSIDERATIONS: On September 4, 2019, staff met with the Naples Botanical Garden’s CEO,
Donna McGinnis. At that time, Ms. McGinnis and her senior horticultural staff presented some research,
findings, and various projects. Thereafter, the Growth Management Department (“GMD”) coordinated
several follow-up workshops with the NBG staff and discussed Median Beautification. GMD and the
NBG discussed various proposed plant palettes, sustainability and resiliency approaches, best
management practices, water consumption, and fertilizer requirements. From those follow-up meetings,
the GMD-Landscape Section internally developed landscape architectural plans for a Rain Garden on SR
951 using new planting methods and a resilient plant selection in an existing inverted median north of the
S.S. Jolley Bridge. The study area for the S.S. Jolley Bridge project is approximately 8,000 square feet
and 500 feet in length, and the plants selected could grow in the existing alkaline soils, without being
amended. The County successfully completed that project in December 2020.
On January 21, 2021, staff met with NBG’s CEO to discuss future possible collaborations in which the
NBG could be used as a resource on County projects involving inverted medians, rain gardens, swale
plantings, littoral plantings, and other stormwater management areas. NBG can be an effective no cost
resource to the County concerning issues on how to achieve a greater diversity of low -maintenance,
regionally appropriate plant material.
At the June 8, 2021, Board meeting during Staff & Commission General Communications, staff was
given direction to bring back options. The proposed Davis Boulevard (SR 84) project (the “Davis
project”) provides a further opportunity to informally collaborate with NBG to achieve increased plant
resiliency, while reducing water consumption and fertilizer usage. The Davis project provides funding
opportunities through the FDOT. The Florida Highway Beautification Grant program limits each grant to
a maximum of 10% of the total Department's beautification grants budget or $100,000 per project.
Another opportunity allows the County Manager to submit a formal letter to FDOT requesting a specific
amount and timeframe for installation. This is not limited to a specific dollar amount.
Both funding opportunities identified require public agencies to fund the projects upfront, with FDOT
reimbursing the approved grant amount upon completion. The landscape architecture design will be done
in-house by County staff, saving the County approximately $100,000. The estimated cost per mile is
based on the current Landscape Beautification installation cost (2017-2020) of $346,000 per mile.
Utilizing this amount the installation cost for Davis is estimated to be $865,000 for the 2.5 -mile project.
The average maintenance cost per mile is currently $73,620 or $184,050 for the Davis Boulevard (Santa
Barbara Boulevard to Collier Boulevard) project annually. Through collaborative efforts with NBG as a
resource, those costs are anticipated to be lower than average for both installation and maintenance.

The Board will have the opportunity to accept or reject the funds if the grant application is approved.
FISCAL IMPACT: The estimated installation cost of $865,000 is only available if grant funding is
obtained through FDOT. The annual maintenance cost of $184,050 would be budgeted within
Landscape Capital Fund (112), Operating Project 31112 should the Board be award and accept grant
funds for the landscape installation. It is anticipated that the cost per mile for maintenance of this section
will be lower than the average.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: LEGAL CONSIDERATIONS: This item is approved as to form and
legality and requires majority vote for Board approval. -SRT
