CAC Minutes 05/13/2021 May 13, 2021 1 MINUTES OF THE COLLIER COUNTY COASTAL ADVISORY COMMITTEE MEETING Naples, Florida, May 13, 2021 LET IT BE REMEMBERED, the Collier County Coastal Advisory Committee, in and for the County of Collier, having conducted business herein, met on this date at 1:00 P.M. in REGULAR SESSION at Administrative Building “F”, 3rd Floor, Collier County Government Complex Naples, Florida with the following members present: CHAIRMAN: David Trecker VICE CHAIRMAN: Joseph Burke Steve Koziar Thomas McCann Jim Burke Robert Raymond Erik Brechnitz Robert Roth Raymond Christman (Excused) ALSO PRESENT: Andy Miller, Principal Project Manager Colleen Greene, Assistant County Attorney May 13, 2021 Any persons in need of the verbatim record of the meeting may request a copy of the video recording from the Collier County Communications and Customer Relations Department or view online. I.Call to Order Chairman Trecker called the meeting to order at 1 :00PM II.Pledge of Allegiance The Pledge of Allegiance was recited. III.Roll Call Roll call was taken and a quorum was established. IV.Changes and Approval of Agenda Mr. Koziar moved to approve the Agenda. Second by Mr. Joseph Burke. Carried unanimously 8 - 0. V.Public Comments None VI.Approval of CAC Minutes 1.April 8, 2021 Mr. Brechnitz moved to approve the minutes of the April 8, 2021 as submitted. Second by Mr. Koziar. Carried unanimously 8-0. VII.Staff Reports 1.Expanded Revenue Report The Committee reviewed the "FY 21 TDC Revenue Report" dated March 31, 2021. VIII.New Business 1.USACE Update Mr. Miller provided an update on the "Collier County Coastal Storm Risk Management Feasibility Study" being prepared by the US Army Corps of Engineers (USA CE) noting: •At their April 27th meeting, the Board of County Commissioners approved "non binding" letters of support in relation to the concept of the Study. The letters will be attached to the final report prepared by the USACE. •Approval of the Study is anticipated to be finalized by the Chief of the USACE in October of 2021. •Based on the best information available at this time, it is anticipated implementation of the plan will begin no earlier than July of 2023. •The BCC determined to convene a Task Force comprised of members of the public, the City's impacted by the Study, Collier County Staff in conjunction with USACE participation to assist in implementing the plan. A member of the Coastal Advisory Committee may be included in the Talk Force. During Committee discussion, the following was noted: •Commissioner Taylor provided a letter to Congressman Byron Donalds on behalf of the BCC noting the County does not support the plan at this point in time as more information is required in order to make a reasonable judgment and the purpose of the "non binding" 2 May 13, 2021 approval letter was to get in line for future Federal funding which may be available to the County. •Although there are parties in certain sectors of the County who express concern on the aspects of the plan (City of Marco Island, Pelican Bay, etc.) indications are the projects recommended will be an overall benefit to the residents of the area. •For areas "not included" in the study the plan allows projects to be proposed under a "betterment" process, however they would not qualify for the USACE funding aspects of the plan. •The City of Naples also has indicated they need more information before formally supporting the study and a workshop will be convened with City officials in August or September to review the issues. •It is anticipated the final report will be available for public review in early August. •Concern expressed the City of Marco Island has contacted the Agency for information on their cost/benefit analysis for each zone included in the report, but to date have not received a response. •Regarding how various geographic areas were treated during development of the plan, the USACE was addressing benefits versus costs. 2.Update on 2021/2022 Vanderbilt and Naples Beach Truck Haul Mr. Miller reported the BCC approved the proposed beach renourishment project, the design and engineering required and the sand source contract required for the work proposed in late 2021 and early 2022. The renourishment is slated to begin on November 1 st and the exact locations and volumes of sand to be placed will be determined during the final engineering and design phase of the work. 3.ES Local Government Funding Request (LGFR) Proposal with APTIM •APTIM Proposal (LGFR) Mr. Miller presented the Executive Summary "Recommendation to approve a proposal with APTIM Environmental & Infrastructure, LLC to provide professional engineering services for 2022-2023 Local Government Funding Request under Contract No.18-7432-CZfor time and material not to exceed $22 ,532. 00 and make a finding that this item promotes tourism" for consideration. He noted the activity occurs on an annual basis and is utilized to assist the County in obtaining the cost share funding made available to the County by the Department of Environmental Protections. Mr. Joseph Burke moved to recommend the Board of County Commissioners approve a proposal with APTIM Environmental & Infrastructure, LLC to provide professional engineering services for 2022-2023 Local Government Funding Request under Contract No.18- 7432-CZ for time and material not to exceed $22,532.00 and finds the item promotes tourism. Second by Mr. McCann. Carried unanimously 8 -0. 4.ES CAC Vacancy Mr. Miller presented the Executive Summary "Review ofCAC Applicants" noting Robert Raymond and Jacob Winge have applied to fill the vacancy on the Committee. •CAC Application Raymond •CAC Application Winge 3 May 13, 2021 During Committee discussion it was noted both applicants are qualified for the position, however Mr. Raymond's experience serving on the Committee over the past years will be beneficial as the County continues to deal with the USA CE study. Mr. Brechnitz moved to recommend the Board of County Commissioners appoint Robert Raymond to the Coastal Advisory Committee. Second by Mr. Koziar. Carried unanimously 8 - 0. IX.Old Business •New appointments to subcommittee on Water Quality The Committee reported the Committee will be re-established with Bob Roth, Raymond Christman and Bob Raymond serving. Mr. Roth will be the Chairman. X.Announcements Mr. Miller noted: •He will be determining the meeting schedule for the next few months so Members can plan summer activities. •The Collier Creek project is in the design and permitting phases and it is anticipated any work associated with the channel will not occur until at least early in 2022. XI.Committee Member Discussion None XII.Next Meeting Date/Location June 10, 2021-Government Center, Administration Bldg. F, 3rd Floor There being no further business for the good of the County, the meeting was adjourned by order of the chair at 1:45P.M.
