EXECUTIVE SUMMARY
Recommendation to approve a Department Funded Agreement (DFA) FM# 437103-1-88-01,
between the Florida Department of Transportation (FDOT) and Collier County, wherein FDOT
will reimburse the County for the operation of 53 traffic signals on an annual basis, in the total
amount of $397,500, and execute a Resolution memorializing the Board's action.
OBJECTIVE: For the Board of County Commissioners (Board) to approve a Department Funded
Agreement (the “Agreement”) with FDOT to assist and fund Collier County with monitoring and
implementing signal timing changes on 53 intersections, up to $397,500.
CONSIDERATIONS: On October 18, 2016 FDOT and Collier County originally entered into an
agreement based on FDOT’S “Five Year Work Program” to undertake a project described as the “Collier
TMC OPS Fund County Wide,” starting in State Fiscal Year 2017 and continuing through Fiscal Year
2021 under FM #437103-1-88-01. That agreement provided for reimbursement to Collier County for
maintaining, monitoring, documenting, and reporting on signals along state roads and implementing
signal timing changes, as determined by the County and FDOT, and expires on June 30, 2021. A new
Agreement is required in order to obtain funding in the amount of $397,500 from FDOT for 53 traffic
signals in the County.
In the new Agreement, FDOT agrees to reimburse the County up to, but not to exceed $79,500 annually
from fiscal years 2022-2026 in the total amount of $397,500. These updated amounts are calculated based
on an increase in the actual number of signals from 51 to 53.
FISCAL IMPACT: Under this Agreement, FDOT will reimburse the County for the satisfactory
performance of services detailed in Exhibit “A” of the agreement. The County shall be paid the annual
amounts shown below:

The Comparison Report above depicts a monthly speed measurement taken on Wednesday from two (2)BlueTOAD RSU units on US 41 at Vanderbilt Beach Rd and Pine Ridge Rd, (2.71 miles), from
6:00AM to 7:00PM. The speed limit on this arterial is 50mph and the graph clearly shows a reduction in speed from approximately 7:00am (AM Peak), at 12:00noon, Midday Peak, right through
the 7:00 o’clock hour, PM Peak.
The Comparison Report on the previous page show the inverse. An increase in Travel Time, from 3min 20sec to over 5min at Midday Peak. This translates to over 2 minutes delay per vehicle for a 2.7 mile
journey. There are 20,000 vehicles of various classifications, traveling on that arterial during the 12-hour period captured. When we look at the number of vehicle hours in congestion, fuel costs,
and carbon emission annually,these numbers begin to require some actionable solutions.
I believe the acquisition of technologies which provide accurate roadway performance metrics, not only on FDOT roadways, but County wide, can make a difference in how we develop our Transportation
Engineering infrastructure.

There are 7 operational BlueTOAD RSU units deployed in Collier County along the US
41 corridor, the purpose of which, is to measure congestion and collect travel time
and speed data from Old 41 to Pine Ridge Rd and from Airport Rd to Collier Blvd (SR
951). (Due to the current COVID-19 Pandemic, travel time and speed data are
skewed, therefore do not reflect normal traffic patterns).
Collier County Traffic Operations collects, utilizes and provides Travel Time and
Speed data as shown on this page to FDOT. This data is for Transportation Planning,
traffic modeling and studies. During “normal” times It helps us identify congested
segments, intersections, congested time of day and duration, monitor congestion
changes over time and trends.

-TTI –Travel Time Index (Travel time index is the ratio between travel time during peak period and the free-flow travel time. A TTI value of 1.2 means that, travel time during the peak period is 20%
longer than the free-flow travel time between the same origin and destination).
-PTI –Planning Time Index (Computed as the ratio between the 95th percentile travel time and the free-flow travel time. It is an indicator of travel time needed to ensure an on-time arrival at
destination in 19 days out of 20. A PTI value of 2.0 for a given time period indicates that a traveler should budget twice as much time for traveling during a given period as the free-flow travel time to
ensure a 95% chance on-time arrival).
-BTI –Buffer Time Index (expresses the amount of extra "buffer" time needed to be on-time 95 percent of the time (late one day per month). Indexing the measure provides a time and distance neutral
measure, but the actual minute values could be used by an individual traveler for a trip length. The index is calculated for each road segment and a weighted average is calculated using vehicle-miles
of travel as the weighting factor).
-Free Flow Information –(The posted speed limit is the Free Flow information –50 mph).

The County currently measures congestion and travel time reliability with the 7 BlueTOAD RSU units installed along the US 41 corridor and would like to expand this coverage to encompass all FDOT
arterials throughout the County. We have identified the locations below as future BlueTOAD RSU candidates and have had preliminary discussions to obtain 22 additional units along with Intelight’s
MaxTime CV (Connected Vehicle module).
•MAXTIME cv enables the broadcast of SPaT, MAP, SSM and more without additional hardware in the cabinet.
•MAXTIME cv is built as a stand-alone embedded firmware application designed to run on ATC 5.2b or above compliant controller hardware, reducing the overall hardware cost of the CV deployment.
•MAXTIME cv communicates directly with the DSRC radio and signal firmware using published federal standards, including the latest J2735_201603 standard.
•To generate the SPaT and SSM message based on the current signal timing and operation, MAXTIME CV communicates directly with the signal firmware utilizing NTCIP 1201, 1202 and 1211 message
sets.
