MINUTES OF THE CONSERVATION COLLIER LAND ACQUISITION
ADVISORY COMMITTEE LANDS EVALUATION & MANAGEMENT
SUBCOMMITTEE MEETING
Naples, Florida, June 9, 2021
LET IT BE REMEMBERED, the Conservation Collier Lands Evaluation & Management
Subcommittee in and for the County of Collier, having conducted business herein, met on
this date at 2:00P.M. at Administrative Building “F”, 3rd Floor, Collier County Government
Complex Naples, Florida with the following members present:

The meeting was held via Zoom and personal attendance in the Board Room.
The meeting was called to order at 2:00 P.M. Roll call was taken and a quorum was established.
Ms. Lenhard moved to allow Mr. Seef and Mr. Kuehner to participate in the meeting remotely via Zoom.
Second by Ms. Rinaldi. Carried unanimously 3 – 0.
Ms. Lenhard moved to approve the Agenda. Second by Ms. Rinaldi. Carried unanimously 5 – 0.
1) Approve Meeting Minutes
Ms. Lenhard moved to approve the minutes of the March 5, 2021 Subcommittee meeting as amended by
Staff. Second by Ms. Rinaldi. Carried unanimously 5 – 0.
2) Old Business
a) Preserve Amenities ranking
Ms. Araque presented the “Preserve Amenities Draft for Lands Evaluation & Management
Subcommittee dated 6-9-21” (see attached addendum) for review. She reported:
• The Parks and Recreation Department convened a staff meeting in February for the purposes of
planning capital projects over the next 5 – 10 years.
• The discussions included those amenities proposed for Conservation Collier Preserves.
• Given the number of preserves currently under the auspices of the program, it will be beneficial
to “rank” any proposed amenities for future planning purposes as some may be more critical than
others.
• Currently there are no funds allocated to the program’s “Capital Fund,” however moving forward
a ratio of 10 percent of the funds spent on acquisitions is proposed to be dedicated to capital
improvements in the preserves (in addition to the existing 25 percent set aside for management
activities).
• The draft document presented for review today is for planning purposes and the priorities may
change over time due to the demands of visitors, changes in regulations, input from County
Departments such as the Office of Management and Budget, additional property acquisitions,
etc.
The Subcommittee discussed the ranking process criteria and determined the proposed amenities should be
ranked on a high, medium and low priority (numbered 1, 2 and 3 accordingly) with a priority for addressing
ADA requirements and safety.
They reviewed the “Preserve Amenities Draft for Lands Evaluation & Management Subcommittee dated 6-
9-21” (see attached addendum) presented by staff in detail and prioritized the amenities with staff making
real time changes to the document. The following was noted during the review:
• Investigation should occur to determine the feasibility of installing “visitor counters” at certain
preserves to help identify usage and aid in determining priorities for future amenities.
• Staff will obtain an update from the Transportation Department on the status of the construction
of the Veterans Memorial Blvd. Extension, Phase II.
• Ms. Hennig to determine the ADA standards for Conservation Collier preserves including any
requirements for access and parking.
