EXECUTIVE SUMMARY
Recommendation to approve final acceptance of the sewer utility facilities for Moorings Park at
Grande Lake - Phase Three (Clubhouse), PL20210001194.
OBJECTIVE: To have the Board of County Commissioners, as Ex-Officio Governing Board of the
Collier County Water-Sewer District, approve final acceptance of the potable water and sewer facilities,
in accordance with the Collier County Utility Standards and Procedures, Ordinance No. 2004-31.
CONSIDERATIONS:
1) The Developer of Moorings Park at Grande Lake - Phase Three (Clubhouse) has constructed the
sewer facilities within dedicated easements to serve this private development (see attached location
map).
2) Collier County Public Utilities Department granted the Developer of Moorings Pa rk at Grande Lake
- Phase Three (Clubhouse) a utility deviation that permitted the project to deviate from the standard
utilities’ acceptance process, allowing the project to skip the one-year warranty period (and
associated performance security) and go straight into final utility acceptance. Public Utilities staff
justified the deviation because the value of these sewer facilities (assets) is low compared to most
utilities conveyed to the County (See attached asset sheet).
3) A final inspection to discover defects in materials and workmanship has been conducted by staff on
May 27, 2021, in coordination with Public Utilities, and these facilities have been found to be
satisfactory and acceptable.
4) Staff recommends final acceptance of the subject sewer utility facilities. The subject sewer facilities
are owned and maintained by the developer.
5) This final acceptance is in accordance with Collier County, Ordinance No. 2004-31, as amended.
6) Staff is unaware of any issues that would serve to negate the recommendation to release the
applicable security.
FISCAL IMPACT: Approval of this Executive Summary will have no specific financial impact.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
action.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and requires a
majority vote for Board approval. -DDP
