EXECUTIVE SUMMARY
Recommendation to approve the selection committee’s ranking for Request for
Professional Services (“RPS”) # 21-7845, “Bayshore Drive Redevelopment Project,” and
authorize staff to begin contract negotiations with the top ranked firm, Sta ntec Consulting
Services Inc., so that staff can bring a proposed agreement back for the Board’s
consideration at a subsequent meeting.
OBJECTIVE: To engage the services of Stantec Consulting Services Inc., to provide
engineering services for a boardwalk project on a 17+/- acre site within the Bayshore Gateway
Triangle Community Redevelopment Area.
CONSIDERATIONS: The Collier County Redevelopment Agency (“CRA”) is working to
create a public space that connects a 17+/- acre parcel located within the Bayshore Gateway
Triangle Community Redevelopment Area (BGTCRA), and owned by the CRA, to Sugden
Regional Park. This RPS is for the development of a master plan for the 17+/- acre site,
including the design and permitting of a boardwalk to connect the site to Sugden Regional Park.
On January 20, 2021, the Procurement Services Division released notices of Request for
Professional Services 21-7845 Bayshore Drive Redevelopment Project and five (5) responsive
and responsible proposals were received on March 3, 2021. A minimum of three references were
requested from clients of projects with similar size for which the firm provided services similar
in scope and complexity. The selection committee convened on April 2, 2021 and reconvened on
May 13, 2021 for step 2, presentations. The committee scored and ranked in the following order:

Staff is recommending negotiations with the top ranked firm, Stantec Consulting Services Inc.,
the firm has multi-disciplined design experience locally and is reputable with good work history.
Subject to the Board’s approval of staff’s above recommendation, staff will begin contract
negotiations in accordance with the Consultants’ Competitive Negotiation Act, Florida Statutes §
287.055, with Stantec Consulting Services Inc., so that a proposed negotiated agreement can be
brought back for the Board’s consideration at a future meeting. If staff is unable to reach an
agreement with the number one ranked firm, staff will continue negotiating with the remaining
firms in ranked order.
FISCAL IMPACT: There is no direct fiscal impact associated with this executive summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority
vote for Board approval. -SAA
GROWTH MANAGEMENT IMPACT: This project is consistent with the BGTCRA
Redevelopment Plan.

INTRODUCTION
As requested by the Community Redevelopment Agency (hereinafter, the “Division or Department”), the Collier County Board of
County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Request for Professional Services
(hereinafter, “RPS”) with the intent of obtaining proposals from interested and qualified Consultants in accordance with the terms,
conditions and specifications stated or attached. The Consultant, at a minimum, must achieve the requirements of the Specifications
or Scope of Work stated.
The results of this solicitation may be used by other County departments once awarded according to the Board of County
Commissioners Procurement Ordinance, as amended.
BACKGROUND
The Division is seeking qualified firms capable of providing engineering services as required for design, permitting and project
oversight services for the 17-acre site. The proposal must identify architectural, environmental, civil, electrical, plumbing, structural
and landscape architecture for the complete design and required permits. The selected firm will function as part of the project team
in cooperation with the owner to achieve a quality, cost effective product.
TERM OF CONTRACT
County reserves the right to modify this scope during negotiations for budgetary reasons.
The contract term, if an award is made, will commence on the date of the Notice to Proceed and end upon acceptance and approval
of the final payment.
Prices shall remain firm for the term of the awarded contract.
Surcharges will not be accepted in conjunction with this award, and such charges should be incorporated into the pricing structure.
DETAILED SCOPE OF WORK
The Collier County Community Redevelopment Agency (CRA) is seeking proposals from qualified and experienced planning,
engineering or landscape architect firms to design and permit a boardwalk on a 17+/- acre parcel owned by the CRA located within
the Bayshore Gateway Triangle Community Redevelopment Area (BGTCRA). The proposal must identify architectural,
environmental, civil, electrical, plumbing, structural and landscape architecture for the complete design and required permits.
The CRA purchased the 17.89-acre site in 2006 with the intent to create an artist village and park. The site was rezoned to the Cultural
Arts Village at Bayshore Mixed-Unit Planned Development in 2012. The CRA solicited proposals to sell the site in 2017 however,
the negotiations for the sale of the property were terminated in 2018. A community-wide survey was held in 2018 and the results
indicated that the community ranked “park or green space” as number one. It has been further articulated that the first priority is to
create a connection to Sugden Park. CRA staff has generated a conceptual plan that provides an overview of the vision for the
connection while maintaining redevelopment potential on the remaining usable acreage.
The BGTCRA is committed to providing opportunities for public art throughout the district. The development of the connection to
Sugden Park should also provide an opportunity for public art both permanent and temporary.

Task 1: Master Plan Preliminary Design
The site is a catalyst for the southern part of Bayshore Drive and the vision is to create a public space that not only connects the
community to Sugden Park but larger space for community gatherings and exhibiting public art.
The Master plan should also reflect the opportunity to redevelop the two outparcels to compliment the park amenities such as
restaurant or retail shops or community art facilities.
Review of previous studies and provide an overview of development potential and determine what updates are needed to obtain
permits and 100% construction plans. Studies include:

Master Plan will include top-ranked elements based on prior public input and will be phased for the design and construction as
funding becomes available. Consultant will provide analysis based on previous studies and current conditions to the Advisory Board
at a public meeting. Phase 1 Construction will include the pedestrian connection from Bayshore Drive to Sugden Park. The
Stormwater Analysis completed in Task 2 will be incorporated into the Master Plan to assure stormwater needs are address in the
Master Plan. Master Plan will identify phasing of the project and provide Engineer’s Opinion of Probable Construction Cost for each
Phase.
Task 2: Stormwater Analysis
In 2011, a tertiary Stormwater System Improvement Plan for the Bayshore Beautification Municipal Services Taxing Unit (MSTU)
was completed. The study identifies Lake Kelly as being hydraulically connected to the Sugden Lake North-South Outfall Ditch and
serves to drain parts of the adjacent Lunar Street neighborhood, portions of Bayshore Drive, and the Moorhead Manor development.
A stormwater analysis is requested to determine the capacity of the existing lake to handle the stormwater requirements from this
proposed project as well as the potential development of the two outparcels identified on the Master Plan. Develop a stormwater
system for the 17 acres that will outline the long-term needs for the future redevelopment potential and include consideration of how
to make the lake an amenity to the future development of the entire site.
Jeepers Drive is being redeveloped with scattered single- family homes. Stormwater needs are being handled through open swales
and piped systems. Stormwater analysis is needed to determine if the needs for future development/redevelopment of Jeepers Drive
can also be accommodated by using Lake Kelly. A stormwater plan and cost estimates should be developed if there is sufficient
capacity in Lake Kelly after the 17-acre development potential is reached.
Task 3 – Phase 1 Construction Plans
Construction of the pedestrian connection from Bayshore Drive to Sugden Park with the boardwalk connection and accompanying
amenities as outlined in Master Plan.
The consultants will prepare 100% designed and permitted construction plans for Phase 1 based on the layout of the conceptual
master plan. The project will require all necessary Federal, State, and Local permits. Submittals will include 30%; 60% and 90%
design drawings with an updated cost estimate at each submittal. Final construction 100% bid plans and specifications for the
components of Phase I will be delivered in a timely manner.

supporting environmental reports, and any other materials required by the permitting agencies.

and five (5) responsive and responsible proposals were received on March 3, 2021. The solicitation was
extended an additional week. A minimum of three references were requested from clients of projects with
similar size for which the firm provided services similar in scope and complexity. Shortly before the selection
committee meeting, Davidson Engineering Inc. requested their proposal be removed from review. The
selection committee convened on April 2,2021. The committee scored each of the proposals and shortlisted in
the following order:

Shortly after shortlisting, Grady Minor requested to withdraw from this solicitation. In accordance with Florida
