EXECUTIVE SUMMARY
Recommendation to reappoint three members to the Contractors Licensing Board.
OBJECTIVE: To reappoint three members to the Contractors Licensing Board, to three -year terms
expiring on June 30, 2024.
CONSIDERATIONS: This nine-member quasi-judicial board was created by Ordinance No. 78-2, as
amended, to determine the qualifications of applicants for the various categories of the Contractors'
Certificates of Competency. They also hold hearings to determine if a certificate of compete ncy of any
contractor, master or journeyman should be revoked. A minimum of 2 members shall reside within the
corporate city limits of Naples or shall be recommended to the BCC by the Naples City Council. Section
489.131(10), Fla. Stat., states that 3 members must be consumer representatives. The consumer
representatives may be any resident of the local jurisdiction that is not, and has never been, a member or
practitioner of a profession regulated by the board or a member of any closely related professi on.
Members of the Contractors Licensing Board who are not consumer representative members should be
either a licensed architect, a licensed general contractor, a licensed engineer, a licensed electrical
contractor, a licensed plumbing contractor, a licensed mechanical contractor, a licensed roofing
contractor, a licensed residential, or a licensed building contractor. Terms are 3 years. A list of the current
membership is included in the backup.
There are three seats on this committee expiring on June 30, 2021, and one additional vacant seat. The
vacancies were advertised and applications were received from the following:

ATTENDANCE: During the past two years, Mr. Joslin has had two excused absences, and Mr. Jerulle
and Mr. Nolton have each had one excused absence.
STAFF RECOMMENDATION: As a quasi-judicial board no committee recommendation is required.
Staff is recommending that the above applicants each be reappointed to their seats on this committee, to
three-year terms expiring on June 30, 2024. Recommendation memos are included in the backup to this
item. The remaining vacancy will continue to be advertised.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the staff recommendation,
and authorizes the Chair to sign the attached resolution confirming the reappointments.

RESOLUTION NO. 2021 - ____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, REAPPOINTING RICHARD E. JOSLIN,
JR., TERRY JERULLE, AND MATTHEW NOLTON TO THE
CONTRACTORS’ LICENSING BOARD.
WHEREAS, Collier County Ordinance No. 90-105, as amended, established the
Contractors’ Licensing Board and provides that the Board shall be composed of nine (9)
members appointed by the Board of County Commissioners with a minimum of three (3)
consumer representatives and the remaining members to be building professionals such as
contractor, engineer, or architect, with a minimum of two (2) members residing within the
corporate city limits of the City of Naples and/or the City of Marco Island, or recommended to
the Board of County Commissioners by the Naples City Council and/or the City Council of the
City of Marco Island; and
WHEREAS, there are three seats on this board expiring on June 30, 2021; and
WHEREAS, the Board of County Commissioners previously provided public notice
soliciting applications from interested parties; and
WHEREAS, staff has provided its recommendation for reappointments.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that RICHARD E. JOSLIN, JR.
(Pool/Spa Contractor), TERRY JERULLE (General Contractor), and MATTHEW NOLTON
(Engineer and General Contractor), as building professionals, are each hereby reappointed to the
Contractors’ Licensing Board to three-year terms expiring on June 30, 2024.
THIS RESOLUTION ADOPTED upon majority vote on the 22nd day of June, 2021.
