EXECUTIVE SUMMARY
Recommendation to approve a Certification of Financial Responsibility, as required by the Florida
Department of Environmental Protection, in connection with the renewal of an existing permit to
Construct, Test and/or Operate a Non-Hazardous Class 1 Injection Well System at Collier County's
Landfill Facility on White Lake Blvd.
OBJECTIVE: To certify, unconditionally, to the Florida Department of Environmental Protection
("FDEP") the county’s obligation to close, plug, and abandon its Landfill Leachate Deep Injection Well
("LLDIW") and related dual zone monitoring well as required by Chapter 62-528, Florida Administrative
Code.
CONSIDERATIONS: The permit renewal application requires the county to complete and execute a
Certification of Financial Responsibility form. This form certifies that the county will be unconditionally
obligated to have the financial resources necessary to close, plug, and abandon the Class I injection well
and related monitoring wells.
The initial Certification of Financial Responsibility for the LLDIW "IW-1" and its dual zone monitoring
well "DZMW-1" was included in the county's Application to Construct FDEP Form No. 62-528.900(1)
submitted on March 18, 2016. At the time of the initial application, the estima te to plug and abandon the
wells was $347,252. The current estimated cost to plug and abandon IW-1 and DZMW-1 is $268,283.
FISCAL IMPACT: The actual expenditure of funds is not anticipated and would only be required if the
county abandoned the injection well. Funds to cover these costs, if needed, are maintained in the
Reserves for Contingency line item in the Solid Waste Disposal Fund (470).
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with
executing this document.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. - SRT
RECOMMENDATION: To approve and authorize the Chair to execute the Certification of Financial
Responsibility form.
