Agenda 06/22/2021 Item #16B 1 (CRA Lease Agreement w/SWFL Workforce Development Board)06/22/2021 EXECUTIVE SUMMARY Recommendation that the Board of County Commissioners (BCC), acting in its capacity as the Community Redevelopment Agency (CRA), approve the attached lease agreement with Southwest Florida Workforce Board to provide office space for the Community Redevelopment Agency staff in Immokalee. OBJECTIVE: To obtain approval of a new lease agreement in order to maintain the same office space currently in use by the Immokalee Community Redevelopment Area staff. CONSIDERATIONS: On June 26, 2018, item 16B1, the CRA approved entering into a lease agreement with the Southwest Florida Workforce Development Board (SWFLWDB) to lease 2,669 square feet of office space to house CRA staff in Immokalee. That lease covered the period August 1, 2018 through July 31, 2020, with an option to extend the period via written notice for an additional twelve months in accordance with Articles 1 and 18 of the lease. On July 20, 2020 the CRA approved a lease extension for an additional year. The Initial Term of the proposed new lease is for two years with an option to renew for one or two additional one year terms, or to elect a month-to-month option after the Initial Term or First Renewal Term. The proposed new lease rate is 3% higher than the current rate, and increases each year by 3%. The Immokalee CRA has established itself at the location, investing funds for signage and computer connections. In addition, SWFLWDB allows the CRA to use the community meeting room to conduct public meetings. Approval of the new lease agreement will allow CRA staff to remain at its current location serving the Immokalee community. FISCAL IMPACT: The fiscal impact associated with this recommendation is $150,779.16 for the Initial Term and two potential annual renewals which will be paid by CRA Fund 186-138324. There is a 3% annual rate increase each year: First Year $36,040.32; Second Year $37,121.52; Third Year renewal/month to month $38,235.12; Fourth Year renewal/month to month $39,382.20. Sufficient funds exist in the FY2021 budget and adequate funds are proposed for FY2022 CRA Budget. CONSISTENCY WITH GROWTH MANAGEMENT PLAN: This lease will allow CRA staff to continue to implement the Immokalee Redevelopment Area Plan in furtherance of Objective 1.5 of the Immokalee Area Master Plan. ADVISORY BOARD RECOMMENDATION: By unanimous vote, during the Immokalee Local Redevelopment Advisory Board meeting on April 21, 2021 the advisory board approved a recommendation to enter into a new lease agreement to continue to house Immokalee CRA staff at 750 South Fifth Street, Suite C, Immokalee, FL.. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality, and requires majority vote for Board approval. -JAK RECOMMENDATION: Recommendation that the Board of County Commissioners (BCC), acting in its capacity as the Community Redevelopment Agency (CRA), approve the attached lease agreement.
