MINUTES OF THE MEETING OF THE COLLIER COUNTY
PUBLIC VEHICLE ADVISORY COMMITTEE
Naples, Florida, June 4,2006
LET IT BE REMEMBERED, that the Collier County Public Vehicle
Advisory Committee in and for the County of Collier, having conducted
business herein, met on this date at 9:30 A.M. in REGULAR SESSION at
the Collier County Community Development Services Division Conference
room #609,2800 N. Horseshoe Drive, Naples, Florida with the following

I. Call to Order:
Chairman Tony Marino called the meeting to order at 9:31 A.M.
II. Roll Call
Lazara Chavez called the roll and a quorum was determined.
III. Approval of Agenda
Russ Berghuis moved to approve the Agenda. Second by Reg Buxton. Carried
unanimously, 5-0.
IV. Approval of Minntes of May 7, 2007
Russ Berghuis moved to approve the minutes of May 7, 2007 as presented.
Second by Tom Lugrin. Carried unanimously, 5-0.
V. Complaint Report - Michaelle Crowley (handout)
Michaelle Crowley provided the members with copies of the Complaint Report,
pointing out that there were 12 complaints from citizens and/or members of the
industry and 88 patrol cases from May 5, 2007 up to June 1,2007.
She noted that some drivers were still using the old ID's that do not have the
expiration date. This requirement had been sent out to everyone in their renewal
packets. Violations will now be issued for this infraction to both drivers and
company owners.
Prom Report:
Six different proms were covered; fifty two (52) cases, 22 of which received
citations:
. 3 drivers not having current version ofID, Notices of Violations served
. 6 drivers having but not carrying IDs- served on the spot Notices of
Violation
. 5, $500 citations issued for not having a Collier County ID at all
. 3 companies were given $500 citations for allowing or employing a driver
without a Collier County driver ID ( Elite, Racing Limousines and
Spinning Limousines)
. 5 companies were issued $1,000 citations for not having a CTO (Senior
Solutions Concierge, Any Occasion Limousine, Maximum Limousine,
Touch of Class, Orlando, Svetlana Li, an individual-allowed driver to use
his sedan; both were cited.)
. Total fines came to $9,000.
Michaelle suggested that the vehicle for hire Ordinance should be re-read by
owners and drivers. She noted that trip logs are required to be kept by taxi
drivers, and this is not being done. Also, companies must inform Code
Enforcement if they change address or phone numbers.

Lazara Chavez presented the following application package, which has been
recommended by staff for approval.
A. New Application:
1. Prince Giovanni's of Collier County - Request is for a new CTO
Applicant was Giovanni Serra, who was present. Application packet was in
order with all items in compliance. Mr. Serra was briefly questioned on the van
to be used for taxi service, which is now re-painted and decaled.
Russ Berghuis moved to recommend approval of the application. Second by
Tom Lugrin. Carried unanimously, 5-0.
VII. Discussion - None
VIII. Speakers:
Ken Mastrodomenico, Taxi Time, appeared to discuss an issue that had arisen
from a complaint called in by a citizen that resulted in a citation. He asked for
explanation of the situation.
Michaelle Crowley explained that Pinkie's Car Service is a sub-certificate under
Taxi Time. Observed on the rear window of Pinkies's Car Service vehicle was a
Webb cite address for Taxi Time. According to Michaelle's interpretation of the
Ordinance, Pinkies, a non- taxi vehicle, cannot advertise for Taxi Time even
though it is a sub-certificate of Taxi Time. Mr. Mastrodomenico did not agree
with that interpretation and asked for the Boards opinion.
Russ Berghuis made a motion to table the item until the next meeting in order
to review the Ordinance and get counsel's opinion. There was no second.
The motion was withdrawn.
Discussion followed whereby staff agreed to research the Ordinance and will
provide clarification to the Advisory Committee at the next meeting under the
Speakers section of the Agenda.
Norman Hinspeter questioned a citation that his driver had received for a vehicle
operating without a Collier County ID, even though he had a Temporary Permit.
He is contesting the citation at a hearing to be held on July 20, stating that he was
not told when applying for the Permit that all drivers had to have Collier County
IDs under the Temporary Permit category.
Michelle Arnold stated that his company is licensed to operate in Collier County
and though he had drivers who had proper IDs, he did not use them. Staff
emphasized that special events, when there are not enough vehicles to service the
need, are what Temporary Permits are for; not to circumvent the Temporary
Permit privilege for general business purposes.
Tom Palmer explained the conditions of issuing temporary permits for overflow
traffic due to special events and defined special events. Staff can review the
situation and exercise its judgment to withdraw its objections at the hearing if
they choose.

Chairman Marino announced he will be unavailable to attend the July meeting.
IX. The next scheduled meeting date will be July 2, 2007.
There being no further business for the good of the County, the meeting was
adjourned by order of the chair at 9:50A.M.
